Modjeska and carried, the meeting on Monday, May 9, 19 Preside t and of Trustees. City Clerk. City Hall, Newport Beach, May 99 1927• The Board of Trustees-of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on above date. The meeting was called to order by President Conrad Richter. The roll was called showing the full Board present. The minutes of the previous meeting were read and approved as read. The amended report of the parking committee was read, and on motion of Trustee F. B. Modjeska seconded by Trustee Fred W. Young and carried, the report was referred to the Committee of the Whole for consideration. The tentative plan of a parking pier for H. B. Tudor at the ocean end of Palm Street as presented by L. W. Briggs was discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee Fred W. Young and carried, it was resolved to be- the sense of this Board that a reinforced concrete or creosote piling parking pier extending oceanward at the foot of Palm Street, would be looked upon favorably by this Board if constructed on plans and specifications the City Engineer and this Board would approve. The report of the Planning Commission in regard to work contemplated on the property known as Parkinson Island, was presented by City Attorney Bishop, and RESOLUTION N0. 4241 entitled: A RESOLUTION OF THE BOARD OF TRUSTEES OF.THE CITY OF NEWPORT BEACH RELATIVE TO THE RECOMMENDATION TO THE WAR DEPARTMENT IN RE:APPLICATION FOR DREDGING CERTAIN AREAS AND PROVIDING FOR FILL AND BRIDGE BETWEEN U. S. BULKHEAD LINES •IN THE CITY OF NEWPORT BEACH, was taken up for consideration, was read, and upon call of the roll passed by the following vote: AYES, Trustees L. S. Wilkinson, Fe B. Modjeska, Fred W. Young, Harry H..Wil- liamson, Conrad Richter. NOES, Trustees None. ABSENT, Trustees -None. On motion of Trustee •F. B. Modjeska seconded by Trustee Harry H. Williamson and carried, R. S. Briggs was granted 4 days - vacation asked for. On motion of Trustee Fred W. Young seconded by Trustee F. B. Modjeska and carried, the Clerk was instructed to notify Elmer J. Kennedy that the Board does not care to do any trading in bonds.. The license ordinance was brought up for cousi dera$ion and Mr. Blanchard of the Model Laundry made a talk opposing the $200.00 laundry license, and Mr. Mellon of the Service Laundry spoke in favor of it. The matter was referred to the Committee of the Whole. City Attorney Bishop presented a fire zone map prepared by the Planning Commission dividing the City into 7 zones, and the matter was left with the City Attorney•to prepare an ordinance covering same. The communications were read and acted upon as follows: '�7 429 Trustee To B. Modjeska introduced a Resolution entitled: A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF NEWPORT'BEACH DECLARING VACANT FOR PUBLIC STREET PURPOSES CERTAIN PORTIONS OF SANTA ANA AVENUE WITHIN SAID CITY. The Resolution was read, considered, designated RESOLUTION NO. 4239 and upon call of the roll passed by the following vote: AYES, Trustees L.S. Wilkinson, F.B. Modjeska, Fred W. Young, Harry H. Williamson, Conrad Richter.• NOES, Trustees None. ABSENT, Trustees None. ORDINANCE NO. 3171 entitled: AN ORDINANCE OF THE CITY OF NEWPORT BEACH AMENDING SECTIONS 18, 23 AND 25, AND ADDING A NEW SECTION TO ORDINANCE NO. 105 OF THE CITY OF NEWPORT BEACH, CAME UP FOR FINAL PASSAGE, WAS READ, CONSIDERED, and upon call of the roll passed by the following vote: AYES, Trustees.L.S.Wilkinson, F.B.Modjeska, Fred W. Young, Harry H.. Williamson, Conrad Richter. NOES, Trustees None. ABSENT, Trustees None. ORDINANCE N0. 318, entitled: AN ORDINANCE OF THE CITY OF NEWPORT BEACH AMENDING SECTION 20 OF ORDINANCE NO. 1820F SAn CITY, came up for final passage, was read, considered, and upon call of the roll passed by the following vote: AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred W.Young, Harry H. Williamson, Conrad Richter. NOES, Trustees None. ABSENT; Trustees None.. ORDINANCE N0. 319, entitled: AN ORDINANCE OF THE CITY OF NEWPORT BEACH PROHIBITING THE PLACING OF DODGERS, HAND BILLS, OR OTHER PRINTED ADVERTISING MATTER IN THE STREETS,-ALLEYS OR OTHER PUBLIC PLACES OF THE CITY OF NEWPORT BEACH, OR UPON PRIVATE . PROPERTY THEREIN WITHOUT THE CONSENT OF THE OWNERS OR PERSONS IN POSSESSION OF SUCH PRIVATE PROPERTY, AND PROVIDING A PENALTY FOR ALL VIOLATIONS THEREOF, came up for final.passage, was read, considered,-and upon call of the roll passed by the following vote: AYES, Trustees L.S.Wilkinson,.F.B.Modjeska, Fred W.Young, Harry H. Williamson, Conrad Richter. NOES, Trustees None. ABSENT, Trustees None. The recommendation of the Newport Harbor Chamber of Commerce that the