City Hall, Newport Beach, July 25, 1927.
The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock P. M; on above date. The
meeting was called to order by President Conrad Richter.
The'roll was called showing the full Board present.
The minutes of the previous meeting were read and approved
as read.
Trustee H. H..Williamson stated that the Committee would
like more time to report on the leasing of City tidelands to private
individuals and on motion of Trustee F. B. Modjeska seconded by
Trustee Fred W. Young and carried, the Committee was allowed another
week to make their report.
A representative of E. D. Bullard Co. of Los Angeles had
an Inhalator in the Council R6om upon the request of Antar Deraga,
which Mr. Deraga wished the City to purchase for the life saving
work, and the cost of which was $180.00. The matter was considered
and on motion of Trustee F. Be Modjeska seconded by Trustee Fred W.
Young, the purchase of the machine was authorized out of the general
fund of the City by the following vote:
AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred w.Young,
H. H. Williamson, Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees None.
The communications were read, and the communications and
petitions for and against the tree planting on Corona Del Mar were
read, and any one present wishing to be heard were given the opportunity.
The matter was then referred to the City Engineer to figure out the
percentage of front footage'covered by the protests.
On' motion of Trustee F. B. Modjeska seconded by Trustee Fred
W. Young and carried, the order of the Railroad Commission giving
authority to the Southern Pacific Co-'to construct a side track at
grade across 24th Street, was filed.
On motion of Trustee Fred W: Young seconded by Trustee F. Be
Modjeska and carried, the communication from "A Small Boat Ownet ",'in
regard to three speed boats on the Bay was filed.
The application of L7m. Ponting'for a permit to hold Boxing
Hatches in the new dance hall, accompanied by a petition signed by
15 American Legion members, was considered, and on motion of Trustee
H. H. Williamson seconded by Trustee F. B. Modjeska, the matter was
referred to the Chief of Police and Police Committee for consideration
and report, by the following vote:
AYES, Trustees F.B.Modjeska, Fred W.Youngs H.H.Williamson,
NOES, Trustees L.CS. Wilkinson, Conrad Richter.
ABSENT, Trustees'NOne.
On motion of Trustee Fred W. Young seconded by Trustee F. B.
Modjeeka and carried, the communication from Lee Pfau was filed as usual.
The communication from Miss Clare Germain offering to donate
a collection of mounted native birds for the Natural History Museum
was considered, and on motion of Trustee Fred W. Young seconded'by'
Trustee F. B. Modjeska and carried, the Clerk was instructed to write
Miss Germain accepting the collection and thanking her on behalf of
the Board for same; the motion being amended to also instruct the
Library Board to provide a place for the gift when received.
The communication from R. S. Briggs Treasurer in regard to
the amount of receipts which should`be' turned in to the'City from
the lessees of the Newport landing was considered, and'on motion of
Trustee F. B. Modjeska seconded by Trustee Fred W. Young and carried,
the matter was referred to the City Attorney for consideration and
report:
Trustee L. S. Wilkinson introduced a Resolution entitled:
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF
NEWPORT BEACH CONFIRMING THE ASSESSMENT FOR THE IMPROVE-
MENT OF CERTAIN PORTIONS OF 22D STREET, THE ARCADE AND
OTHER STREETS WITHIN SAID CITY. '
The Resolution was read, considered, designated RESOLUTION NO.
435 and upon call of the roll passed by the following vote:
AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred W.Young,
H. H. Williamson, Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees None.

