City Hall, Newport Beach, July 4, 1927-
.The Board of Trustees of the City-of Newport Beach met in
regular session at 7:30 o'clock P. M. on above date. The meeting
was called to order by President Conrad - Richter.
The roll was called showing Trustees L. S. Wilkinson, Fred
W. Young and Conrad Richter present.
The reading of the minutes of the previous meeting was
dispensed with.
This being a legal holiday on motion of Trustee Fred W.
Young seconded by Trustee L. S. Wilkinson and carried, the meeting
adjourned to 7:30 o'clock P. M. on Tuesday, July 5,

The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock P. M. on above date. The
meeting was called to order by President Conrad Richter.
The roll was called showing Trustees L. S. Wilkinson, H. H.
Williamson and Conrad Richter present.
The minutes of the previous meeting of June 27th were read
and approved as read.
The minutes of the meeting of July 4th were read and approved.
The reports of the heads of departments were read.
Trustee H. H. Williamson reported that the Officers of the
Paul Hamilton Destroyer anchored off Newport over the Fourth, were not
treated with proper respect and courtesy by the party handling the
landing, and two pf the Officers were present and verified the statement.
Mr. Lew H. Wallace also stated that the guests of the Officers of the
Stoddert anchored off Balboa were charged for going out on the
Government boats from the Balboa landing. The matter was discussed
thoroughly and on motion of Trustee H. H. Williamson seconded by Trustee
L. S. Wilkinson, the two contracts now existing between the present
lessees and the City of Newport Beach are to be cancelled, and a
committee appointed to appraise the landings, by the following vote:
AYES, Trustees L.S.Wilkinson, H.H.Williamson, Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees F..B. Modjeska and Fred W. Young.
President Conrad Richter appointed Trustee H. H. Williamson,
Building Inspector Fenelon and Paul B. Ellsworth on the Committee, and
on motion of Trustee H. H. Williamson seconded by Trustee L.S. Wilkinson
and carried, the appointments were approved.
The Harbor Master stated in his report that the float at the
foot of Coral Street on Balboa Island was beyond repair and dangerous,
and the float at the foot of Topaz Avenue needed a new bottom in it.
The matter was discussed and on motion of Trustee H. H. Williamson
seconded by Trustee L. S. Wilkinson and carried, the matter was
referred to the Street Department, Building Inspector and Harbor Master
to investigate and report.
On motion of Trustee H. H. Williamson seconded by Trustee
L. S. Wilkinson and carried, the reports of the heads of departments
were accepted and filed.
The communications were read and acted'upon as follows:
A number of complaints signed by about 125 people against
the hydroplane operating on the bay were considered by a lengthy
discussion, and on motion of Trustee L. S. Wilkinson seconded by
Trustee H. H. Williamson and carried, the Harbor Master was instructed
to designate a starting and landing place for the hydroplane and to
supervise the oourse, keeping away from the lower bay as much as
possible, for a couple of weeks tryout, and Mr. Holloway to provide a
muffler for his cutout to eliminate as much of the noise as possible.

On motion of Trustee L. S. Wilkinson seconded by Trustee H.
H. Williamson and carried, the application of Lee Fright to transfer
his license from a merchandise wheel to an electric flasher, was
allowed.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.
H. Williamson and carried, the demands which were in proper form
and approved-by the Finance Committee, were allowed and warrants to
be drawn for same; Those requiring transfers to be allowed when the
proper transfers are made; The demand of Harry Riggs was to be
allowed for the amount less the bill of N. H. Hilton paid by the
City on his motorcycle repairs; the $20.00 over the budget amount
for Chamber of Commerce office help and the $216.00 due on picnic
' tables for the beach, were allowed.
The invitation of the City of Anaheim to the dedication of
th &ir open air Theater on July 15th, was filed and any Trustees who
can go to notify the City Clerk.
The communication from the Water Superintendent stating the
advisability of a membership in the South Coast Water Users Assn.
was considered, and on motion of -Trustee H. H. Williamson seconded
by Trustee L. S. Wilkinson and carried, the membership was approved
and the fee of 85.00 to be paid by the City.
The request of the Water Department for a new Dodge car was
considered, and on motion of Trustee L. S. Wilkinson seconded by
Trustee H. H. Williamson and oarried, the request was allowed subject
to the providions of the letter.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.
H. Williamson and carried, the request of Fire Chief for purchase of
some supplies for his department was referred to the City Auditor
with power to act.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.
H. Williamson and oarried, the application of A. G. Van Horn for
transfer of his license from a merchandise wheel to either a Hammer
and Nail game or a Ford Wheel or Pitch Ball game in Balboa Pavilion,
was referred to the City Marshal for investigation and report.
