Modjeska and carried, the request of the City -Clerk for two weeks vacation was granted. • A petition signed by the merchants on the ocean front in Newport Beach to have parking ordinance No 322 changed to allow parking of automobiles on the south side of Ocean Avenue was considered, .and on motion of Councilman F. B. Modjeska seconded by Councilman L. S. Wilkinson and carried, the matter was referred to the Committee on traffic for a recommendation. On motion of Councilman L. S. Wilkinson-seconded by Councilman F. B. Modjeska and carried, the communication from the Balboa Angling Club objecting to the license ordinance on fishing boats, was referred to the Committee of the Whole, and the Clerk was Instructed to notify the Balboa Angling Club and any fishermen interested to be present at the meeting. The communication from the First Trust & Savings Bank of - Pasadena asking why the shore end of the jetty had not been constructed was considered, and on motion of Councilman H. H. Williamson seconded by Oouncilman Fred W. Young and carried, the matter was referred to the City Engineer for "reply. Councilman L. S. Wilkinson stated he would like to have the curb�and•sidewalk lines established on the south side of Ocean Drive on Newport Heights so he could do.some planting, and on his motion seconded by Councilman H. H. Williamson and carried, the City Engineer was instructed to locate the sidewalk and ourb�linee on the south side of Ocean Drive on Newport Heights as requested. Councilman Fred W. Young referred to -the matter'of Motorcycle Officer Harry E. Riggs, being entitled to two weeks vacation at the time he left the employ of the City. The muter was dd � ussed and on motion of Councilman Fred W. Young - seconded by Councilman H. H. Williamson and carried, Harry Riggs was to be temporarily employed for two weeks at the same salary as formerly paid, which motion was amended to be allowed after the report and recommendation of the Police Committee and Chief of Police is made. J. A. Beek presented an application for a 25 year lease on about 12 acres of tideland back of Balboa Island which he desired to improve into a tourist bungalow camp ground, and for which he would pay a niminal rental the balance to be offset by the improvements. The matter was considered and on motion of Councilman L. S. Wilkinson seconded by Councilman Fred W. Young and carried, the matter was referred to the Committee of-the Whole for consideration and report. There being no further business on motion of Councilman Fred W. Young seconded by Councilman H. H. Williamson and carried, the meeting adjourned Sine Die. Approved November 7, 1927- Mayor, City or Newpo t Beach. City Clerk. City Hall, Newport Beach, Nov. 5, 1927- Putsuant to call thereof by the Mayor of the City of Newport Beach and notice delivered to each member three hours before the time specified for the meeting, the City Council met at the place and on the date mentioned at 1:00 o'clock P. M. The meeting was called to order by Mayor Conrad Richter. The roll was called showing the full Council present. .The call was read and the Council proceeded to consider the subject for which the meeting was called. Mayor Richter spoke very feelingly of the loss sustained not only by the City but by,the whole County in the passing of our late City Attorney, Clyde Bishop, and there were so many complications in connection with the City business it was going to make it harder for a new man to take up the work. Several applications were considered and on motion of Councilman F. B. Modjeska seconded by Councilman H. H. Williamson, Franklin G. West of Santa Ana was nominated and appointed successor to the late Clyde Bishop as City Attorney of the City of Newport Beach at the former salary of $150.00 per month by the following vote, to -wit: p's7 CI L 473 AYES, Councilmen L. S. Wilkinson, F. Be Modjeska, Fred W. Young, H. H. Williamson and Mayor Conrad.Richter. NOES. Councilmen None.. ABSENT, Councilmen None. The City Clerk then swore in the new City Attorney and he entered upon the duties of the office. Mayor Conrad Richter appointed Councilmen L. S. Wilkinson and H. H. Williamson a committee to draw.up Resolutions of sympathy and present at the next meeting. On motion of Councilman F. B. Modjeska seconded by Councilman H. H. Wiliamson and carried, the meeting adjourne Approved November Q7, 1927- City Clerk. The meeting was called to order by ;a$Or Conrad Richter. The roll was called showing the full Council present. The minutes of the previous regular meeting Were read and approved as read. The minutes of the special meeting of November 5th were read and approved as read. Councilman L. S. Wilkinson read the following Resolution of Sympathy•on.the death.of.our late City.Attorney, Clyde Bishop: UHEREAS, OUR FRIEND AND ADVISER, Clyde Bishop, has been called upon to take the long journey into the Unknown Country beyond the grave; and M EREAS, from the inception of the City of,Newport Beach he was the legal guide of said City, and through the years steered the municipality safely through the troubled waters, avoiding the rocks of circumstances that might have caused disaster; and WHEREAS, he was.not only adviser and councilor but also loyal friend and advocate of all the interests of the City;.Now therefore be it RESOLVED, that the Board of Trustees of the City of Newport Beach do most sorrowfully regret the passing.out of this life of our friend and advisor, and the stopping of his work in mid - career; and will ever hold in.affectionate recollection his memory. Be it further; RESOLVED, that this word of appreciation and sorrow be spread upon the minutes of this.meeting, and that a copy be sent to Mrs. Bishop. L. S. Wilkinson, COMMITTEE. ) : H. H. Williamson. on motion of Councilman F. B. Modjeska seconded by Councilman Fred W. Young and carried, the Resolution was accepted and the provisions to be carried out.. The reports of the`heads of departments were read and on motion of Councilman F. Be Modjeska seconded by Councilman Fred W. Young and oarried, the reports were accepted and filed. Mr. Scoville representing,the Blankenhorn Realty Co. and the First Trust & Savings Bank of Pasadena, was present and expressed the desire fora date when they could meet the council and talk over the controversy at the jetty. Mayor Richter appointed.Saturday, Nov. 12th at 7:30 o'clock P. M. in the Council Chamber when they would meet and talk the matter over.
