APPROVED: May 28, 1928 V I� �I Mayor, i y of Newport ach City Hall, Newport Beach, May 29, 1925 The City Council of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on above date. The meeting was called to order byMayor JoUnson. The roll was called showing the full council present. The minutes of the previous regular meeting of May 14th and of the special meeting of May'18th were read and approved. The report of Health Officer Grundy stating that he would not approve of giving a license for a poultry and bird store at 301 Palm Street was considered, and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the application of W. Baffa for a live poultry and bird store license at the location named, was denied. On motion of Councilman Ellsworth seconded by Councilman Williamson and carried, the report of City Engineer Patterson on the Tree Planting situation on Corona Del Mar was filed. On motion of Councilman Ellsworth seconded by Councilman Claire and carried, the communication from Mr. Dromgold asking the City Council to provide another place to store the fire truck on Balboa Island, was referred to the Fire & Water Committee for investigation and report. City Attorney Thompson presented an agreement for joining the County Health Dept. organization and recommending that it be executed by the proper officers as to form and substance. The matter was discussed thoroughly by a number of those present, and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the matter was referred to the Fire & water Committee with the City Engineer and City Attorney to investigate and report on at the next meeting. The City Attorney was granted another week to report on the matter of the J. K_ Smith lease of the wharf. On motion of Councilman Hilmer seconded by Councilman Ellsworth and carried, the report of LeMoyne Ellis as Park Supt. was filed. The communications were read and acted upon as follows: On motion of Councilman Hilmer seconded by Councilman Ellsworth and carried, the application of C. J. Mc Cormack for employment in the Hater Dept. was referred to the water Supt. The application of E.B. Griffith to construct a pier in front of Lot 10, Block 2, Balboa Bayside, came up for final action and on motion of Councilman Claire seconded by Councilman Hilmer and carried, the appli- cation was allowed subject to the will of the Council. On motion of Councilman Hilmer seconded by Councilman Williamson and carried, the communication from the Woman's Civic League asking that policewomen be stationed at the dance halls when dancing is in progress, was referred to the Police Committee for report. On motion of Councilman Ellsworth seconded by Councilman Claire and carried, the request of C. H. Austin for transfer of his Restaurant license at 709 Bay Avenue to Horace Chenery was granted. On motion of Councilman Claire seconded by Councilman Williamson and carried, the request of Thos Baffa for transfer of his vegetable and fruit stand license at No. 710 East Central Ave. to Geo. Kunata was granted. On motion of Councilman Ellsworth seconded by Councilman Claire and carried, the request of C. T. Fredricks for transfer of his service sta- tion license at 15th and Central to Ralph R. Mc Faul was granted. rte; 7" 9 i 31. The application of Chas. H. Elmendorf for license to operate a punch board in the Green Dragon Cafe was considered, and on motion of Councilman Claire seconded by Councilman Hilmer and carried, the appli- cation was granted. The petition from a number of residents on Vilelle Place asking that their property be placed in the Industrial Zone instead of the Multiple Dwelling Zone was considered, and on motion of Councilman Claire seconded by Councilman Williamson and carried, the petition was referred to the Planning Commission for attention. ' On motion of Councilman Hilmer seconded by Councilman Williamson and carried, the communication from Lew H. Wallace in regard to fire insurance rates was referred to the Fire Chief for investigation and report. On motion of Councilman Claire seconded by Councilman Hilmer and carried, the communication from B. C. Fairfield in regard to cars parking in the bay end of Main'Street, Balboa, was referred to the Police Committee. The communication from Hal Will Smith suggesting that the City provide a temporary foot bridge over the Grand Canal on Balboa Island, was referred to the City Engineer for report. On motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the communication from Claude H. Castle in regard to ownership of water front lots A and B in Newport Bay Tract, was referred to the City Attorney for investigation and report. On motion of Councilman Claire seconded by Councilman Ellsworth and carried, the communication from W. J. Carmichael in regard to the meeting of City Councils at Fullerton was filed. The communication from Sparks & Mc Clellan asking to lease 200 feet of water frontage on the north side of the bay east of Rock Point _ considered and on motion of Councilman Ellsworth seconded by Councilman Williamson and carried, the matter was referred to the City Attorney for investigation and report at the next meeting. The resignation of T. W. Heath as Acting Street Supt. was ' considered and on motion of Councilman Ellsworth seconded by Councilman Claire and carried, the