more street lights on the bay front between Adams and Bay View was consi-
dered, and on motion of Councilman Hilmer seconded by Councilman Claire
and carried, the matter was referred to the City Electrician for inves-
tigation and report.
The communication from Eugene Fenelon and Councilman Ellsworth
recommending that the building permit fees as adopted by a number of
other cities of the County, be adopted here was considered, and on
motion of Councilman Ellsworth seconded by Councilman Hilmer and carried,
the City Attorney was instructed to amend the building ordinance in
regard to fees charged, and if the building permit fees amount to more ,
than $1,800.00 a year the excess to go! Re benefit of the city.
Councilman Hermann Hilmer introduced anordinance amending
Ordinance No. 182 of the City of Newport Beach changing the rate of
fees to be charged for building permits. The ordinance was read, con-
sidered, designated Urdinance No. 348 and on motion of Councilman Claire
seconded by Councilman Hilmer and carried, the ordinance was passed
to the second reading.
On motion of Councilman Hilmer seconded by Councilman Claire
and carried, the communication from Capt. wells of the Yellow Barge
asking permission.to land passengers on the wharf from their barge at
night was referred to the City 'attorney as to the city's liability under
our present compensation insurance.
On motion of Councilman Williamson seconded by Councilman Claire
and carried, demands No. 2773 to 2777 inclusive having been signed and
approved by the Finance Committee were allowed and warrantsto be drawn
for same.
R. H. Summers referred to a hole at the foot of Adams St which
the Southern Counties Gas Co. had dredged for laying their cable and
which was not filled up after laying the cable and same was dangerous.
The matter was considered and on motion of Councilman Ellsworth seconded
by Councilman Claire and carried, the matter was referred and City
Engineer to investigate the complaint and if found as represented to
request the Southern Counties Gas Co. to replace it as they found it.
There being no further busines on motion of Councilman Hilmer I
seconded by Councilman Ellsworth and carried, the meeting adjourned
Sine Die.

The City Council of the City of Newport Beach met in regular
session at 7:30 o'clock P. M. on above date. The meeting was called
to order by Mayor Johnson.
The roll was called showing the full Council present.
The minutes of the previous meeting were read, corrected and '
approved.
The reports of the heads of departments were read and on
motion of Councilman Claire seconded by Councilman Ellsworth and carried,
the reports were accepted and filed, and the Engineer instructed to look
into the matter of the light on the end of the jetty as suggested by
the Harbor Master.
The communication from the Balboa Beach Amusement Co. report-
ing on the police matrons at their dance hall was considered, and on
motion of Councilman Claire seconded by Councilman Ellsworth and carried,
the communication was accepted and filed.