On motion of Trustee H. H. Williamson seconded by Trustee L.
S. Wilkinson and carried, the application of Jack Mc Kenna for a
license to run a soft drink and ice cream stand in Block 10, Balboa,
' was referred to the City Marshal and if the stand is on private
ground to be allowed.
On motion of Trustee H. H. Williamson seconded by Trustee
L. S. Wilkinson and oarried, the application of C. C. Stevenson for
license to exhibit an oetupus at 712 Surf Avenue, was allowed.
On motion of Trustee H. H. Williamson seconded by Trustee
L. S. Wilkinson and carried, the application of Bra. Margaret Williams
for license to run a lunch stand at 1910 Bay Avenue, was allowed.
The appropriations of the Newport Harbor Chamber of Commerce
for expenditures contemplated from July 15th to August 15th were
discussed, and on motion of Trustee H. H. Williamson seconded by
Trustee L. S. Wilkinson and carried, the appropriations were to be
allowed in such sums only as the Committee of the Whole agrees upon.
NEW BUSINESS
ORDINANCE NO. 3242 entitled:
AN ORDINANCE OF THE CITY OF NEWPORT BEACH PRESERIBING
UNIFORM DEEDS FOR GRANTING TO SAID CITY LANDS SOLD TO IT
FOR NON- PAYMENT OF TAXES AND PRESCRIBING THE PROCEDURE
FOR THE SALE OF SUCH LANDS BY THE CITY OF NEWPORT BEACH,
came up for final passage, was read, considered, and upon
call of the -roll passed by the following vote:
AYES, Trustees L.S.Wilkinson, H.H.Williamson,.Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees F. B. Modjeska and .Fred W. Young.
On motion of Trustee H. H. Williamson seconded by Trustee L.
S. Wilkinson and carried, the office of Police Surgeon was created
at a salary of 025.00 per month. . .
On motion of Trustee H. H. Williamson seconded by Trustee-L.
S. Wilkinson and carried, Dr. Gordon M. Grundy was appointed Police
Surgeon.
The budget for the coming year was considered and on motion
of Trustee H. H. Williamson seconded by Trustee L. S. Wilkinson and
carried, the budget was adopted as set forth by the City Auditor.
There bing no further business on motion of Trustee H. H.
Williamson seconded by Trustee L. S. Wilkinson a Tried, the

The Board of Trustees of .the City of Newport Beach met in
regular adjourned session at 7:30 o'clock P. M. on above •date. The
meeting was called to order by President Conrad Richter...
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved.
Trustee H. H. Williamson reported that the Appraisal
Committee had examined the landings on,the two wharfs and placed a
value on the Newport landing of $375.00'and on the Balboa landing of
$200.00, and discussion on same was postponed until later in the
meeting.
Trustee Fred W. Young reported for the Parking Committee that
they would not recommend taking any action in regard to the parking
zones on Corona Del Mar at this time.
The communications were read and acted upon as follows:
On motion of -Trustee F. B. Modjeska seconded by Trustee H. H.
Williamson and carried, the commimioation from the City of Laguna Beach
acknowledging receipt of -the telegram sent them was filed.
On motion of Trustee H. H. Williamson seconded by Trustee Fred
W. Young and carried, the request of the 6ity of Pomona to string
banners across one or more City streets advertising the Los Angeles
County Fair, was allowed, and the City Clerk was instructed to notify
them to consult the Street Superintendent in regard to placing the
banners.
On motion of Trustee H. H. Williamson seconded by Trustee L.
Be Wilkinson and carried, the communication from the Department of
Clerks, Auditors and Assessors of the -League of California Municipal-
ities was referred to City Auditor Briggs for reply.
On motion of Trustee H. H. Williamson seconded by Trustee F.B.
Modjeska and carried, the application of Ben Cope for permission to
construct a float for T. L. Tally, was allowed subject to the usual
restrictions, but the canvas covering-for same was disallowed.
On motion of Trustee Fred W. Young seconded by Trustee F. Be
Modjeska and carried, the application of Ben Cope for permission to
lengthen the piers for R. N. Fricke and Louis Cass, were allowed
subject to the usual restrictions.
On motion of Trustee L. S.. Wilkinson seconded by Trustee Fred
W. Young and carried, the request of Ben Cope to lease 200 feet of.
tidelands on south bay front between 17th and 18th Streets at $2.00 per
front foot to provide a place for.tarring floats, was referred to a
Committee for investigation and report. President Richter appointed
Trustee H. H. Williamson and the Street Superintendent on the Committee.
