HomeMy WebLinkAbout04/30/1928 - Adjourned Regular MeetingCouncilman Hilmer thereupon introduced an ordinance repealing ordinance No 260 of the Board of Trustees. The Ordinance was read, considered, designated Ordinance No. 346 and upon motion of Councilman Claire seconded by Councilman Ells- worth and carried, the ordinance was passed to the second reading and referred to the City Attorney. The City Clerk brought up the matter of not having secured a deed to the library property although having been paid for some time, and the matter was left with the City Attorney to take up with former City Attorney West and get the matter straightened out. Mr. Conzelman of the Parkinson Island Syndicate was present and presented a sketch of a pier they wished to construct on their Island. The matter was considered and on motion of Councilman Williamson seconded by Councilman Claire and carried, the sketch was to be pre- sented to the City Engineer as soon as one is appointed for a report on same. The bond of Price and Pomeroy in the sum of $1,700.00 covering their garbage contract was .referred to the City Attorney, and the Clerk to notify Price and Pomeroy to call at the City Attorney's office and make a correction in same. The communication from Anna B. Davis of Corona Del Mar in re- gard to buildings started by her but would not be completed before the zoning was done, was considered, and on motion of Councilman Ellsworth seconded by Councilman Claire and carried, the matter was referred to the Planning and Zoning Committee for investigation and report. There being no further business on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the meeting adjourned to 7:30 o'clock P. M. on Monday, April 30, 1928. L1/LFi(iC�Q Mayor, 'it of Newport each Approved April 30, 1928 City Clerk City Hall, Newport Beach, April 30, 1928 The City Council of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing the full Council Present. The minutes of the previous meeting were read and approved. Councilman Hermann Hilmer reported for the Special Committee on the applications for City Engineer, that the Committee after considering same carefully would recommend the appointment of R. L. Patterson. Upon motion of Councilman Hermann Hilmer seconded by Councilman Paul B. Ellsworth and carried, R. L. Patterson was duly appointed to the office of City Engineer of the City of.Newport Beach upon his taking the oath, of, office required by law, and with the understanding that he is to assume other duties to be defined later at a salary of $450.00 per month. Councilman Hermann Hilmer suggested the advisability of having the city books audited as there was a change in Auditors, and it was thought perhaps a temporary audit could be made now with a final audit at the end of the fiscal year. The same was considered and on motion of Councilman Hermann Hilmer seconded by Councilman H. H. Williamson and carried, thematter was referred to the Finance Committee with power to act. The communications were read and acted upon as follows: The resignation of Frank Truman as Patrolman was considered, and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the resignation was accepted as of date May 14th, he to be granted a leave of absence of two weeks from May 1st. On motion of Councilman Claire seconded by Councilman Ellsworth and carried, the resignation of C.F. Eifler was accepted to take effect May 1, 1928. T 7, 2S On motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the application of J. P. Allison and Geo. H. Nettleton for employment in the Police Dept. was referred to the Police Committee for attention. On motion of Councilman Hilmer seconded by Councilman Claire and carried, the letter of Paul S. Jones of Glendale in regard to the office of City Engineer was filed as the office has been filled. The letter from R. B. Black suggesting a few changes in the conveniences at the Camp Ground was considered, and on motion of Council- man Williamson seconded by Councilman Claire and carried, the letter was referred to the Street Committee for attention. The communication from Chief of Police Hodgkinson stating that our old flag was beyond repair and asking that a new one be purchased, was considered, and on motion of Councilman Hilmer seconded by Councilman Williamson and carried, the expense of a flag was authorized and the Police Committee instructed to procure same. Acting Chief of Police Hodgkinson reported the appointment of Geo. V1. Calihan and S. F. Naylor on the Police Force as Patrolmen, and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the appointments were approved at a salary of $150.00 per month each to take effect May 1, 1925. The communication from Water Supt. Cundiff asking the transfer of $500.00 from account No. 452 -B and $100.00 from account No. 453 -B to account No. 102 -B Betterment to System was considered, and on motion of Councilman Claire seconded by Councilman Williamson and carried, the transfers were allowed. The communication from Bldg. & Plumbing Inspector Fenelon asking that he be allowed a regular salary of $100.00 per month in addition to the permit fees, was