On motion of Councilman Ellsworth seconded by Councilman Hilmer
and carried, LLoyd Claire was appointed to fill the unexpired term of
F. B. Modjeski resigned.
Lloyd Claire having been duly appointed as Trustee of the City
of Newport Beach took and subscribed the constitutional oath of
office, and entered upon the duties and responsibilities of a Trustee
of the City of Newport Beach.
The office of Street Supt. being vacant on motion of Council-
man Ellsworth seconded by Councilman Claire and carried, Tom Heath
was appointed as acting Street Supt. at his regular salary until such
time as a permanent Supt. is appointed.
On motion of Councilman Hilmer seconded by Councilman Ells-
worth and carried, the office of Chief of Police was declared vacant.
On motion of Councilman Hilmer seconded by Councilman Ells-
worth and carried, Roland R. Hodgkinson was appointed temporary
Chief of Police of the City of Newport Beach and entered upon and
assumed the duties of Chief of Police of the City of Newport Beach;
the duties of Tax Collector to be assumed as soon as he procures his
bond.
The office of Deputy Tax Collector being automatically vacated
with the office of Chief of Police, acting Chief of Police Hodgkinson
appointed J. A Gant as Deputy Tax Collector.
The communications were read and acted upon as follows:
The communication from Gordon Whitnall in regard to payments
due on his contract with the City was considered, and on motion of
Councilman Ellsworth seconded by Councilman Hilmer and carried, the
Clerk was instructed to notify-him that it was necessary to file his
demands on the proper blanks and to be signed by him.
On motion of Councilman Ellsworth seconded by Councilman Claire
and carried, C. G. Rodger was granted to the next regular meeting of
the Council to check up and report on Ordinance No. 339 recently re-
ferred to him.
On motion of Councilman Hilmer seconded by Councilman Ellsworth
and carried, the application of Nell E.Ashby, A. W. Jackson, Lawrence
0. Goodness, Henry W. Mc Kague and C. G. Rodger for various city posi-
tions; were laid over to next meeting for action.
There being no further business on motion of Councilman Hilmer
seconded by Councilman Ellsworth and carried, the meeting adjourned to
7:30 o'clock P. M. on Monday, April 23, 1925.

The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. M. on above date. The meeting
was called to order by Mayor Johnson.
The roll was called showing the full Council present.
The.minutes of the previous meeting were read and approved.
Mayor Johnson appointed the Standing Committees as follows:
Finance Committee, Councilmen Hilmer and Williamson,
Street " Councilmen Ellsworth and Hilmer,
Police " Councilmen Claire and Ellsworth,
Fire, Water
and light " Councilmen Hilmer and Claire,
Advertising " Councilmen Williamson and Ellsworth,
Library Board, Mrs. W. W. Crosier, Mrs. H. C. Sloan, Mrs.
Miriam Porter, J.-A. Beek and L. S. Wilkinson.
The Citizens Harbor Com. and Planning & Zoning Committee were
reappointed as before.