City Engineer Kressly reported that there was 20.9 % of the
total frontage covered by the protests against the planting of trees
on Corona Del Mar. The matter was discussed thoroughly, and Trustee
H. H. Williamson introduced a Resolution entitled:
A RESOLUTION OVER- RULING PROTESTS, CONFIRMING AND
ADOPTING THE PROPOSED ASSESSMENT AND REPORT ON FILE IN THE
OFFICE OF THE CITY CLERK, ORDERING SAID PROPOSED.IMPROVE-
MENT AND LEVYING THE ASSESSMENT IN THE MATTER OF THE
PLANTING, PROTECTION AND MAINTENANCE OF TREES, SHRUBS,
.PLANTS AND GRASS ALONG AND IN CERTAIN PORTIONS OF OCEAN_
BOULEVARD AND OTHER STREETS IN CORONA DEL MAR, WITHIN THE
CITY OF NEWPORT BEACH, AS CONTEMPLATED BY RESOLUTION OF
INTENTION NO. 429, PASSED BY THE BOARD OF TRUSTEES OF
SAID CITY ON MAY 31, 1927-
The Resolution was read, considered, designated RESOLUTION
No. 436 and upon call of the roll passed by the following vote:
AYES, Trustees L.S.Wilkinson, F.B.Modjeska, Fred W.Young,
H. H. Williamson, Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees None.
On motion of Trustee H. H. Williamson seconded by Trustee
F. B. Modjeska and carried, the application of Anna M. Davis for
license to run a lunch counter and a grocery store,. were allowed.
On motion of Trustee Fred W. Young seconded by Trustee.F..B.
Modjeska and carried, the application of 0. M. Brown for license to
operate an electric flasher was referred to the Chief of Police for
report.
On motion of Trustee Fred W. Young seconded by Trustee F.B.
Modjeska and carried, the Chief of Police was instructed to investi-
gate the report that Geo. K. Noland was operating an electric flasher
without a license.
On motion of Trustee Fred W. Young seconded by Trustee F.B.
Modjeska and carried, the application of W. B. Newcomb for license
to operate an electric flasher at 110 Main Street, was referred to
the Chief of Police for report.
' The communication of G. W. Kitzmiller in regard to a party
on Balboa Island offering to pay one -tenth of the price of a Pulmotor
was considered,and on motion of Trustee Fred W. Young seconded by
Trustee F. B. Modjeska and carried, the Clerk was instructed to
notify him that the City had purchased an Inhalator which is an
improvement over the Pulmotor, and any funds he may have collected
for that purpose he could turn over to the Boy Scouts.
On motion of Trustee F. B. Modjeska seconded by Trustee H.H.
Williamson and carried, the communication from Mrs. E. T. ball in
ragard to a paved crossing across the Pacific Electric tracks at 12th
Street, was referred to the City Engineer for report. .
On motion of Trustee F. B. Modjeska seconded by Trustee Fred
W. Young and carried, the communication from Auditor Briggs in regard
to liberties taken by the reporter for the Santa Ana Register, was
filed.
The communication from the Newport Harbor Chamber. of Commerce
suggesting that the next three months is the best time for advertising
and asking an appropriation of $$1,590.00 for same, was considered and
on motion of Trustee F. B. Modjeska seconded by Trustee Fred W. Young
and carried, the matter was referred to the Advertising Committee to
take up with the Secretary of the Chamber of Commerce and make a
report on same,
On motion of Trustee.Fred W. Young seconded by Trustee H. H.
Williamson and carried, the President of the Board and City Clerk .
were authorized to sign the card that either J. A. Winn or the City
Clerk Smith shall accompany the City Treasurer when opening the
safety deposit box containing the liberty bonds at the Merchants
National Trust & Savings Bank in Los Angeles.
On motion of Trustee F. B. Modjeska seconded by Trustee Fred
W. Young and carried, the request of Fire Chief Crocker for permission
to attend the 34th annual Convention of the Pacific Coast Association
of Fire Chiefs at Portland, Oregon, August 4th to 12th,1927, was
allowed at an expense of $10.00 per day and carfare, but not to
exceed $100900 in all.
On motion of Trustee H. H. Williamson seconded by Trustee L.
S. Wilkinson and carried, the report of the Committee on taking over
the pier landings was referred to the City Attorney for his advice
in the matter.

The communication from James W. Sprague stating that it
was impossible to get live bait on the Balboa pier a great deal of
the time was considered, and on motion of Trustee H. H. Williamson
seconded by Trustee F. Be Modjeska and carried, the City Clerk was
instructed to notify Mr. Wilkins that unless he gave efficient
service his contract would be cancelled.
On motion of Trustee Fred W. Young seconded by Trustee H. H.
Williamson and carried, the communication from J. J. Metz, swimming
Instructor was filed.
On motion of Trustee F. Be Modjeska seconded by Trustee H.
H. Williamson and carried, the communication from Henry E. Millar
expressing appreciation for the action taken in the hydroplane matter,
was filed.
President Conrad Richter presented a Notice of Suit filed by
Geo. W. Harbou and Louis Dexter-for quiet title to Lots 1 and 2 in
Tidelands Location No. 267, and same was referred to the City Attorney
for attention.
,On motion of Trustee H. H. Williamson seconded by Trustee
Fred W. Young and carried, the three demands of City Treasurer Briggs
for bond requirements, having been approved by the Finance Committee
were allowed and warrants to be drawn for same.
Norman Robotham presented a sketch of another road leading
into the City from Fairview Avenue, Costa Mesa down over the bluff
going over the State Highway at about 44th Street, to relieve conges-
tion on busy days. The matter was discussed and on motion of Trustee
H. H. Williamson seconded by Trustee Fred W. Young and carried, the
matter was referred to the City Engineer to take up with the State and
County Officials.
There being no further business on motion of Trustee F. Be
Modjeska seconded by Trustee Fred W. Young and Carrie meeting
adjourned Sine Die.

The City Council of the City of Newport Beach met in regular
session at 7:30 - o'clock P. M. on above date. The meeting was called
to order by Mayor Conrad Richter.
The roll was called showing the full Council present.
The minutes of the previous meeting were read and approved
as read.
Ur. Hyde of the Auto Club of Southern California presented
figures for blanket insurance for the City automobiles, and on motion
of Councilman F. Be Modjeska seco #ded by Councilman Fred W. Young and
carried, the figures were referred to the City Auditor and filed.
The reports of the heads of the departments were read and on
motion of Councilman L. S. Wilkinson seconded by Councilman H. H.
Williamson and carried, the reports were accepted and-filed.
On motion of Councilman-Fred W. Young seconded by Councilman
L. S. Wilkinson and carried, the committee on leasing bay frontage
was given until the next regular meeting to make their report.
On motion of Councilman F. Be Modjeska seconded by Councilman
Fred W. Young and carried, the City Engineer was instructed to line
up the streets in Newport Beach, and renumber the streets in East
Newport, numbering them consecutively from 9th Stree$ east to 1st
Street and make a report on same.
On motion of Councilman H. H. Williamson seconded by Councilman
F. Be Modjeska and carried., all papers in regard to the landings on
the two piers are to be turned over to the City Attorney so that he
can make a complete report at the next meeting.
The communications were read-and acted upon as follows:
On motion of Councilman F. B. Modjeska seconded by Councilman
Fred W. Young and carried, the request of A. A. Butterworth for pper-
mission to construct a pier in front of Lot 1, Block 11 Section 4, and
one in front of Lot 199 Block 15, Section 3, Balboa Island was granted.
