City Hall, Newport Beach, August 132 1928.
The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. ice. on above date. The meeting
was called. to order by Mayor Johnson.
The roll was called showing the full Council present.
The minutes of the previous meeting were read and approved as
read.'
Councilman Hilmer reported that there was no city property at
the weather station on Corona Del Mar, and on motion of Councilman Claire
seconded by Councilman Williamson and carried, the report was accepted
and filed and the Committee disdharged.
Councilman Hilmer also reported there was 7 gasoline pumps
located on public property, four had obtained permits, one had obtained
an oral permit or minute resolution, and two had no permit at all, and
he thought we should have an ordinance governing same. The matter
was considered and on motion of Councilman Claire seconded by Councilman
Williamson and carried, the report was accepted.
On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the City Attorney was instructed to draw up an ordinance
covering the handling, sale and storage of all hyaro- carbon'fluids.
Councilman Ellsworth reported for the Street Committee that
there was no funds at present to provide rest rooms at West Newport
unless they wished to form an assessment district for that purpose.
The matter was considered and on motion of Councilman Claire seconded by
Councilman Williamson and carried, the report was accepted.
Councilman Williamson reported that the Committee had gone
over the fishing boat license and decided they only needed one 15.00
license for charter boats, and on motion of Councilman Claire seconded
by Councilman Ellsworth and carried, the report was accepted.
The library appraisal committee report was read placing a
valuation of $2,70.00 on the present library site. The matter was
considered and on motion of Councilman Claire seconded by Councilman
Ellsworth and carrie(�) the report was accepted.
City Engineer Patterson reported that the Pacific Electric
Railway Co. had submitted the matter of improvements in Municipal
Improvement District No. 6 to their Board of Directors and would have
to await their reply. On motion of Councilman Claire seconded by
Councilman Ellsworth and carried,the report was accepted.
The Finance Committee reported that 0. A. Ozenne tool: his boat
license a month before the new license ordinance went into effect, and
the City Attorney stated that the license money could not legally be
refunded unless there was an agreement to that effect at the time the
license was paid. The matter was considered and on motion of Councilman
Claire seconded b,r Councilman Hilmer and carried, the report was accepted
subject to the City Attorneys opinion.
The communications were read and acted upon as follows:
The request of F. R.'Trotter, City Clerk of Pomona asking
permission to string a banner across the street at the intersection of
Newport Road and the State Highway, was considered, and on motion of
Councilman Hilmer seconded by Councilman Williamson and carried, the
request was granted, the work to be directed by the Street Superintendent.
On motion of Councilman Williamson seconded by Councilman Claire
and carried, the telegram from the University of Southern California in
regard to a public administration short course was filed.
The communication from J. A. Beek and L. 11. Briggs asking that
proper legislation be enacted for furnishing them with crater on their
Island which is outside the city, was considered, and on motion of
Councilman Hilmer seconded by Councilman Ellsworth and carried, the City
Attorney was instructed to draw up an ordinance declaring that the City
has an excess of water.
On motion of Councilman Ellsworth seconded by Councilman
Williamson and carried, the communication from the Pacific Coast Assn. of
Fire Chiefs in regard to their convention was filed.
On motion of Councilman Hilmer seconded by Councilman Claire and
carried, the communication from John E. Conzelman, Engineer for Lido Isle
asking that the developemenf work be gotten under way as soon as possible
after the map is recorded, was referred to the City Engineer for attention.
A petition signed by 24 residents of Corona Del i.,ar asking
protection to the trees,'shrubs and grass recently planted, and also to
prohibit parking automobiles on the south side of Ocean Boulevard, was
considered, and on motion of Councilman Hilmer seconded. by Councilman

Williamson and carried, the matter was referred to the Police and Street
Committees for investigation and a recommendation.
UNFINISHED BUSINESS.
The demand of Paul E. Kressly for'seirvices rendered in the
tideland. suits amounting to $75.00 was considered, and on motion of
Councilman Hilmer seconded by Councilman Williamson and carried, the
demand was allowed and warrant to be drawn for same.
NE';! BUSINESS.
The map of Lido Isle was discussed at length, the map showing
all street ends as community property whereas the map'previously presented
to the Board showed the street ends to be dedicated. It was finally
decided that the City woula approve the map when presented with 6 of the
street ends deaieated.

There being no further business on motion of Councilman Claire
by Councilman , Villiamson and carried, the meeting adjourned

' Pursuant to call thereof by the Mayor of the City of Newport
Beach and notice delivered to each member at least three hours before
the time specified for the meeting, the City Council met at the place
and on the date above mentioned at 7:30 o'clock P. M. The meeting was
called to order by Mayor Johnson.
The roll was called showing all members present except
Councilman 'Jilliamson who came in later.
The call was read and the Council proceeded to consider the
matter for which the meeting was called, viz, the consideration of the
Lido Isle Map in preparation for its approval.
11m. Clark Crittenden and Attorney John J. Wilson for the Title
Insurance & Trust Co. were present and presented objections to aedicating
the six street ends as agreed upon at the last meeting'. Different plans
were presented for keeping the street ends as Community property which
were discussed at length, and on motion of Councilman Ellsworth seconded
by Councilian Claire and carried, the map was not to be approved until
such time as the six street ends were dedicated.
