The Board of Trustees of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on above date. The Meeting -was called to order by President Conrad Richter. The roll was called showing the full Board present. The minutes of the meeting of May 23, 1927 were read and approved. The minutes of the meeting of May 24, 1927 were read and approved as read. ' On motion of Trustee L. S. Wilkinson seconded by Trustee F. B. Modj.eska and carried, the Building Inspector was asked to furnish the cost of the needed addition.to. the old comfort station at Balboa for housing the Police Ambulance, to comply with the new ordinance. Trustee Harry H. Williamson reported that the Planning .Commission would request that the budget committee in making up the budget for this year, appropriate sufficient funds to cover the L. expense of getting out plans for the preparation of a zoning ordinance and on motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and carried, the matter was referred to the budget committee for consideration. The Fire Committee reported that they would recommend the appointment of.H.•L. Roberds as fireman and driver for the Balboa. Island Fire Station, and on motion of Trustee Harry H: Williamson seconded by Trustee Fred W. Young and carried, the appointment was approved. I . On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the City Auditor was .instructed to confer with the heads of the different departments and make a survey of the expenses of each department and present the figures to the Board with suggestions, for consideration in making up this years budget. The communications were read and acted upon as follows: On motion of Trustee L. S. Wilkinson seconded by Trustee F. B. Modjeska and parried, the communication from the Suter Superin- tendent in regard to establishing a• sinking fund for his department, was referred to the City Auditor for use in presenting figures for the budget. On motion of Trustee L. S. Wilkinson seconded by Trustee F. B. Modjeska and carried, the two.00mmunications from Lee Pfau in regard to leasing bay frontage, were filed.. On motion of.Trustee Harry H. Williamson seconded by Trustee L. S. Wilkinson and carried, the communication from Edgar C. Smith asking what was done in regard to cutting the corners of the alleys of Lot 210 Block A, East Newport, was referred to the City Attorney for reply. The communication from Lew H. Wallace in regard to not allowing campers to remain on the camp ground over two weeks was considered, and on motion of Trustee L. S. Wilkinson seconded by Trustee F. B. Modjeska -and carried, the Clerk was instructed to write to 5 or 6 other cities in regard to their practice of allowing campers to remain indefinitely or not. On motion of Trustee L. S. Wilkinson seconded by Trustee Fred W. Young and carried, the communication from Mr. Wallace was referred to the Street Committee and Street Superintendent to make a recommen- dation in the matter, and asoertain.in regard to constructing other than tents. On motion of.Trustee Harry H. Williamson seconded by Trustee Fred W. =Young and earried,.the request of.R. F. Brooks to construct a covered platform in front of his store on Balboa Island outside the bulkhead, was referred to the City Engineer for his approval. On motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and carried, the communication from T. Yl. Sheffield in regard to improper conduct on the beach on Corona Del Mar, was referred to the City Marshal for action. On motion of Trustee Harry H. Williamson seconded by Trustee F. B. Modjeska and carried, the communication from the Newport Harbor Chamber of Commerce in regard to the dangerous corner at Cypress and Bay Avenue, was referred to the Street Committee and Street Superin- tendent and City Marshal for a recommendation. On motion of Trustee Harry H. Williamson seconded by Trustee F. B. Modjeeka and carried, the communication from C. J. Rambo & Co. in regard to auditing the city books, was referred to the City Auditor for reply. 438 The recommendation from the Water Superintendent that the 6.., City purchase a new 120 H. P. Western Gas Engine and a Byron Jackson Pump for the new well just drilled was considered, and on motion of Trustee Harry H. Williamson seconded by Trustee L. Be Wilkinson, the recommendation of the Water Superintendent was approved and the purchase to be made by the following:vote. AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred W.Young, H. H. Williamson, Conrad Richter. NOES, Trustees None, ABSENT, Trustees None. The report of City Auditor Briggs recommending that a refund of $28.88 only be given B. K. Stone-for assessments paid on the 10 ft. ' strip for 1926 -27 was considered, and on motion of Trustee H. He . Williamson seconded by Trustee F.B. Modjeska and oarried, the report and demand for a refund were approved, and the agreement dividing the assessment was to be executed. • On motion of Trustee L. Be Wilkinson seconded by Trustee H. H. Williamson and carried, the communication from the Southern Calif- ornia Traffic Assoviazion in regard to freight rates on rock was filed. On motion of Trustee H. H. Williamson seconded by Trustee F. Be Modjeska and carried, the two communications from the Realty Investigation Syndicate were referred to the City-Attorney-for reply. On motion of Trustee H. H. Williamson seconded by Trustee F. Be Modjeska and carried, the communication from.K. I. Fulton & Co. asking to have cater hydrants painted whene the street work is completed