J. A. Beek made a report of the work done by the Citizens Harbor
Committee, and on motion of Councilman Claire seconded by Councilmen
Hilmer and carried, the Council approved the work already done by the
Committee.
The communications were read and acted upon as follows:
A number of applications for Chief of Police and appointments
on the Police force were presented, and on motion of Councilman Hilmer
seconded by CouncilmanEllsworth and carried, the applications were
referred to the Police Committee to report on at the next meeting.
A number of applications were also presented for City Engineer
' and on motion of Councilman Hilmer seconded by Councilman Ellsworth and
carried, the Chair was instructed -to appoint a special committee of
three members to investigate the applications and report at the next
meeting. The Committee appointed is Councilmen Hilmer and Ellsworth
and City Attorney Roland Thompson.
The application of Grace E. Taylor for employment as Clerk or
bookkeeper was considered, and on motion of Councilman Ellsworth
seconded by Councilman Claire and carried, the communication was
referred to City Auditor Gant for attention.
A number of applications for employment in the street depart-
ment were presented, and on motion of Councilman Hilmer seconded by
Councilman Williamson and carried, the communications were referred to
the Street Committee for consideration and report at the next meeting.
The application of F. W. Crocker for reappointment as Fire
Chief was considered, and on motion of Councilman Hilmer seconded by
Councilman Ellsworth and carried, the reappointment was made upon his
taking the oath of office as required by law.
On motion of Councilman Claire seconded by Councilman Hilmer
and carried,. C. G. Rodger was reappointed City Electrician upon his
taking the oath required by law.
The communication from Harry 15lelch asking for a lease on 150
feet of tideland bay frontage on the north side of the bay was considered
and on motion of Councilman Claire seconded by Councilman Hilmer and
carried, the matter was referred to the City Attorney to draw up a
' lease leaving the amount of the rental blank to be filled in at the
next meeting.
The communication from P. E. Xressly returning the request of
E. D Burge for permission to construct a pier for consideration by the
new City Engineer to be appointed, was considered, and on motion of
Councilman Williamson seconded by Councilman Claire and carried, the
communication was liad over to next meeting for further action.
On motion of Councilman Hilmer seconded by Councilman Claire
and carried, the communication from B. M. Mo Cormack asking a refund
on a license paid for twice was considered,and on motion of Councilman
Ellsworth seconded by Councilman Claire and carried, the Clerk was
instructed to notify him that the refund cannot be allowed under the law.
On motion of Councilman Hilmer seconded by Councilman Williamson
and carried, the application of W. H Norwood for permission to construct
a pier in front of Lot 6, Block 3, Section 1, Balboa Island, was granted
subject to the will of the Council.
On.motion of Councilman Ellsworth seconded by Councilman Hilmer
and carried, the appointment of J. A.Gant as Deputy Tax Collector and
Auditor at the former salary of $250.00 per month, was approved.
Councilman Claire reported that the Camp Custodian refused to
resign his position, and on motion of Councilman Claire seconded by
Councilman Ellsworth and-carried, the office of Camp Custodian was
declared vacant.
The application of Wm. Howard and S. L. Hoke were considered, and
on motion of Councilman Claire seconded by Councilman Hilmer and carried,
' the application of S. L. Hoke was accepted and Mr. 'Hoke appointed Camp
Custodian of the City of Newport Beach.
On motion of Councilman Claire seconded by Councilman Ellsworth
and carried, the salary of the Camp Custodian was to remain the same as
previously paid, and Mr-Hoke to assume the duties upon taking the oath
required by law.
The report of C. G. Rodg §r City Electrician on Ordinance No. 339
was read, but action on same was deferred to next meeting.
City Attorney Thompson brought up the matter of a suit ordered
to be started to condemn the property necessary for cutting the corners
of certain alleys in East Newport by Ordinance No. 260, passed by the
Board of Trustees August 4, 1924, and thought the ordinance should be
abandoned if no action was to be taken on same.

Councilman Hilmer thereupon introduced an ordinance repealing ordinance
No 260 of the Board of Trustees.
The Ordinance was read, considered, designated Ordinance No.
346 and upon motion of Councilman Claire seconded by Councilman Ells-
worth and carried, the ordinance was passed to the second reading and
referred to the City Attorney.
The City Clerk brought up the matter of not having secured a
deed to the library property although having been paid for some time,
and the matter was left with the City Attorney to take up with former
City Attorney West and get the matter straightened out. '
Mr. Conzelman of the Parkinson Island Syndicate was present and
presented a sketch of a pier they wished to construct on their Island.
The matter was considered and on motion of Councilman Williamson
seconded by Councilman Claire and carried, the sketch was to be pre-
sented to the City Engineer as soon as one is appointed for a report
on same.
The bond of Price and Pomeroy in the sum of $1,700.00 covering
their garbage contract was referred to the City Attorney, and the Clerk
to notify Price and Pomeroy to call at the City Attorney's office and
make a correction in same.
The communication from Anna B. Davis of Corona Del Mar in re-
gard to buildings started by her but would not be completed before the
zoning was done, was considered, and on motion of Councilman Ellsworth
seconded by Councilman Claire and carried, the matter . was referred to
the Planning and Zoning Committee for investigation and report.
There being no further business on motion of Councilman Claire
seconded by Councilman Ellsworth and carried, the meeting adjourned to
7 :30 o'clock P. M. on Monday, April 30, 1929. _

The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. M. on above date. The meeting
was called to order by Mayor Johnson.

-Councilman Hermann Hilmer reported for the Special Committee
on the applications for City Engineer, that the Committee after
considering same carefully would recommend the appointment of R. L.
Patterson. Upon motion of Councilman Hermann Hilmer seconded by
Councilman Paul B. Ellsworth and carried, R. L. Patterson was duly
appointed to the office of City Engineer of the City of.Newport Beach
upon his taking the oath, of, office required by law, and with the
understanding that he is to assume other duties to be defined later
at -a salary of $450.00 per month.
Councilman Hermann Hilmer suggested the advisability of having
the city books audited as there was a change in Auditors, and it was
thought perhaps a temporary audit could be made now with a final audit
at the end of the fiscal year. The same was considered.and on motion
of Councilman Hermann Hilmer seconded by Councilman H. H. Williamson
and carried, thematter was referred to the Finance Committee with power
to act.
The communications were read and acted upon as follows:
The resignation of Frank Truman as Patrolman was considered,
and on motion of Councilman Claire seconded by Councilman Ellsworth
and carried, the resignation was accepted as of date May 14th, he to
be granted a leave of absence of two weeks from May 1st.
On motion of Councilman Claire seconded by Councilman Ellsworth
and carried, the resignation of C.F. Eifler was accepted to take effect
May 1, 1925. _
