City Engineer Kressly reported that the Pacific Electric Ry.
Co. were about ready to grant the City an easement for the 10 foot
strip in the westerly end of the City, but if the City was going to
insist on crossings at 33d, 40th and 46th Streets, they would have to
start all over again which would delay the matter indefinitely.
The matter was discussed and on motion of Trustee H. H. Williamson
seconded by Trustee Fred W. Young and carried, the City Engineer was
instructed to make the necessary arrangements for the 10 foot strip
by relinquishing the three crossings temporarily.
City Engineer Kressly presented a diagram drawn up by Mr.
Miller, Landscape Artist, for planting trees, shrubs, etc. on Corona
.Del Mar which was discussed, and Trustee L. S. Wilkinson introduced
a resolution entitled:
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF
NEWPORT BEACH DECLARING THEIR - INTENTION TO ORDER THE
PLANTING, PROTECTION AND MAINTENANCE OF TREES, SHRUBS,
PLANTS AND GRASS ALONG AND IN CERTAIN PORTIONS OF OCEAN
BOULEVARD AND OTHER STREETS IN CORONA DEL MAR WITHIN SAID
CITY, UNDER THE "TREE PLANTING ACT OF 1915."
The Resolution was read, considered, designated RESOLUTION
N0. 429, and upon call of the roll, passed by the following vote:
AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred W.Young,.
H. H. Williamson, Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees None.
President Conrad Richter referred to a telegram from
Congressman Phil D. Swing urging that a request be made for government
aid for dredging before Major Finch leaves the District June 15th.
The matter was discussed at length and on motion of Trustee L. S.
Wilkinson seconded by Trustee F. B. Modjeska the.matter'.of preparing
the request for the approval of Major. Finch and forwarded to Washington,
was put in the hands of Harry Welch, if obtainable, to be prepared.
at once, he to be paid for his services at no-greater salary than
when formerly employed by the City, by the following vote:
AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Conrad Richter,
NOES, Trustess.Fred W. Young, H. H. Williamson.
ABSENT, Trustees None.
NEW BUSINESS
On motion of Trustee L. S. Wilkinson seconded by Trustee F.
B. Modjeska and carried, the action of the Board taken on March 28,. 1927
pertaining to change in personnel of the different departments, was
rescinded. .
On motion of Trustee H. H. Williamson seconded by Trustee
Fred W. Young and carried, the Life Guard.Service was placed under,
the supervision of the Police Department and Police Committee.
On motion of Trustee H. H. Williamson seconded by Trustee F.
B. Modjeska and carried, $90.00 was set aside out of the Advertising
Fund for advertising in the Vacation Edition of the Etening Herald
to be issued next Friday.
There being no further business,on motion of Trustee F. B.
Modjeska seconded by Trustee Fred W. Young and carried; the meeting
adjourned Sine Die.

City Hall, Newport Beach, June 6, 1927-
The Board of Trustees of the City of Newport Beach met in,
regular session at 7:30 o'clock P. M. on above date. The meeting
was called to order by President Conrad Richter.
The roll was called showing all members present except
Trustee H. H. Williamson.