on Corona Del Mar, was referred to the Street Superintendent. On motion of Trustee H. H. Williamson seconded by-Trustee Fred W. Young and carried, the communication from K. I. Fulton & Co. in regard to two electric signs on Corona Del Mar, was referred to the Secretary of the Newport Harbor Chamber of Commerce and the Advertising Committee for a recommendation. . On motion of Trustee H. H. Williamson seconded by Trustee F. Be Modjeska and carried, the communication from K. I. Fulton & Co. in regard to speed limit and boulevard stop signs, and also that -street names be stenciled on the•curbs on Corona Del Mar, was referred to the Street Superintendent. On motion of Trustee H. H. Williamson seconded by Trustee ' Fred W. Young and oarried, the applications of Ben Cope for permission to build piers for C. W. Baker, Dr. F. A. Remington and Dr. Harvey -were referred to the City Engineer for the customary two weeks. On motion of Trustee H. H. Williamson seconded by Trustee F. Be Modjeska and carried,•the transfer of $99000.00 from the general and ourrent expense funds to the gas interest and sinking fund was allowed. • On motion of Trustee F. Be Modjeska seconded by Trustee H. H. Williamson and carried, the City Auditor was instructed to ascertain the character of bonds which would be permissable for the.City to invest the balance of the gas-fund in, and report at the next meeting. UNFINISHED BUSINESS. ORDINANCE NO.'322, entitled: AN ORDINANCE OF THE CITY OF NEWPORT BEACH PRESCRIBING CERTAIN RULES FOR-THE PARKING OF VEHICLES IN THE CITY OF NEWPORT BEACH, PRESCRIBING A PENALTY FOR ALL VIOLATIONS OF THIS•ORDINANCE, AND REPEALING THAT PORTION OF ANY ORDINANCE OF THE CITY OF NEWPORT BEACH WHICH IS IN CONFLICT WITH THIS ORDINANCE, came up for final passage, was read and considered and upon call of the roll passed by the following vote: AYES, Trusteee•L.S.Wilkinson, F.B.Modjeska, Fred W.Young, H. H. Williamson, Conrad Richter. NOES, Trustees None. ' ABSENT, Trustees None. Trustee F. Be Modjeska introduced a resolution.entitled: A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF NEWPORT BEACH CONFIRMING THE ASSESSMENT FOR THE IMPROVES MENT OF CERTAIN PORTIONS OF COAST BOULEVARD AND CERTAIN OTHER STREETS AND AVENUES IN CORONA DEL MAR WITHIN SAID CITY. The Resolution was read, considered, designated RESOLUTION NO. 4428, and upon call of the.roll passed by the following vote: AYES,.Trustees L.S.Wilklnson, F.B.Modjeska, Fred W.Young, •H. H. Williamson, Conrad Richter. NOES, Trustees None. ABSENT, Trustees None. J 43 City Engineer %ressly reported that the Pacific Electric Ry. Co. were about ready to grant the City an easement for the 10 foot strip in the westerly end of the City, but if the City was going to insist on crossings at 33d, 40th and 46th Streets, they would have to start all over again which would delay the matter indefinitely. The matter was discussed and on motion of Trustee H. H. Williamson seconded by Trustee Fred W. Young and carried, the City Engineer was instructed to make the necessary arrangements for the 10 foot strip by relinquishing the three crossings temporarily. City Engineer %ressly presented a diagram drawn up by Mr. Miller, Landscape Artist, for planting trees, shrubs, etc. on Corona .Del Mar which was discussed, and Trustee L. S. Wilkinson introduced a resolution entitled: A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF NEWPORT BEACH DECLARING THEIR INTENTION TO ORDER THE PLANTING, PROTECTION AND MAINTENANCE OF TREES, SHRUBS, PLANTS AND GRASS ALONG AND IN CERTAIN PORTIONS OF OCEAN BOULEVARD AND OTHER STREETS IN CORONA DEL MAR WITHIN SAID CITY, UNDER THE nTREE PLANTING ACT OF 1915." The Resolution was read, considered, designated RESOLUTION NO. 429, and upon call of the roll. passed by the following vote: AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred W.Young,, H. H. Williamson, Conrad Richter. NOES, Trustees None. ABSENT, Trustees None. President Conrad Richter referred to a telegram from Congressman Phil D. Swing urging that a request be made for government aid for dredging before Major Finch leaves the District June 15th. The matter was discussed at length and on motion, of Trustee L. S. Wilkinson seconded by Trustee F. B. Modjeska the.matter'.of preparing the request for the approval of Major. Finch and forwarded to Washington, was put in the hands of Harry Welch, if obtainable, to be prepared. at once, he to be paid for his services at no-greater salary than when formerly employed by the City, by the following vote: AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Conrad Richter, NOES, Trustees Fred W. Young, H. H. Williamson. ABSENT, Trustees None. NEW BUSINESS On motion of Trustee L. B. Wilkinson seconded by Trustee F. B. Modjeska and carried, the action of the Board taken on March 26,. 1927 pertaining to change in personnel of the different departments, was rescinded. On motion of Trustee H. H. Williamson seconded by Trustee Fred W. Young and carried, the Life Guard.Service was placed under. the supervision of the Police Department and Police Committee. On motion of Trustee H. H. Williamson seconded by Trustee F. B. Modjeska and carried, $90.00 was set aside out of the Advertising Fund for advertising in the Vacation Edition of the Etening Herald to be issued next Friday. There being no further business.on motion of Trustee F. B. Modjeska seconded by Trustee Fred W. Young and carried; the meeting adjourned Sine Die. Approved June 6, 1927- Preside t Board of Trustees.