The communioatioa from Fred E. Burlew of Los Angeles objecting
to forming a parking zone on Corona Del Mar was considered, and on
motion of Trustee F. Be Modjeska seconded by Trustee Fred W. Young and
carried, the City Clerk was instructed to notify him of the.reoommenda-
tion of the Parking Committee in regard to same.
UNFINISHED BUSINESS
The proposed expenditutes of the Newport Harbor Chamber of
Commerce from July 15th to August 15th were considered, and on motion
of Trustee F. B. Modjeska seconded by Trustee Fred W. Young, the
provisional apportionments as made at the last meeting were approved
by the following vote:
AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred W.Young,
. H. H. Williamson, Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees None.
NEU BUSINESS
On motion of Trustee H. H. Williamson seconded by Trustee F.
Be Modjeska and carried, the Clerk was instructed to notify Harry Riggs
that his demand for pay for two weeks vacation would have to lay over
until the City Attorney returns from his vacation for his opinion in
the matter.
Trustee L. Be Wilkinson referred to the matter.of the streets
on the northerly side of Central Avenue in Newport Beach not corresponding
to.the numbers on the southerly side if the streets were extended across,
and President Richter also referred.to the skips in the street numbers
from 4th to 9th Street in East Newport, which.1s very confusing in
looking up house numbers.

The matter was discussed and on motion of Trustee L. S.
Wilkinson seconded by Trustee Fred W. Young and carried, the City
Engineer was instructed to investigate the tangle of streets and to
suggest a remedy at the next meeting.
Trustee L. S. Wilkinson also.stated he would like to see a
Natural History Room provided in connection with the Public Library.
The matter was considered and on motion of Trustee H. H. Williamson
seconded'by Trustee F. B. Modjeska and carried, it was resolved that
the Board of Trustees would invite all citizens who have any shells,
fish, etc., to make a donation of same to the Natural History Museum
which they propose to start in connection with'the Public Library.
President Richter appointed Trustee L. S. Wilkinson a committee of
' one to interview F. R. Aldrich of Bay Island in behalf of the Museum.
President Conrad Richter referred to the fact that there
was considerable dissatisfaction among the'boatmen on account of the
speed boat ordinance, and presented a'sketch from the Harbor Master
whereby they could be safely allowed greater speed on certain portions
of the bay, and suggested getting leaflets printed to distribute among
the boatmen describing the course. The matter was discussed and on
motion of Trustee L. S. Wilkinson seconded by Trustee Fred W. Young and
carried, the proposed speed courses as set forth by the Harbor Master
were approved and the ordinance to be amended accordingly; the Harbor
Master was also authorized to get some leaflets printed but at an
expense not exceeding $10.00.
The matter of the advisability'of the City taking over one
or both of the landings on the Newport and Balboa piers was discussed
thoroughly and on motion of Trustee L. S. Wilkinson seconded by
Trustee H. H. Williamson , the action taken by three members of the
Board at the last meeting to take over both landings, was endorsed
by the present members by the following vote:
AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred W.Young,
H. H. Williamson, Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees None.
On motion of Trustee H.'H. Williamson seconded by Trustee
L.'S. Wilkinson and carried, the Clerk in conjunction with the City
' Auditor was authorized to tender the appraisal price of $375.00 for
the Newport landing -and $200.60 for the Balboa landing to the present
lessees according to the contract with them, and to serve them with
a notice at once that the City will take the landings over in 15 days
from date.
On motion of Trustee'H. H. Williamson seconded by Trustee'
L. S. Wilkinson, the City Auditor was instructed to check against
Budget Account No. 332 in the sum of $575.00 to pay for the landings
by the following vote: '
AYES, Trustees L.S.Wilkinson, F.B:Modjeska, Fred W.Young,
H. H. Williamson, Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees None.'
On motion of Trustee H. H. Williamson seconded by Trustee
L. S. Wilkinson and carried, the President was instructed to appoint
a committee to recommend a proposed amendment to our license ordinance
covering the proper licensing of boats and barges using'the piers,
and to suggest ways and means for the employment of the necessary
help for running the landings after the City obtains possession of
them. The Committee appointed is Trustee H. H. Williamson, Hugh
Mc Millan, R. S. Briggs, Capt, J. A. Winn, R. C. Bell, C. G. Rodger
and Ben Ozene.
There being no further business on motion of Trustee F. B.
Modjeska seconded by Trustee H. H. Williamson and oarried, the
meeting adjourned to 7:30 o'clock P. M. on Monday, July 25, 1927-