The minutes of the previous meeting were read and approved
as read.
The reports of the heads of the departments were read, and
on motion of Trustee Fred W. Young seconded by Trustee F. B. Modjeska
and carried, the reports were accepted and filed.
Trustee F. B. Modjeska reported for the Street Committee
that the signs for Corona Del Mar cost too much, and the Committee
would not recommend their purchase. In regard to the dangerous
corner'at Bay and Cypress Avenue the Committee asked for more time
on -same. In regard to limitation on campers at the Camp Ground,
the Committee would report favorable to limiting them to two weeks.
On motion of Trustee Fred W. Young seconded by Trustee L. S.
Wilkinson and carried, the report was accepted and recommendations
to be carried out.
The report of R. S. Briggs in regard to auditing the books
was taken up, and on motion of Trustee L. S. Wilkinson seconded by
Trustee Fred W. Young and carried, the report was accepted and when
the time arrives for auditing the books, the same Company be employed
as before.
The communications were read and acted upon as follows:
On motion of Trustee F. B. Modjeska seconded by Trustee L.
S. Wilkinson and carried,-the application of Ben Cope for permission
to build a pier for A. M. Gibbs was referred to the City Engineer
for the customary two weeks.
City Attorney Bishop brought up the matter of charging a
rebtal for the tidelands on which the piers are constructed, which
was considered, and on motion of TrusteecL. S. Wilkinson seconded by
Trustee Fred W. Young and carried, it was deoided•that the City would
grant them a permit under the ordinance for a pleasure pier at the
nominal figure of $5.00 per annum commencing July 1, 1927, and if not
paid within 30 days the permit to be-revoked.
On motion of Trustee L. S. Wilkinson seconded by Trustee F.
B. Modjeska and carried, the communication from Capt. J. A. 17inn in
regard to repairs to the jail building to inaugurate a 24 hour service
was referred to the Police Committee and City Marshal with power to act.
On motion of Trustee L. S. Wilkinson seconded by Trustee F.
B. Modjeska and earried,•the request of 0. E. Mitchell to Capt. Winn
to remove the chevrons from his uniform and to be ranked as Patrolman
instead of Sergeant, and the granting of the request by Capt. Winn
were approved by the Board.
On motion of Trustee L. S. Wilkinson seconded by Trustee F.
B.% Modjeska and carried, the request of Rodger Drothers for lease of
500 feet of bay frontage near the Arches for wharfage purposes, was
referred to the Committee of the Whole for consideration.
On motion of Trustee L. S. Wilkinson seconded by Trustee Fred
W. Young,--.the. request of H. H. Holloway and A. J. Wallace for-permission
to operate a flying boat on the bay was granted upon payment of the
license, and to be under the supervision of the Harbor Master who
shall designate where they shall start and light, and the Board also
reserves the right to revoke the license at any time, by the following
vote:
AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred W.Young,
NOES; Trustees Conrad Richter.
ABSENT, Trustee H. H. Williamson.
On motion of Trustee L. S. Wilkinson seconded by Trustee F.
B. Modjeska and oarried, the complaint of Mrs. L. A. Littleton in
regard to dater rate charged by the Water Department was referred to
the Water Committee with instructions to investigate and report.
On motion of Trustee L. S. Wilkinson seconded by Trustee F.
B. Modjeska and carried, the communication from Lee Pfau was filed.
On motion of Trustee F. B. Modjeska seconded by Trustee L. S.
Wilkinson and carried, the communication from Harry Weloh in regard to
request to be sent to Washington for an appropriation was filed.
On motion of Trustee L. S. Wilkinson seconded by Trustee F.
B. Modjeska and carried, the request of R. F. Brooks for permission to
construct a covered platform in front of his store, was referred to
the Street Committee for a recommendation.
On motion of Trustee L. S. Wilkinson seconded by Trustee F.
B. Modjeska and oarried, the communication from "A Victim" of the
Realty Investigation Syndicate was referred to the City Attorney to
file with other papers of the Syndicate.