resignation was accepted as of date June 15th. On motion of Councilman Claire seconded by Councilman Hilmer and carried, the communication of Katherine Webb in regard to the'acc,3m131a±;_ of trash and debris in the Auto Park east of Main St. Balboa was filed inasmuch as the matter had already been attended to. On motion of Councilman Ellsworth seconded by Councilman Claire and carried, the Clerk was instructed to write accepting the invitation of the Union Rock Co. to their annual barbecue to be held next Saturday at their Baldwin Park Plant, and to notify them that we could use about ten tickets. On motion of Councilman Hilmer seconded by Councilman Ellsworth and carried, the communication from Clare Germain in regard to disposi- tion of the stuffed birds the City accepted from her some time ago, was referred to the Library.Board. The communications from Arnold Burkelman and Maud C. Green in regard to the trees dying on Dahlia Street Corona Del Mar were considered, and on motion of Councilman Ellsworth seconded by Councilman Williamson and carried, the matter was referred to the City Engineer for attention. On motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the communication from S. W. Todd complaining of the fire hazard of weeds and grass in lots adjoining his place, was referred to the City Attorney to draw up an ordinance in regard to cleaning up vacant lots. Councilman H. H. Williamson introduced an ordinance compelling ' owners of vacant lots to keep the weeds, etc. down or if not done author- izing the Street Department of the City to clean up the lots and charge same to the owners. The same was considered, and on motion of Councilman Claire seconded by Councilman kilmer and carried, the Ordinance was passed to the second reading. On motion of Councilman Williamson seconded by Councilman Claire and carried, the request of C Harold Hopkins for permission to construct a pier in front of Lot 4, Block H, Bay Front Section of Balboa East Side Addition was referred to the City Engineer for report in the customary two weeks. The communication from L. W. Briggs, Chairman of the Planning Commission notifying of the hearings of the Planning Commission for Thursday, Friday and Saturday of this week was filed. The communication from Summers, Vandellip & Griffith asking for 2 more street lights on the bay front between Adams and Bay View was consi- dered, and on motion of Councilman Hilmer seconded by Councilman Claire and carried, the matter was referred to the City Electrician for inves- tigation and report. The communication from Eugene Fenelon and Councilman Ellsworth recommending that the building permit fees as adopted by a number of other cities of the County, be adopted here was considered, and on motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the City Attorney was instructed to amend the building ordinance in regard to fees charged, and if the builing permit fees amount to more ' than $1,500.00 a year the excess to go/ 8e benefit of the city. Councilman Hermann Hilmer introduced anordinance amending Ordinance No. 152 of the City of Newport Beach changing the rate of fees to be charged for building permits. The ordinance was read, con- sidered, designated Ordinance No. 345 and on motion of Councilman Claire seconded by Councilman Hilmer and carried, the ordinance was passed to the second reading. On motion of Councilman Hilmer seconded by Councilman Claire and carried, the communication from Capt. Wells of the Yellow Barge asking permission.to land passengers on the wharf from their barge at night was referred to the City 'attorney as to the city's liability under our present compensation insurance. On motion of Councilman Williamson seconded by Councilman Claire and carried, demands No. 2773 to 2777 inclusive having been signed and approved by the Finance Committee were allowed and warrantsto be drawn for same. R. H. Summers referred to a hole at the foot of Adams St which the Southern Counties Gas Co. had dredged for laying their cable and which was not filled up after laying the cable and same was dangerous. The matter was considered and on motion of Councilman Ellsworth seconded by Councilman Claire and carried, the matter was referred and City Engineer to investigate the complaint and if found as represented to request the Southern Counties Gas Co. to replace it as they found it. There being no further busines on motion of Councilman Hilmer I seconded by Councilman Ellsworth and carried, the meeting adjourned Sine Die. Approved June 4, 1925 City Hall, Newport Beach, June 4, 1925 The City Council of the City of Newport Beach met in regular session at 7:30 o'clock P. M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing the full Council present. The minutes of the previous meeting were read, corrected and ' approved. The reports of the heads of departments were read and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the reports were accepted and filed, and the Engineer instructed to look into the matter of the light on the end of the jetty as suggested by the Harbor Master. The communication from the Balboa Beach Amusement Co. report- ing on the police matrons at their dance hall was considered, and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the communication was accepted and filed.
