.The Board of Trustees of the City-of Newport Beach met in
regular session at 7:30 o'clock P. M. on above date. The meeting
was called to order by President Conrad•Riohter.
The roll was called showing Trustees L. S. Wilkinson, Fred
W. Young and Conrad Richter present.
The reading of the minutes of the previous meeting was
dispensed with.
This being a legal holiday on motion of Trustee Fred W.
Young seconded by Trustee L. S. Wilkinson and carried, the meeting
adjourned to 7:30 o'clock P. M. on Tuesday, July 5,

The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock P. M. on above date. The
meeting was called to order by President Conrad Richter.
The roll was called showing Trustees L. S. Wilkinson, H. H.
Williamson and Conrad Richter present.
The minutes of the previous meeting of June 27th were read
and approved as read.
The minutes of the meeting of July 4th were read and approved.
The reports of the heads of departments were read.
Trustee H. H. Williamson reported that the Officers of the
Paul Hamilton Destroyer anchored off Newport over the Fourth, were not
treated with proper respect and courtesy by the party handling the
landing, and two pf the Officers were present and verified the statement.
Mr. Lew H. Wallace also stated that the guests of the Officers of the
Stoddert anchored off Balboa were-charged for going out on the
Government boats from the Balboa landing. The matter was discussed
thoroughly and on motion of Trustee H. H. Williamson seconded by Trustee
L. S. Wilkinson, the trio contracts now existing between the-present
lessees and the City of Newport Beach are to be cancelled, and a
committee appointed to appraise the landings, by the following vote:
AYES, Trustees L.S.Wilkinson, H.H.Williamson, Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees F..B. Modjeska and Fred W. Young.
President Conrad Richter appointed Trustee H. H. Williamson,
Building Inspector Fenelon and Paul B. Ellsworth on the Committee, and
on motion of Trustee H. H. Williamson seconded by Trustee L.S. Wilkinson
and carried, the appointments were approved.
The Harbor Master stated in his report that the float at the
foot of Coral Street on Balboa Island was beyond repair and dangerous,
and the float at the foot of Topaz Avenue needed a new bottom in it.
The matter was discussed and on motion of Trustee H. H. Williamson
seconded by Trustee L. S. Wilkinson and carried, the matter was
referred to the Street Department, Building Inspector and Harbor Master
to investigate and report.
On motion of Trustee H. H. Wi111ameon seconded by Trustee
L. S. Wilkinson and carried, the reports of the heads of departments
were accepted and filed.
The communications were read and acted'upon as follows:
A number of complaints signed by about 125 people against
the hydroplane operating on the bay were considered by A lengthy
discussion, and on motion of Trustee L. S. Wilkinson seconded by
Trustee H. H. Williamson and carried, the Harbor Master was instructed
to designate a starting and landing place for the hydroplane and to
supervise the course, keeping away from the lower bay as much as
possible, for a couple of weeks tryout, and Mr. Holloway to provide a
muffler for his cutout to eliminate as much of the noise as possible.