considered,and on motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the matter was referred to the City Attorney and to be taken care of in the new salary ordinance he is preparing. The communication from T. W. Sheffield asking the transfer of of the business license of B. Simmons of Santa Ana to Mrs. Anna B. Davis was considered, and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the Clerk was instructed to notify him that it could not legally be transferred only upon the written request of the licensee. On motion of Councilman Claire seconded by Councilman Hilmer and carried, the application of D. W. Humason for license to operate two electric flashers at 103 Main Street, Balboa,'was allowed. On motion of Councilman Claire seconded by Councilman Hilmer and carried, the request of I. A. Smith for transfer of his business license No. 602 to S. F. Me Neilly was granted. On motion of Councilman Williamson seconded by Councilmen Hilmer and carried, the application of Ralph R. Me Faul for license to sell picnic lunches at 15th and Central Avenue was allowed. The request of Ralph R Me Faul for transfer of the filling station license of C. F.Fredericks at 15th and Central Avenue to himself, was considered, and on motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the Clerk was instructed to notify him that it could not legally be done. On motion of Councilman Ellsworth seconded by Councilman Claire and carried, the communication from G. W. Kitzmiller asking for a police officer for Balboa Island and Corona Del Mar was filed as the matter had already been taken care of. The communication from G. W. Kitzmiller asking for a fire hall and comfort station on Balboa Island was considered, and on motion of Councilman Hilmer seconded by Councilman Ellsworth and carried, the matter was referred to the Fire, Water and Light Committee together with the City Engineer and City Attorney for consideration and a recommPnCia.t;.-- The communication from the Planning Commission recommending that the maps of Lido Isle which were presented be approved on certain condi- tions named in the communication, were considered at length, and Mr. Crittenden, owner of the Island and Mr. Elsbach and Mr. Caszelman expla.;,.:.: their plans very thoroughly, but inasmuch as the four new members of the Council had not seen the map before tonight, on motion of Councilman Hilmer seconded by Councilman Ellsworth and carried, the plans were turned over to the Council in conjunction with the City Engineer for consideration and report at the next meeting. ORDI1%ANCE NO. 339 An ordinance creating a department of electricity and creating the office of City Electrician, came up for final passage. A number of demands were presented which had not been approved by the Auditor, and on motion of Councilman Williamson seconded by Councilman Claire and carried, the demands having been approved by the Finance Committee, were allowed subject to the approval of the Auditor. City Clerk. City Hall, Newport Beach, May 7, 1928 ' The City Council of the City of Newport Beach met in regular session at 7:30 o'clock P. M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing the full Council present. The minutes of the previous meeting were read and approved as read. The reports of the heads of the departments were read, and on motion of Councilman Hilmer seconded by Councilman Claire and carried, the reports were accepted and filed. Councilman Hilmer reported that he had.investigated the matter of a Fire Hall and Comfort Station on Balboa Island, and .would not recommend the expenditure at this time, therefore no action was taken. Councilman Hilmer also reported that he had procured an Auditor to check up the books and expected to have a letter from him by this time but had not received it, so he would delay the report until next meeting. The communication from Water Supt. Cundiff in regard to the odor from the septic tank was considered, and on motion of Councilman Hilmer seconded by Councilman Ellsworth and carried, the communication was referred to the City Engineer for consideration with the Water Supt. and report at the next meeting. On motion of Councilman Hilmer seconded by Councilman Claire and carried, the communication from Water Supt. Cundiff in regard to the Hartford Insurance Co., was referred to the City Engineer for report. , The e®mmunications were read and acted upon as follows: The communication from the Newport Harbor Chamber of Commerce in regard to licensing pedlers was considered, and on motion of Councilman Claire seconded by Councilman Hilmer and carried, the matter was referred to the Chief of Police to report on. On motion of Councilman Claire seconded by Councilman Ellsworth and carried, the request of E. 'vi. Fairfield for transfer of his business license at 103 Main Street to I. A. Smith was granted. The communication from Antar Deraga asking for two week's vacation and two weeks leave of absence was considered, and on motion of Councilman Claire seconded by Councilman Hilmer and carried, Mr. Deraga was allowed two week's vacation on pay and two week's leave of absence from his duties.