This being the first Monday in June and the Tax Collector
having delivered to the Board of Trustees by filing the same with the
Clerk, a Complete list of all persons and property owing taxes and
assessments, and at the same time returned the assessment rolls.
In the delinquent list so delivered there was set down in numerical
order all matters and things contained in the assessment books
relating to delinquent persons and property.
The Board of Trustees having carefully compared said delin-
quent list with the assessment rolls, and being satisfied that it
contained a full and true statement of all taxes and assessments due
and unpaid, the Tax Collector was duly credited with all taxes and
assessments charged against him on the assessment rolls, the amount
of which was $441,619.58, and in turn the Board of Trustees directed
the Clerk to charge the Tax Collector with the amount of taxes and
assessments due on the delinquent lists together with all penalties
due thereon, and an additional sum of Fifty Cents advertising fee on
each lot, parcel or tract of land assessed separately, and each
assessment of personal property so delinquent.
The communication of R. Be Briggs in regard to the sale of
$100,000.00 Liberty Loan Bonds which are due to be sold June 14th
according to the agreement with Elmer J. Kennedy and Russell Sutherlin
& Co. was considered, and on motion of Trustee Fred W. Young seconded
by Trustee F. Be Modjeska and oarried, the City Auditor was instructed
to sell $100,000.00 of the Liberty Loan Bonds now in his possession
on the 14th of June.
On motion of Trustee F. Be Modjeska seconded by Trustee Fred
W. Young and carried, the communication from the Newport Harbor
Chamber of Commerce calling a meeting to arrange for the celebration
of the beginning of jetty work June 19th,.was filed.
On motion of Trustee Fred W. Young seconded by Trustee F. Be
Modjeska and carried, the communication in regard.to excessive parking
charges at Balboa, was referred to the Newport Harbor Chamber of
Commerce for investigation..
On motion of Trustee Fred W. Young seconded by Trustee F. Be
' Modjeska and carried, the request of Mrs. Soma Kerr for transfer of
her business license No. 512 to Mrs. Minnie Andrus was granted..
On motion of Trustee Fred W. Yoytng.seconded by.Trustee F. B.
Modjeska and carried, the request of Dupont & Hutton for permission
to exchange their Ninth and cold drink license for a sign painters
license was granted.
On motion of Trustee Fred W. Young seconded by Trustee F. Be
Modjeska and carried, the Clerk was instructed.to• notify Wm Alexander
that the Board could not make a refund on their license as asked for.
On motion of Trustee F. B. Modjeska seconded by Trustee Fred
W. Young and carried; the application of B. R. Lind for license to
sell sandwiches, cold drinks, doughnuts, etc. at 802 Surf Avenue
was allowed.
On motion of Trustee Fred W. Young seconded by Trustee F. Be
Modjeska and oarried, the application of W. T. Mollicote for license to
run a lunch counter and soft drinks at 2021 Ocean Front, was granted.
On motion of Trustee Fred W. Young seconded by Trustee F. B.
Modjeska and carried, the application of E. C. Robinson for license
to run a popcorn stand in the new comfort station at Newport Beach.
was denied.
On motion of Trustee F. Be Modjeeka.seconded by Trustee Fred
W. Young and carried, the request of H. T. Foust for permission to.
place one of his vending machines at the Smith & Mo Farland ticket
office out on the wharf was denied.
On motion of Trustee Fred-W. Young seconded by Trustee F. Be
Modjeska and carried, the application of Grace Warner for license to
run a lunch counter and sell soft drinks at 713 East Bay Avenue,
was allowed.
On motion of Trustee F, Be Modjeska seconded.by Trustee Fred
W. Young and carried, the application of Lard & Sanford.for license
to run a lunch counter at 156 Agate Avenue, was allowed.
On'motion of.Trustee L. Be W.Alkinson seconded by Trustee F.
Be Modjeska= and carried, the demand of J. H. Fetus for $60.00 refund on
Camp Ground Store, was denied.
The communication of S..A. Meyer in regard to the balance left
of the advertising appropriation of $1690.00 which amounted to $331.57
was discussed, and on motion of Trustee L. Be Wilkinson seconded by
Trustee F. B. Modjeska and carried, the original amount was to be
followed out and the balance only to be used in advertising in Los
Angeles papers.

IN THE MATTER OF THE PROPOSED IMPROVEMENT OF CERTAIN
PORTIONS OF COAST BOULEVARD AND OTHER STREETS.
This being the time fixed by Resolution of Intention No.
427 passed May 16, 1927, for hearing protests in the matter of the
improvement therein described, and no written protests having been
filed with the City Clerk in said matter, and no persons desiring to
be heard in the matter of said protests, whereupon Trustee Fred W.
Young introduced a Resolution entitled:
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF
NEWPORT BEACH ORDERING THE IMPROVEMENT OF CERTAIN PORTIONS
OF COAST BOULEVARD AND OTHER STREETS WITHIN SAID CITY.
The Resolution was read, considered, designated RESOLUTION
No. 430, and upon call of the roll passed by the following vote:
AYES, Trustees L.S.Wilkinson, F. B.Modjeska, Fred W.Young,

Trustee F. B. Modjeska introduced a resolution entitled:

NEWPORT BEACH DIRECTING CERTAIN WORK OR IMPROVEMENT TO
BE-DONE UNDER THE DIRECTION OF THE CITY ENGINEER OF
SAID .CITY.
The Resolution was read, considered, designated RESOLUTION
NO. 431, and upon call of the roll passed by the following vote:

Conrad Richter.

