This being the time set for hearing protests against the
issuance of bonds upon the security of unpaid assessments for work
done by the Griffith Company under Resolution of Intention No. 396
passed and adopted by the Board of Trustees on November 1, 1926, and
no protests having been filed and no one present desiring to be heard
in the matter of said assessments, thereupon Councilman H. H.
Williamson presented a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH RELATING TO THE ISSUAMOE OF IMPROVEMENT BONDS
PURSUANT TO RESOLUTION OF INTENTION N0. 396, DETERMINING
' THE AMOUNT OF THE UNPAID ASSESSMENTS, PRESCRIBING THE
DENOMINATIONS OF SUCH BONDS-AND PROVIDING FOR THEIR
ISSUANCE.
The Resolution was read, considered, designated RESOLUTION
NO. 442 and upon call of the roll passed by the following vote:
AYES, Councilmen L. S. Wilkinson, F.B. Modjeska, Fred W.Young,
H. H. Williamson,and Mayor Oonrad Richter.
NOES, Councilmen None.
ABSENT, Councilmen-None.
NEW BUSINESS.
A d— eed from the East Newport Town Co. for property between
Bay Island and-the mainland was reported on favorably by the City
Attorney, and on motion-of Councilman F. B. Modjeska seconded by Council-
man L. S. Wilkinson and upon-'.call of the roll duly carried, it was
resolved by the City Council of the City of Newport Beach that the
annexed grant and the real property therein described, be and is
accepted by the City of Newport Beach the grantee therein, and that
a certified copy of this resolution be recorded with said deed.
City Attorney West presented the leases with Dr. Arthur A.
Noyes for a strip along his property on which to put up a retaining
wall, and on motion of Councilman H. H. Williamson seconded by -
Councilman Fred W. Young and-carried, the Mayor and City Clerk were
authorized to execute the lease for a period of ten years.
City Engineer Kressly stated that in the numerous tideland.
' suits which had been filed it would be necessary to do.considerable
checking up of maps, and thought the Council should make some
provision for it. On motion of Councilman H. H. Williamson seconded
by Councilman L. S. Wilkinson and carried, the City Engineer was
authorized to look after the Citys interests in rechecking the maps.
On motion of Councilman L..S..Wilkinson seconded by Councilman
H. H. Williamson and carried, demands No. 1341 and 1342, having.been
signed and approved by the Finance Committee, were allowed and
warrants to be drawn for same.
There being no further business on motion of Councilman
F. B. Modjeska seconded by Councilman Fred W. Young and carried, the
meeting adjourned to 7:30 o'clock P. M. on Monday, ember 289 1927-

IVity Hall, Newport Beach, Nov. 28, 1927-
The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. M. on above date. • The meeting
was called to order by Major Conrad Richter.
The roll was called showing all members present except
Councilman F. B. Modjeska.
The minutes of the previous meeting were read and approved
as read.
On motion of Councilman H. H. Williamson seconded by
Councilman Fred W. Young and parried, the request of City Attorney Hest
for another weeks time on the fishing boat license ordinance, was
granted.

