The City Engineer reported that Peterson Brothers were the
lowest bidders for the work to be done on Corona Del Mar under
Resolution of Intention No. 429 within said City, and thereupon
Councilman F. B. Modjeska presented RESOLUTION NO. 439, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH AWARDING THE CONTRACT FOR CERTAIN WORK ON
CERTAIN PORTIONS OF OCEAN BOULEVARD AND OTHER STREETS IN
CORONA DEL MAR, AS CONTEMPLATED BY RESOLUTION OF INTENTION
NO. 429,
and on his motion duly seconded said Resolution was adopted
by the following vote:
AYES<.Oounoilmen L.S.Wilkinson, F.B *Modjeska, H.H.Williamson,
' Mayor Conrad Richter.
NOES, Councilmen None.
ABSENT, Councilman Fred W. Young.
The matter of employing some one to supervise the tree
planting on Corona Del Mar was considered, and on motion of Councilman
L. S. Wilkinson seconded by Councilman F. B. Modjeska and carried,
the Mayor was instructed to appoint a committee to confer with W. T.
Miller, Landscape Artist in regard to supervising the work, and also
to consider the appointment of a'Supervisor of Parks:
The Committee appointed is City Engineer Kressly, Councilman F. B.
Modjeska and Superintendent of 'Streets, Frank L. Rinehart.
There being no further business on motion of Councilman F.B.
Modjeska seconded by Councilman H. H. Williamson and carried, the
meeting adjourned to 7:30 o'clock P. M. on Monday, SgRt, 12, 1927-

City Hall, Newport Beach, Sept. 12, 1927-
The City Council of the City of Newport Beach met in
regular adjourned-session at 7:30 o'clock P. M. on above date. The
meeting was called to order by Mayor Conrad Richter.
The roll was called showing all-members present except
Councilman Fred W. Young who came in later.
The minutes of the previous meeting were read and approved
as read.
City Engineer Kressly reported for the Committee that they
had interviewed W. T. Miller in regard to supervising the tree
planning on Corona Del Mar but he wanted an amount approximating
$$6 3p784-00 which they thought excessive. The matter was discussed
and on motion of Councilman L. -S. Wilkinson seconded by Councilman
H. H. Williamson and carried, the report was accepted and filed, and
the Committee continued and instructed to get in touch with the County
Horticultural Commissioner and-ask him to recommend a man qualified
to look after this work.
The report from the Chief of Police in regard to sewers on
Corona Del Mar and Collins-Isle was read and discussed, and on motion

and carried, the report was accepted and filed, and the Clerk was
instructed to notify the parties in writing that they must provide a
cess pool or attach to a sewer if within 200 feet of same.
The communication from 0. 0. Nordenson in regard to asking
R. E. Rogers to move his mooring at the foot of Fernando Street to
allow motor boats to land at the pier was considered, and the Harbor
Master stated the pier was not built and was not safe for motor boats
to land there. On motion of Councilman L. S. Wilkinson seconded
by Councilman F. B. Modjeska and carried, the Clerk was instructed to
notify Mr. Nordeneon that the pier not being built or in shape to
allow motor boats to land with safety, and the Council cannot see its
way clear to expend the money necessary to strengthen it at this time,
therefore they do not think it wise to allow it.