Trustee L. S. Wilkinson brought up the matter of providing a
time for making payments for freight on rock used in the jetties, and
on his motion seconded by Trustee Fred W.-Young, it was ordered that
the-freight and demurrage accruing on rock, be paid each Monday, and
also settlement to be made the last day of each month by the following
vote:.
AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred W.Young,
Conrad Richter.
NOES, Trustees None.
ABSENT, Trustee H. H. Williamson.
Trustee H. H. Williamson not being present President Conrad "
Richter appointed Trustee F. B. Modjeska on the Finance Committee for
the evening.
The tentative plan for a parking pier at the ocean end of.
Palm Street was presented by H. B. Tudor. The same was discussed
and on motion of Trustee L. S. Wilkinson seconded by Trustee F. B.
Modjeska and carried, it was resolved that the location and general
plan meets with the approval of the Board, and the actual plans and
-specifications are to be furnished later for the consideration and
approval of the Board.
On motion of Trustee L. S. Wilkinson seconded by Trustee F.
B. Modjeska and carried, the Gap of Tract Zo. 847 on Costa Mesa was
referred to the planning Commission for consideration and.recommendation.
On motion of Trustee L. S. Wilkinson seconded by Trustee F.
B. Modjeska and carried, the demands which are in proper form and .
approved by the Finance Committee, were allowed and warrants to be
drawn for same, and those requiring transfer of funds to be allowed
when the proper transfers are made.
On motion of Trustee Fred W. Young seconded by Trustee L.S.
Wilkinson and carried, the demand of the Fire Department for practices
at 01.50 each was referred back to the Fire Chief for explanation
as to the raise.
Mrs. Grace Taylor of Newport Heights asked to have the needs
burned off the vacant lots on Newport Heights, and on motion of
Trustee F. B. Modjeska seconded by-Trustee L. 8. Wilkinson and
carried, the Street Superintendent was instructed to have the weeds
burned off and the Fire Chief to render any assistance necessary.
On motion of Trustee Fred•W.-Young seconded by Trustee F. B.
Modjeska and carried, the-Clerk was instructed to acknowledge receipt
of the communication from Rodger Brothers in regard to leasing the

bay frontage, and notify them that the matter will be taken up as
soon as possible after the City comes into possession of it on July
29th.

Pursuant to call thereof by the President of the Board of
Trustees of the City of Newport Beach and notice delivered to each
member at least three hours before the time specified for the
meeting, the Board of Trustees met at the place and on the date
above mentioned at 7:30 o'clock P. M. The meeting was called to
order by President Conrad Richter.
The roll was called showing all the members present except
Trustee Fred W. Young.
The call was read and the Board proceeded to consider the
subjeot for which the meeting was called.
The communication from the Jetty Celebration Committee of
the Newport Harbor Chamber of Commerce was read and discussed, and on
motion of Trustee'H.'H. Williamson seconded by Trustee F. B. Modjeska
$400.00 was allowed out of the advertising fund for music and
publicity for the celebration on June 19, 1927) by the following vote:

Pursuant to call thereof by the President of the Board of
' Trustees of the City of Newport Beach and notice delivered to each
member at least three hours before the time specified for.the meeting,
the Board of Trustees met at the place and on the date above
mentioned at 5:15 o'clock P. M. The meeting was called to order by
President Conrad Richter.
The roll was called showing the full Board present.
The call was read and the Board proceeded to consider the
subjects for which the meeting was called.
Building Inspector Fenelon brought up the matter of Mr. Tudor
and Carrigues wanting to move some small buildings from one fire zone
to another for the erection of a larger building, and Mr. Fenelon
cited the section of the new ordinance prohibiting it, and President
Richter also stated that the City Attorney advised that it could not
be legally done according to the ordinance, therefore no action was
necessary in the matter.
