City Hall, Newport Beach, Sept. 7, 1928.
The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. M. on above date. The meeting was
called to order by mayor Johnson.
The roll was called showing all members present except Councilman
Hilmer.
The minutes of the previous meeting were read add approved
as•read.
The communications were read and acted upon as follows:
The communication from Stephen B. Dexter, President of the
Golden State Holding Co. asking for a permit to fill in Lots 1 and
in Tideland Location No. 267 was considered, and on motion of Councilman
Claire seconded by Councilman Ellsworth and carried, the permit was
denied as it would be detrimental to our harbor development.
On motion of Councilman Claire seconded by Councilman Williamson
and carried, the-request of John Forster for transfer of his business
licenses No. 17 and 15 to Korft & Palmer, was granted.
On motion of Councilman Williamson seconded by Councilman Claire
and carried, the demand-of R. D. Crenshaw & Co. for $155.00 for auditing
the City books, was allowed and warrant to be drawn for same.
As one member of the Finance Committee was absent Layor Johnson
appointed Councilman Ellsworth to act on the Finance Committee for the
evening.
On motion of Councilman Claire seconded by Councilman Williamson
and carried, the communication from Redfield, Van Evera & Co. in regard
to Mattoon Act bonds was filed.
NEW BUSINESS.
Mr. Bowman representing the 71. S. Sparr interests presented a
sketch and a large picture of some improvements they wished to make on
Corona Del Liar which would require the abandonment of certain portions
of some streets, and they would dedicate a new plat for same. The
matter was discussed and on motion of Councilman Ellsworth seconded by
Councilman Claire and carried, the matter was referred to the Planning
Commission for consideration.
The Ivap of Tract No. 907 known as 'Liao Isle was presented to
the Council for approval by John J. yJilson, Attorney for the Title
Insurance & Trust Co. The same was discussed thoroughly and on motion
o,y0 ouncilman Williamson seconded by Councilman Claire and carried,
the Map was approved and the Clerk authorized to sign the same when the
deed and leases to Lots A to P as shown on the ;`ap, have been properly
presented.
There being no further business on motion of Councilman
Ellsworth seconded by Councilman Claire and carried, the meeting adjourned
to 7:30 o'clock P. M. on Monday, Sept. 10, 1925.

Councilman Hilmer•reported•in regard to the drainage C.itch from
the Santa Ana Sugar Plant; that he had taken up the matter with the
County Health Officer and he said it should be taken up with the State
Board of Health, but City Engineer Patterson wanted to see i..r. Goudey
in Los Angeles first. No action was taken an same at this time.

Councilman Ellsworth reported there had been no meeting of the
Committee on tine harbor bond election as the appointments were not all
made from some of the other organizations, but expected they would be
in a few days. No action was taken at this time.
The communications were read and acted upon as follows:
The communication from Ira R. u,orrison, City Clerk of Chico,
asking us to assist in amending the Gasoline Tax Law to enable the
cities to get some revenue from the gasoline tax, -as considered, and
on motion of Councilman Hilmer seconded by Councilman Ellsworth and
carried, the Clerk was instructed to sign the card accompanying the
communication stating that we were interested in the matter, and return
' to kr. Morrison.
The communication from G. W. Kitzmiller stating that some of
the serer man holes in the alleys on Balboa Island were above grade and
some of the curbs in driveways were not properly constructed, was
considered, and on motion of Councilman Claire seconded by Councilman
Hilmer and carried, the matter was referreu to the Street Superintendent
for investigation and report.
The comir.unication from G. W. Kitzmiller objecting to Balboa
Island alone paying for the bridges to be constructed there was considered
and on motion of Councilman Claire seconded by Councilman Ellsv.,orth and
carried, the communication was filed.
UNFINISHED BUSINESS.
This being the time set for hearing protests on assessments
made covering the work done by Lee R. