NEW BUSINESS.
Councilman L. S. Wilkinson introduced an ordinance fixing the
compensation of the City Clerk. The ordinance was read, considered, '
designated Ordinance No. 330 and referred to the City Attorndy.
Councilman H. H. Williamson introduced an ordinance repealing
ordinances No. 327 and 328 of the City of Newport Beach and all
proceedings had thereunder. The ordinance was read, considered,
designated Ordinance No. 331 and referred to the City Attorney.
It was reported that the City Electrician was a little careless
in inspecting some of the new buildings and which jeopardized the
insurance. On motion of Councilman Fred W. Young seconded by Councilman
L. S..Wilkinson and carried, the Clerk was.instructed to notify him
that all work must be inspected according to Section 8 of Ordinance
No. 63.
The demands of the Fire Department which were raised from
$5.00 to $10.00 were considered, and on motion of Councilman H. H.
Williamson seconded by Councilman Fred W. Young and carried, that in
this instance where extraordinary service was rendered, the demands
were allowed at $10.00.
On motion of Councilman L. S. Wilkinson seconded by Councilman
H. H. Williamson and carried, $90.87 was transferred from the current
expense unappropriated fund to account No. 328 city owned property.
On motion of Councilman L. S. Wilkinson seconded by Councilman
Fred W. Young and carried, the two demands of the Life Saving Department
were to be allowed after proper endorsement by the head of the
department.
On motion of Councilman L. S. Wilkinson seconded by Councilman
Fred W. Young and carried, the demand of Le Moyne Ellis was to be
allowed and warrantvdrawn and delivered upon receipt of an explanation
of the charge.
No action was necessary on the demand of Bob McWhorter as it
had been previously denied.
On motion of Councilman L. S. Wilkinson seconded by Councilman
Fred W. Young and carried, the demands which were in proper form and
approved by the Finance Committee, were allowed and warrants to be .
drawn for same.
Miss U. Vertrees objected.to the assessment district as made
for the construction of a foot bridge on Corona Del Mar. No action was
taken at this time as the matter was to be called to the attention
of the City Engineer.
There being no further business on motion of Councilman Fred
W. Young seconded by Councilman H. H. Williamson a carried, the
meeting adjourned to 7:30 o'clock P. M. on Tues y, Fe ruary 14, 1928.