The report of the Street Committee and the Street Superin-
tendent recommending the widening of the highway bridges and widening
of Central Avenue from Alvarado to B Street was read and considered,
and on motion of Councilman F. B. Modjeeka seconded by Councilman
Fred W. Young, it was ordered that the necessary steps be taken to form
an assessment district for widening the bridges and a municipal improve-
ment district for widening Central Avenue by the following vote:
AYES, Councilmen L. S. Wilkinson, F. B. Modjeska, Fred W.Young,
H. H. Williamson and Mayor Conrad Richter.
NOES, Councilmen None.
ABSENT, Councilmen None.
The communications were read and acted upon as follows:
On motion of Councilman H. H. Williamson seconded by Councilman
Fred W. Young and carried, 'the communication from Fire Chief Crocker
reporting on the convention he attended, was filed.
The communication from firs. M. C. Lincoln in regard to damage
which she claims was dAne her property on the Heights when the weeds
were burned off a short time ago, and the report of the Fire Chief
in regard to same was considered, and Mayor Conrad Richter appointed
Councilman L. S. Wilkinson and H. M. Lane as a Committee to investigate
the matter.
On motion of Councilman H. H. Williamson seconded by Councilman
F. B. Modjeska and carried, the communication from Mrs. Lincoln was
referred to the above Committee for a report.
On motion of Councilman L.' S. Wilkinson seconded by Councilman
F. B. Modjeska and carried, the recommendation of the Fire Chief that
a chimney and flue ordinance be adopted, was referred to the Fire
Committee and Building Inspector for report.
The request of the Winter Construction Co. for permission to
connect on to one of the City water mains while subdividing the Irvine
Beach and Country Club Estates adjoining Corona Del Mar, and the
recommendation of the Water Superintendent attached, was considered
and on motion of Councilman H. H. Williamson seconded by Councilman
F. B. Modjeska and carried, the request was allowed under the conditions
laid down by the Water Superintendent.
On motion of Councilman L. S. Wilkinson seconded by Councilman
H. H. Williamson and carried, the Clerk was instructed to reply to the
invitation of the Builders Exchange to their monthly meeting at
Mission Inn, Fullerton, September 13, 1927, and to notify them if any
can attend.
The communication from Chief of Police Winn containing
resignations of Officers Bowling and Parsons was read, and on motion of
Councilman F. B. Modboska seconded by.Councilman H. H. Williamson and
carried, the appointment of R. R. Hodgkinson as a regular Motorcycle
Officer at a salary of $155.00 per month was approved and the
communication filed.
On motion of Councilman H. H. Williamson seconded by Councilman
Fred W. Young.and carried, the request of E. C. Ellis for transfer of
his business license No. 545 to Geo. W. Lowry was allowed.
On motion of Councilman F. B. Modjeska;seoonded by Councilman
H., H. Williamson and carried, the Clerk was instructed to acknowledge
receipt of the invitation of the Armistice Day Committee of Fullerton
and furnish them with the number of,cars likely to attend.
The matter of the boat which has been grounded in the 1}arl?or
entrance for a long time was discussed, and on motion of Councilman L.
S. Wilkinson seconded by Councilman H. H. Williamson and carried, the
Clerk was instructed to correspond with the proper government authority
in regard to removing the old derelect, and also the removal of the
sand collected through its lodgment there.
The matter of formation of a Harbor District was considered,
and on motion of Councilman L. S. Wilkinson seconded by Councilman
H. H. Williamson and carried, the Mayor was instructed to appoint a
Committee considting of one member each from the Chamber of Commerce,
Yacht Club and Exchange Club, together with the City Attorney, to
confer with the Santa Ana Senior and Junior Chamber of Commerce and
the Santa Ana City Council, and to present to the Board. of Supervisors
all necessary data together with the proper petitions for the
formation of the harbor district.
The Committee appointed is J. A. Beek of the Yacht Club,
Ernest Grill of the Chamber of Commerce, J. P. Greeley of the Exchange
Club and City Attorney Clyde Bishop.

On.motion of Councilman L. S. Wilkinson seconded by Councilman
Fred W. Young and carried, demands No. 815 to 917 inclusive having
been signed and approved by the Finance Committee, were allowed and
warrants to be drawn for same.
An Ordinance was introduced concerning the licensing of
fishing boats and barges;.the same was considered, designated Ordinance
No. 325 and referred to the City Attorney.
Mayor Richter stated he expected to be away on a trip north
at the time of the next meeting, and on motion of-Councilman L. S.
Wilkinson seconded by Councilman Fred W. Young and carried, Mayor
Richter was granted the privilege of leaving the City and State for
the period of his vacation.
.There being no further business on motion of Councilman Fred
W. Young seconded by Councilman H. H. Williamson and carried, the
meeting adjourned to 7:30 o'clock P. M. on Monday, p 26•, 1927.

Pursuant to call by the Mayor of the City of Newport Beach
and notice delivered to each member at least three hours before the
time specified for the meeting, the City Council met at the place
and on the date mentioned at 7:30 o'clock P. M.
The meeting was called to order by Mayor Conrad Richter.
The roll was called showing Councilmen F. B. Modjeska,H. H.
Williamson and Mayor Conrad Richter present; Councilmen L. S. Wilkinson
and Fred W. Young coming in later.
The call was read and the Council proceeded to consider the
subject for which the meeting was called.
J. J. Wilson, Attorney for the Title Insurance & Trust Co.
of Los Angeles was present and stated they would like to have the
harbor lines changed to conform to the patent lines, and they proposed
to dredge a channel 125 feet wide at the bottom and 250 feet wide at
the top; 10 feet deep at low tide, and build a bridge over same with
a 50 foot movable span.
The matter was discussed thoroughly but before any definite
action was taken it was decided that the City Engineer arrange a meeting
of the Council with Major C. P. Gross, District Engineer of the War
Department for Saturday or Monday night. .
There being no further business on motion of Councilman F. B.
Modjeska seconded by Councilman Fred W. Young and carried, the
meeting adjourned. �\