City Engineer Kressly presented the application to the U. S.
Government Engineer for the bridge and fill for the Parkinson Syndicate,
and Councilman Fred W. Young introduced a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH DECLARING THAT THE PUBLIC NECESSITY AND CONVENIENCE
REQUIRES THE CONSTRUCTION OF A BRIDGE CONNECTING PARKINSON
ISLAND WITH THE MAINLAND AND AUTHORIZING THE CITY ENGINEER
TO MAKE APPLICATION TO THE U. S. DISTRICT ENGINEER FOR
A PERMIT TO CONSTRUCT THE SAME.
The Resolution was read, considered, designated RESOLUTION
N0. 443, and upon call of the roll passed by the following vote:
AYES, Councilmen L. S. Wilkinson, Fred W. Young,
H. H. Williamson and Mayor Conrad Richter.
NOES, Councilmen None.
ABSENT, Councilman F. B. Modjeska.
Councilman H. H. Williamson reported that the Fire Committee
would recommend transferring #100.00 from the general fund to the budget
fund of the Fire Department to cover the furnishings for the new fire
hall, and on motion of Councilman Fred W. Young seconded by Councilman
L. S. Wilkinson and carried, the transfer was ordered.
City Engineer Kressly stated that the County Road Department
wanted permission to use some soil from Smeltzer Avenue on Newport
Heights for building shoulders on the County Highways. The matter
was considered and on motion.of Councilman L. S. Wilkinson seconded
by Councilman Fred W. Young and carried, the Engineer was instructed
to confer with the county authorities and advise them that the Council
declines to allow them to use any of this soil for highway purposes.
The communications were read and acted upon as follows:
The communication from 17ater Superintendent Cund9:ff explaining
the unsanitary condition of the Santa Ana outfall sewer which is a
menace to our water- bearing land, and something should be done to abate
it. The matter was discussed and on motion of Councilman L. S.
Wilkinson seconded by Councilman Fred W. Young and.oarried, the Chair
was instructed to appoint a committee with instructions to investigate
same and proper steps to be taken to avoid any serious complications
in the future. The Committee appointed is „ Water Supt. Cundiff,
Chairman, City Attorney West, Health Officer G. M. Grundy, Lew H.
Wallace and J. P. Greeley.
The communication from the Realty Investigation Syndicate in
regard to Lots 1 and 2 in Tideland Location No. 267, was considered
and on motion of Councilman H.•H..Williamson seconded by Councilman
L. S. Wilkinson and carried, the communication was turned over to the
City Attorney to file with other papers in the same matter, and the
Clerk was instructed to write them giving the name of our New City
Attorney as asked for.
The invitation-from the City of Huntington Beach to attend
the Peace Officers Association meeting at Huntington Beach December 7th,
was considered, and the City Clerk instructed to notify them that the
full Council would probably be present.
The communication from R. S. Briggs in regard to contract
and payments to be made on the Monroe Calculator was considered, and
on-motion of Councilman H. H. Williamson seconded by Councilman Fred
W. Young and carried, Mr. Briggs was instructed to make the arrangements
as outlined in his communication, and the Clerk was authorized to
execute the contract.
The communication from the Newport Harbor Chamber of Commerce
in regard to leaving the railroad track on the west jetty was
considered, and on motion of Councilman H. H. Williamson seconded by
Councilman L. S. Wilkinson and carried, the Clerk was instructed to
acknowledge the communication and inform them that the proposals
submitted for the work, stipulated that the track was to remain on
the jetty, but that the Council did not think it advisable to purchase
the old office building.
On motion of Councilman H. H. Williamson seconded by
Councilman L. S. Wilkinson and carried, the communication of the
Newport Harbor Chamber of Commerce stating that there was no state
appropriation for public parks, was to be acknowledged and filed.
NEW BUSINESS.
On motion of Councilman L. S. Wilkinson seconded by Councilman
H. H. Williamson and carried, demands No. 1343 to 1345 inclusive, having
been signed and approved by the Finance Committee,•were allowed and
warrants to be drawn for same.
Mr. Mc Cormack asked for a refund on his taxes erroneously
assessed in 1925 and 1926 and the matter was referred to the City
Attorney upon information furnished by the City Assessor.
On motion of Councilman H. H. Williamson seconded by
Councilman Fred W. Young and carried, a recess was taken for an
executive session.
After the recess Mayor Richter again called the meeting'to
order.
There being no further business on motion of Councilman H.
' H. Williamson seconded by Councilman Fred W. Young and carried, the
meeting adjourned Sine Die.

City Hall, Newport Beach, Dec. 5, 1927-
The City Council of the City of Newport Beach met in regular
session at 7 :30 o'clock P. M. on above date. The meeting was called
to order by Mayor Conrad Richter.
The roll was called showing the full Council present.
The minutes of the previous meeting were read, corrected
and approved.
' The reports of the heads of departments were read, and on
motion of Councilman F. B. Modjeska seconded by Councilman Fred W.
Young and carried, the reports were accepted and filed.
The report of the Committee appointed to look into the matter
of the outfall sewer line was considered, and on motion of Councilman
Fred W. Young seconded by Councilman F. B. Modjeska and carried, the
report was accepted and the recommendations to be carried out, except
that no appeal is to be made to the Grand Jury at this time, but to
be taken up with the Sanitation District first. The Committee was
continued.
The communications were read and acted upon as follows:
The application of C. G. gam Hook of Long Beach for permission
to anchor a'boat 1000 feet east of the County wharf to be equipped
as a tea -room was considered, and on motion of Councilman L. S.
Wilkinson seconded by Councilman H. H. Williamson and'carried, the
Clerk was instructed to reply informing Mr. Van Hook that the Harbor
Master will probably assign him an anchoring place, but that he wil3
have to take out a business license.On motion of Councilman L. S.
Wilkinson seconded by Councilman Fred W. Young and carried, the
communication from the California Conference on City Planning was
referred to the City Attorney for a recommendation.
The communication from Chief of Police Winn in regard to the
Police force and suggesting transfer of funds from the salary fund to
various other accounts was considered, and on motion of Councilman
L. S. Wilkinson seconded by Councilman Fred W. Young and carried,
' the gransfers were allowed and $1,900.00 was placed in the Planning
Commission account toward the expense of zoning the City.
The communication from the League of California Municipalities
in regard to a uniform traffic ordinance, copy of proposed ordinance
being attached, was considered, and on motion of Councilman H. H.
Williamson seconded by Councilman Fred W. Young and carried, the same
was referred to the Parking Committee, Police Committee and Street
Superintendent for study and a recommendation.
The communication from Le Moyne Ellis, Park Superintendent
and one from Burns- McDonnell -Smith Engineering Co. were filed.
The communication of Paul F. Johnson of Altadena to the
Newport Harbor Chamber of Commerce in regard to the entrance to the
bay, was discussed, and on motion of Councilman L. S. Wilkinson