The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. M. The meeting was called to
order by Mayor Cohrad Richter.
The roll was called showing the full Council present.
The minutes of the previous meeting were read and approved
as read.
The special committee appointed at the last meeting reported
on the several matters referred to them, and on motion of Councilman
Fred W. Young seconded by Councilman F. B3. Modteska and carried, the
report was accepted and the Committee discharged.
The report of the Committee on the Palisades Lumber & Supply
Co. matter and recommending that the petition be allowed, was
considered, and on motion of Councilman F. B. Modjeska seconded by
Councilman Fred W. Young and carried, the matter was referred to the
City Attorney and the City Engineer is instructed to furnish him the
necessary data to prepare the abandonment-proceedings, and the
acceptance of 14 feet of Lot 22 in lieu thereof.
The report recommending the leasing of 500 feet of tidelands
to Rodger Brothers was discussed, and on motion of Councilman F. B.
Modjeska seconded by Councilman H. H. Williamson and carried, the
matter was referred to the City Attorney to draw up a lease leaving
the rental price and the exact location blank to be filled in later.
The report on A. M. Gibbs abandonment of a portion of Bay
Avenue was considered, and on motion of Councilman L. S. Wilkinson
seconded by Councilman H. H. Williamson and carried, the matter was
referred to the Planning Commission and Gordon Whitnall for a
recommendation and report.
The report recommending the leasing the small strip on the
south side of the King C. Gillette property was considered, and on
motion of Councilman H. H..Williamson seconded by Councilman F. B.
Modjeska and carried, the matter was referred to the City Attorney
to draw up a lease on the description to be furnished by the City
Engineer, the rental price and terms-to be left blank and filled in
later.
Mayor Richter appointed Councilman L. S. Wilkinson and Fred
W. Young to recommend a proper rental for the Rodger Bros. and King
C. Gillette leases.
The communications were read and acted upon as follows:
The demand of the Association of Pacific and Far East Ports
for membership in the Association for 1925 was considered, and on
motion of Councilman L. S. Wilkinson seconded by Councilman Fred W.
Young.and carried, the demand was allowed and warrant to be drawn
on approval of the Finance-Committee. • -
On motion of Councilman Fred W. Young seconded by Councilman
F. B. Modjeska and carried, the communication of C. A. Bachman
withdrawing his offer to lease the camp ground site, was filed.
On motion of Councilman L. S. Wilkinson seconded by Councilman
F. B. Modjeska and carried, the communication from the Standard
Traffic Marker Co. was filed.
On motion of Councilman F. B. Modjeska seconded by Councilman
Fred W. Young and carried, the communication from the Balboa Angling
Club was filed.
On motion of Councilman L. S. Wilkinson seconded by Councilman
H. H. Williamson and carried, the communication from Harry C. Hartley
offering free library building plans, was referred to the library
board.
The communication from the Newport Harbor Chamber of Commerce
enclosing letter from Capt. 0. Eliason was discussed, and on motion
of Councilman L. S. Wilkinson seconded by Councilman H. H. Williamson
and carried, the letter was referred back to the Chamber of Commerce
explaining the previous attempt the City had made to locate his boat,
but the place he selected as the best suited to him is not under our
jurisdiction.
The communication from J. K. Smith and C. E. Mc Farland
asking a refund of 40 a head on passengers carried to his barge over
the landing amounting to about $1,500.00, was considered, and on
motion of Councilman H. H. Williamson seconded by Councilman F. B.
Modjeska and carried, the communication was referred to the City
Attorney for investigation as to how the lease was made out, and
report back at the next meeting.
Ob motion of Councilman Fred W. Young seconded by Councilman
F. B. Modjeska and carried, the communication from Frank L. Mathews
withdrawing his request to lease the 19 foot strip at the westerly
end of Bay Avenue, was filed.
UNFINISHED BUSINESS.
The City Attorney gave a report-setting forth a number of
reasons why he considered the recall petition defective. The matter
was considered and on motion of Councilman Fred W. Young seconded by
Councilman L. S. Wilkinson and carried, the petition was denied.
ORDINANCE NO. 330, entitled:
AN ORDINANCE OF THE CITY OF NEWPORT BEACH BY ITS CITY
COUNCIL AS THE LEGISLATIVE BRANCH OF SAID CITY, FIXING
THE COMPENSATION OF THE CLERK THEREOF,
came up for final passage, was read, considered, and upon
call of the roll passed by the following vote, to -wit:

ORDINANCE NO. 3311 entitled:

City Engineer Kressly presented plans for a foot bridge in
Goldenrod Avenue on Corona Del Mar which were discuseed, and Councilman
H. H..Williamson introduced a Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH ADOPTING SPECIFICATIONS NO. 43 FOR THE CONSTRUCTION
OF REINFORCED CONCRETE BRIDGES WITHIN SAID CITY.
The Resolution was read, considered,.designated RESOLUTION
N0. 446 and upon call of the roll passed by the following vote:
AYES, Councilmen L.S.Wilkinson, F.B.Modjeska, Fred W.Young,
H. H. Williamson, Mayor Conrad Richter.
NOES, Councilmen None.
ABSENT, Councilmen None.
Councilman Fred W. Young introduced a resolution entitled:

CERTAIN PORTIONS OF GOLDENROD AVENUE WITHIN SAID CITY.

Councilman F. B. Modjeska introduced a Resolution entitled:

BEACH DECLARING ITS INTENTION TO ORDER THE IMPROVEMENT
OF CERTAIN PORTIONS OF GOLDENROn AVENUE WITHIN SAID CITY,
UNDER THE IMPROVEMENT ACT OF 1911 AND THE AMENDMENTS TO
SAID ACT.
The Resolution was read, considered, designated RESOLUTION
N0. 450, and upon call of the roll passed by the following vote:

H. H. Williamson, Mayor Conrad Richter.
NOES, Councilmen None.
ABSENT, Councilmen None.
The City Attorney stated he had filed 15 of the tideland actions
and there would possibly be three or.four more to file.
There being no further business on motion of Councilman L. S.
Wilkinson seconded by Councilman F. B. Modjeska and carried, the meeting
adjourned to 7:30 o'clock P. M. on Monday, Februar 1926.