City purchase a perpetual trophy for the Optboard Motor Boat race from Catalina to Newport - Balboa was considered, and on motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and carried, 0150.00 w4s set aside out of .the.advertising fund for same. On motion of Trustee Harry H. Williamson seconded by Trustee F. B. Modjeska and carried, the application from the Holland- American Seafood Co. for a license to buy and sell fresh fish; to salt, pickle and smoke fish to sell to local and export trade, was granted and the permit to contain only what they ask for. The communication from the Railroad Commission asking if the City would approve or oppose the Southern Pacific siding across 24th Street was considered, but as there is no street crossing on 24th Street, on motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and carried, the Clerk was instructed to notify them that the Board would offer no objections to such crossing either.at 26th Street or 23d Street, but that we would like to have them use the steel girder rails.. On motion of Trustee F. B. Modjeska seconded.by Trustee Fred W. Young and carried, the Clerk was instructed to notify Fred E. Petereon, Attorney, that the matter of the Southland Sailing Club would be attended to very soon. On motion of Trustee Harry H. Williamson seconded by Trustee F. B. Modjeska and carried, the Clerk was instructed to notify the Pacific Coast Assn. of Port Authorities that we will .not be able to have a delegate at the Portland meeting on May 27, 1927- 43® On motion of Trustee F. B. Modjeska seconded by Trustee L. S..Wilkinson and carried, the application of d•. S. Kidd as Motorcycle Officer was referred to the Chief of Police for investigation. On motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and oarried, the request of Frank Suttora, R. L.,Long, and R. 0. Bell for an extension of time on their lease of the ocean frontage to July It 1927, was granted. On motion of Trustee L. S. Wilkinson seconded by Trustee Fred W.-Young and carried, City Auditor Briggs was instructed to settle with B. K. Stone for the 10 foot strip on the basis formerly agreed upon of one -sixth of the taxes and.assessments paid on the full lot. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the communication from C. H. Burnett of the Pacific Electric Railway Co. in regard to the crossings in the west end of town, was referred.to Paul E. Kressly, Engineer with the request that he- expedite the matter as much as possible. On motion of Trustee F. B. Modjeska seconded by Trustee Fred W. Young and carried, the request of R. 0. Bell for transfer of his business•lioense to E. J. Moore, was granted. On motion of Trustee L. S.• Wilkinson seconded by Trustee Harry H. Williamson and carried, the request of Pars. K. H. Barnette for transfer of her business licenses-to Mrs. Edith Bon Rhine, was granted. On motion of Trustee F. B. Modjeska seconded by Trustee Fred W. Young and carried, the application of Cooper & Senff for license to operate a.wholesale fish market in the Syndicate warehouse, was referred to the City Marshal for report. On motion of Trustee F. B. Modjeska seconded by Trustee Harry H. Williamson and carried,•the application of James Sams for a license to operate a tango game in the Snug Harbor Cafe, being the Nly 60 ft. of Lots 9p 10 and 11 in Block 12, Balboa Tract, was granted. On motion of Trustee Fred W.•Young seconded by Trustee F. B. Modjeska and carried, the application of Geo. K. Noland for license to operate a merchandise wheel in his amusement parlor, was granted. The invitation of the Volunteer Fire Department for the Board to attend an informal dinner in the Broiler Cafe May 10th, was accepted and filed. The bill of N. H. Hilton for repairing Officer Harry Riggs motorcycle amounting to $99.72 was brought up and discussed, and on motion of Trustee Fred W. Young seconded by Trustee Harry H. Williamson the bill was allowed and the City to collect from Harry Riggs at the rate of $30.00 per month out of his salary, the City also to hold a claim on the motorcycle and pink slip for same until the full amount is paid, by the following vote: -AYES, Trustees F.B.Modjeska, Fred W.Young, Harry H. Williamson, NOES, Trustees L. S. Wilkinson, Conrad-Richter. ABSENT, Trustees None. On motion of Trustee F. B. Modjeska seconded by Trustee L. S. Wilkinson and carried, the demand of the Harbor Advertising Agency having been approved by the Finance Committee, was allowed and warrant to be drawn for same. Health Offioer-Dr. G. M. GrVndy stated a State Inspector called his attention to an existing regulation requiring all•.hot plates used for the cooking of food in the front