The report of City Electrician Rogers on putting more lights
on the bay front between Adams Street and Bay View was considered, and
on motion of Councilman Williamson secondedby Councilman Claire and
carried, the Clerk was instructed to notify Summers, Vanderlip and
Griffith the conditions on which the city would install the additional
light.
The matter of joining the County Health Organization was again
taken up and Dr. Sutherlin and others present spoke for and against the
consideration. After carefully considering the matter on motion of
Councilman Ellsworth seconded by Councilman Claire the contract and all
communications in regard to same were tabled until such time as the
Santa Ana Outfall Sewer District; puts in a septic tank to properly take
care of the sewerage by the following vote:
AYES, Councilmen Hilmer, Claire,Ellsworth; Williamson, Johnson.
NOES, Councilmen None.
ABSENT, Councilmen None.
On motion of Councilman Hilmer seconded by Councilman Ellsworth
and carried, it was requested that all special agreements, contracts or
different arrangements for delivering water to parties within or with-
out the city, be reported upon by the Prater Supt. as soon as possible.
The communications were read and acted upon as follows:
On motion of Councilman Williamson seconded by Councilman
Ellsworth and carried, the appropriations asked for by the Newport Harbor
Chamber of Commerce amounting to $590.00 were allowed.
On motion of Councilman Hilmer seconded by Councilman Ellsworth
and carried, the requests of Theo. E. Hammond and one from R F. Goings
for permission to construct piers, were referred to the City Engineer
for report within the customary two weeks.
The communication from Acting Chief of Police Hodgkinson asking
that Ordinance No. 216 be amended to enable him to trop people from
dressing and undressing in tents on the beach was considered, and on
motion of Councilman Claire seconded by Councilman Hilmer and carried,
the communication was referred to the Police Committee and City Attorney
for report.
' On motion of Councilman Ellsworth seconded byCouncilman Claire
and carried, the communication from the Pacific Coast Building Officials
Conference was filed.
On motion of Councilman Ellsworth seconded by Councilman
Williamson and carried, the communication from the American Legion and
B. P. 0. Elks of Santa Ana in regard to Flag Day, June 14th, was referred
to the American Legion for any action they wished to take.
On motion of Councilman Williamson seconded by Councilman
Ellsworth and carried, the communication from the Newport Harbor Chamber
of Commerce in regard to their noonday meeting June 5th was filed.
The communication from M. G. Grace complaining of the Police
Dept. on Memorial Day was considered, and on motion of Councilman
Williamson seconded by Councilman Claire and carried, the communication
was referred to the Chief of Police for his information and acknowledge-
ment.
On motion of Councilman Claire seconded by Councilman Ellsworth
and carried, the communication from H. F Metcalf in regard to ocean
front Lots A and B was referred to the City Attorney to place with other
communications he has on the same matter.
The application of Geo. Leonard and Robt. M. Ferrell for
permission to operate a flying boat on Newport Bay was considered, and on
motion of Councilman Claire seconded by Councilman Ellsworth and carried,
the Chair was instructed to appoint a committee of two members of the
Council and one outside to investigateand report at the next meeting.
The committee appointed is Harbor Master Jay, Councilman Williamson and
Ellsworth.
On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the petitions signed by a number of property owners abutting
the Speedway in Block 18, Section j•, Balboa Island, asking to have the
Speedway shaled, was referred to the City Engineer for investigation and
report.
On motion of Councilman Ellsworth seconded by Councilman Hilmer
and carried, the request of City Treasurer Gant for transfer of $1,000.00
from account No. 449 to account No. 501, and $600.00 from unappropriated
current expense fund to account No. 501 to pay for work done on the
wharves, was granted.

UNFINISHED BUSINESS
City Attorney Thompson stated he found we already had an
ordinance in regard to cleaning up vacant property, and it would not
be necessary to pass the ordinance which was given the first reading at
the last meeting.
ORDINANCE N0. 345, entitled:
AN ORDINANCE AMENDING ORDINANCE NO. 152 OF THE CITY
OF NEWPORT BEACH, BEING AN ORDINANCE OF THE CITY OF
NEWPORT BEACH PROVIDING FOR THE APPOINTMENT OF A BUILD-
ING INSPECTOR AND ASSISTANT BUILDING INSPECTORS, AND
PROVIDING RULES AND REGULATIONS GOVERNING THE ERECTION
OF BUILDINGS IN THE CITY OF NEWPORT BEACH, AND PROVID-
ING A PENALTY FOR ALL VIOLATIONS THEREOF
came up for final passage, was considered, the roll was
called and the ordinance passed by the following vote:
AYES, Councilman Hilmer, Claire, Ellsworth, Williamson,
Johnson.
NOES, Councilmen None.
ABSENT, Councilmen None.
City Attorney Thompson reported that as far as he could
find from the City records the Smith & Mc Farland lease is still in
full force and effect, the landing only having been.taken over by the
City.
The minutes of August 1, 1927 state that all papers in
regard to the landings were turned over to the City Attorney for a
complete report at the next meeting which was not done, and on motion
of Councilman Ellsworth seconded by Councilman Claire and carried, the
City Attorney was instructed to take the necessary steps to procure
the papers mentioned and report on same at the next meeting.
City Attorney Thompson stated that it was not necessary for
the City to carry liability insurance on the piers.
NEW BUSINESS
On motion of Councilman Williamson seconded by Councilman
Hilmer and carried, the demands having been signed and approved by the
`Finance Committee, were allowed and warrants to be drawn for same.
There being no further business on motion of Councilman
Hilmer seconded by Councilman Claire and carried, the meeting adjourned
to 7:30 o'clock P. M. on Monday, June 11, 1925.

adjourned session at 7 :30 o'clock P. M. on above date. The meeting
was called to order by Mayor Johnson.
The roll was called showing the full Council present.
The minutes of the previous meeting were read and approved.
Councilman Hilmer reported that Mr. Makosky had offered the
use of his garage free of charge for storing the fire truck, and on
motion of Councilman Ellsworth seconded by Councilman Claire and
carried, the report was accepted and the Clerk instructed to write
to Richardson and Sromgold to that effect and thank them for the use
of their garage.
