BEACH GRANTING A '+iRITTEN LICENSE TO GEORGE C. HIKER, GRANTING
HIM THE EXCLUSIVE PIER RIGHTS TO HAVE AND SELL LIVE BAIT ON
THAT CERTAIN PIER OFINED BY THE CITY OF NEWPORT BEACH, BEING
THE STRUCTTRE ACC�UIRED FROk, THE SOUTHERN PACIFIC RAILROAD
CO_-dPANY, BY THE FUNDS OF MUNICIPAL IMPROVEMENT DISTRICT NO.
2 OF THE CITY OF NEdPORT BEACH, FOR A PERIOD OF THREE YEARS,
UPON CERTAIN CONDITIONS SET FORTH IN A WRITTEN CONTRACT THIS
DAY PRESENTED TO THE CITY COUNCIL, AND AUTHORIZING THE MAYOR
OF SAID CITY END THE CITY CLERK OF SAID CITY TO EXECUTE SAID
CONTRACT FOR SAID CITY.
The Resolution was read, considered, designated RESOLUTIOr: JO.
46'6 and upon call of the roll passed by the following vote:
AYES, Councilmen Hilmer, Claire, Williamson, Johnson.
NOES, Councilmen None.
ABSENT, Councilman Ellsworth.
The lease of William Howard covering the Newport City Dump
Ground was considered, and Councilman Vlilliamson introduced a Resolution
entitled:

BEACH GRANTING A WRITTEN LICENSE TO l7ILLIAD HOWARD OF NEWPORT
BEACH, TO OPERATE THE CITY DUMP GROUNDS FOR A PERIOD OF ONE
YEAR, UPON CERTAIN CONDITIONS SET FORTH IN A 1,aITTEN CONTRACT,
THIS DAY PRESENTED TO THE CITY COUNCIL, AND AUTHORIZING THE
MAYOR OF SAID CITY AND THE CITY CLERK OF SAID CITY TO EXECUTE
SAID CONTRACT FOR SAID CITY.
The Resolution was read, considered, designated RESOLUTION NO.
469 and upon Dall of the roll passed by the following vote:
AYES, Councilmen Hilmer, Claire, Williamson, Johnson.
NOES, Councilmen None.
ABSENT, Councilman Ellsworth.
.1. L. Jordan referred to nails sttcking up in the board
cidewalk on the ocean frobt between Main and Palm Streets, on which a
lady fell and injured her wrists, and the Street Department were
instructed to investigate and remedy it.
There being no further business on motion of Councilman Hilmer
seconded by Councilman Williamson and carried, the meeting adjourned
Sine Die. n

City Hall, Newport Beach, Aug. 6, 1925.
The City Council of the City of Newport Beach met in regular
session at 7:30 o'clock P. io:. on above date. The meeting was called
to order by Mayor Johnson.
The roll was called showing the full Council present.
The minutes of the previous meeting were read. and approved as
read.
The reports of the heads of the departments were read and. on
motion of Councilman Claire seconded by Councilman Ellsworth and carried
the reports were accepted and filed.
-The matter of discontinuing the weather station on Corona Del
liar was considered, and on motion of Councilman Claire seconded by
Councilman Williamson and carried, the Chair was instructed to appoint
a committee of one to investigate the matter of City owned property at
the weather station and. report at the next meeting. Councilman Hilmer
was appointed as the Committee.
Councilman Hilmer referred to a number of gasoline stations
having been installed in the parkways or on the sidewalk in different

parts of town which he thought should be prohibited
at least without a
permit. The matter was discussed and on motion of
Councilman Hilmer
seconded by Councilman Claire and carried, the Chair
was instructed to
appoint a committee to investigate and report back, as
soon as possible.
The Committee appointed is the Street Committee and
City Attorney.
The matter of the oil conditions around the
derricks in West
Newport was considered, and on motion of Councilman
Hilmer seconded by
Councilman Claire and carried, the Police Department
were instructed
to back up the Fire Chief in his efforts to correct
the oil conditions
in West Newport.
Robert W. Wray of the State Board of Health
made a verbal
complaint of the unsanitary manner in which the fish
were being sold
on the beach. The matter was considered and on motion
of Councilman
Claixe.,seconded by Councilman Ellsworth and carried,
the Chair was
instructed to appoint a committee-of three to investigate the method of
handling the fish markets at Redondo Beach and also to take up the
matter with the fishermen collectively and report their action to the
Health Department. The Committee appointed is Dr. G. K. Grundy and
the Police Committee.
Mrs. J. H. Summers made a verbal request that the city provide
some rest rooms in the west end of town, and also thought there should
be a branch library here. The matter was discussed and on motion of
Councilman Claire seconded by Councilman Hilmer and carried, the matter
of rest rooms was referrea to the Street Committee for investigation
and report.
On motion of Councilman• Claire seconded by Councilman Hilmer
and carried, the Clerk was instructed to notify the Library Board of
Mrs. Summers request for a branch library in West Newport.
The communications were read and acted upon as follows:
Two petitions were presented with about SO signatures attached
asking that the fishing boat license be reduced. The matter was
discussed by some of the fishermen present, and on motion of Councilman
Claire seconded by Councilman Ellsworth and carried, the Chair was
instructed to appoint a committee of two to confer with all the boat
interests in regard to the license for the next license year and report
back to the Board. The Committee appointed is City Attorney Thompson
and Councilman Williamson. '
The resignation of J. E. Hurley was read and on motion of
Councilman Claire seconded by Councilman Hilmer and carried, the
resignation was accepted.
On motion of Councilman Claire seconded by Councilman Ellsworth
and carried, the invitation to attend the opening of the net: bank at Balboa
was filed.
The request of City Auditor Gant for transfer of funds to cover
a demand of the Newport Harbor Chamber of Commerce was laid over for
future consideration.
The request of the Newport Harbor Chamber of Commerce for
transfer of $200.)0 from unused accounts to the expense of advertising a
street dance at Newport Beach was considered, and on motion of Councilman
Claire seconded by Councilman Williamson and carried, the transfer was
allowed.
On motion of Councilman Williamson seconded by Councilman Claire
and carried, the appropriation of the Newport Harbor Chamber of Commerce
for expenses of advertising from August 15th to Sept. 15th amounting to
$2435.00 were allowed.
A petition signed by 10 property owners around the West Newport
Pool, asking that the pool be made into a marine garden, was considered,
and on motion of Councilman Claire and seconded by Councilman Hilmer
and carried, the matter was referred to the Planning Commission.
•On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the application of H. R. Putnam for a position in the Fire '
Department was referred to the Fire Chief.
The request of R. F. Riley for a temporary water connection at
Ocean Boulevard and Bushard Street was considered, and on motion of
Councilman Hilmer seconded by Councilman Ellsworth and carried, the
request was denied on legal. grounds it being outside the city.
On motion of Councilman Claire seconded by Councilman Williamson
and carried, the communication from Franklin G. Flest in regard to his
bill on tideland suits, was referred to the City Attorney for investigation:
The communication from Clyde E. Ellis offering to sell the City
160 acres of water- bearing land was considered, and on motion of
Councilman Williamson seconded by Councilman Claire and carried, the
matter was referred to the water Superintendent and dater Committee for
investigation and report.