of restaurants or lunch stands, to be provided with a glass front 12" high and a glass top 12" wide which he thought should be enforced here. The matter was discussed and on motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and carried, the Clerk was instructed to send a letter to all such concessions advising them that the Board requests that all hot plates be glassed in not later than July 1, 1927. Water Superintendent C.undiff stated that the Griffith Co. wanted to lease some City property on- Central Avenue back of the Water Dept. warehouse on which to put a rook bunker while paving on Corona Del Mar, and were willing to pay $25,00 per, month for three months in advance for it. On motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and earried,•the request was granted and the City Attorney instructed to draw up a lease on the .basis named. A recess was taken for the Committee of the Whole to meet. After the recess President Conrad Richter called the meeting to order, and the matter of licenses was taken up. On motion of Trustee Harry H. Williamson seconded by Trustee Richter and carried, the Dry Cleaning license was placed at $50.00 per annum; the general Contractors license at $100.00 and the laundry license at $100.00 per annum. r_ BRIM The matter of a license fors fish stand asked for by A.P. Howard near the Arches, was disoussed, and on motion of Trustee L.'S. Wilkinson seconded by Trustee Fred W. Young and oarried, the Clerk was instructed to notify Mr. Howard that the Board does not care to entertain any small leases along'the bay front. There being no further business on motion of Trustee Fred W. Young seconded by Trustee F. Be Modjeska and carried, the meeting adjourned to 7:30 o'clock P. M. on Monday, May 16, 27. City Hall, Newport Beach, May 16, 1927- The Board of Trustees of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on above date. The meeting was called to order by President Conrad Richter. The xoll'was called showing the full Board present. The minutes of the previous meeting were read and approved as read. The communications from Fire Chief Crocker were"oonsidered, and on motion of Trustee L. Be Wilkinson seconded by Trustee F. Be Modjeska and carried, the request to transfer the electric siren used as a drowning signal, to Tait's Garage on Corona Del Mar was granted, and the offer of Geo. S. Richardson of Balboa Island to house the Dodge Fire truck free of charge, was accepted commencing June 1, 1927- On motion of Trustee Harry H. Williamson seconded by Trustee ` Fred W. Young and carried, the recommendation of the Fire Chief for purchases was approved and the supplies to be ordered. The communications were read and acted upon as follows: The communication from the Newport Harbor Chamber of Commerce returning the 8300.00 given by the City towards a detour on the State Highway where it had washed out, was presented, and on motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and carried, the receipt of the money was to be gratefully acknowledged by the Clerk. On motion of Trustee Harry H. Williamson seconded by Trustee F. Be Modjeska and carried, the communication from C. C. Blanchard in regard to laundry license, was referred to the Committee of the Whole for consideration with the license ordinance. On motion of Trustee Harry H. Williamson seconded by Trustee F. Be Modjeska and carried, 'the' communication from V. P. Smith of Corona Del Mar in regard to burning weeds was referred to the Street Department for attention. On motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and carried, the communication from the Pacific Electric Railway Co. in regard to the extra charge for pipe line crossings was referred to the City Engineer for his reference and then to be filed. On motion of Trustee Harry H. Williamson seconded by Trustee ' Fred W. Young and carried, the communioation from Lary B. Sanborn in regard to building moved along the beach, was referred to the Street Department. On motion of Trustee F. B. Modjeska seconded by Trustee Fred W. Young and carried, the communieatton from Major Finch of the U. S. Engineers Office in regard to the improvements on Parkinsons Island, was filed. On motion of Trustee Harry H. Williamson seconded by Trustee L. Be Wilkinson and carried, the refund asked for by H. E. Machem for rent paid on the camp ground store was referred to City Auditor Briggs for investigation and report. On motion of Trustee.Fred W. Young seconded by Trustee F. Be Modjeska and carried, the request of the Contractors to have their license left'as before, was referred to the Committee of the Whole for consideration with the license ordinance.