On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the invitation of the Missman Radio Co. to visit their
booth at the Exposition at Long Beach, was filed.
The communication from ;ars. T- S. Porter, Secy. of the Library
Board asking the disposal of the old library builaing and the first
unit of the new building constrtictod was considered, and inasmuch as
the City does not have a deed to the property, on motion of Councilman
Claire soconded by Councilman Williamson and carried, the City Attorney
was instructed to start suit to acquire title to the Library site.
On motion of Councilman Hilmer seconded. by Councilman Ellsworth
and carried, the City Clerk was instructed to inform the Library Board
that action was being started to procure the deed to the property so
the title can be transferred when sold.
The matter of a sale price for the library property was
considered, and on motion of Councilman Williamson seconded by
Councilman Claire and carried, the Chair was instructed to appoint a
committee of three real estate men to appraise the property and report
back, at the next'meeting. The Committee appointed is Councilman
Williamson, U. L. Jordan and L. W. Briggs.
On motion of Councilman Hilmer seconded by Councilman Ellsworth
and carried, the application of Jos. A. Allard, Jr. for permission to
construct a pier in front of Lot 1, Block 2, Section 4, Balboa Island
was granted subject to the will of the Board.
On motion of Councilman Hilmer seconded by Councilman Claire
and carried, the request of Allen C. Steele for permission to construct
a ldndinq float in front of the boathouse of the Palisades Club, was
granted- aubjevt to'.t.he will of the Board.
The communication from 0. A. Ozenne asking permission to
construct a live bait retaining tank along the side of the Newport pier
was considered, and on motion of Councilman Claire seconded by Councilman
Williamson and carried, the matter was referred to the Street Committee
and City Engineer for investigation and report.
The communication from Franklin G. West presenting deeds from
the Bay Island Club'to tidelands around Bay Island, but reserving the
beneficial rights to same, were considered, and on motion of Councilman
Hilmer seconded by Councilman Claire and carried, the offer and deeds
were declined.
UNFINISHED BUSINESS
Councilman Hilmer stated that he thought the matter of
replacing the Balboa Island bridges should be started, and on his
motion seconded by Councilman Ellsworth and carried, the City Attorney
was instructed to start proceedings for the construction of the bridges
on Balboa Island, the assessment district to take in Balboa Island only.
The demand of Paul E. Kressly for $75.00 covering work in
connection with the tideland suits was considered, and on motion of
Councilman Williamson seconded by Councilman Claire and carried, the
demand waslaid mn the table for one week.
NE17 BUSINESS.
City Engineer Patterson suggested selling the bonds voted for
the widening of Central Avenue in Mfanicipal Improvement District No. o,
as he did not think the Pacific Electric Railway Co. would do anything
until the bonds were sold. The same was discussed and on motion of
Councilman Yfilliamson sedonded by Councilman Ellsworth and carried,
the matter was referred to the City Engineer, City Attorney and C. H. Way
to investigate and make a report on same.
Councilman Claire referred to the license of 0. A. Ozenne paid for
Apiil 2, 1925 and which he understood he was to get a rebate for when
the new ordinance went into effect. The matter was considered and on
motion of Councilman Claire seconded by Councilman Williamson and
carried, the Finance Committee and Treasurer were instructed to investigate
the matter and report at the next meeting.
On motion'of Councilman Williamson seconded by Councilman Claire
and carried, the demands having been signed and approved by the Finance
Committee were allowed and warrants to be drawn for same.
There being no further business on motion of Councilman Claire
seconded by Councilman Ellsworth and carried, the meeting adjourned to
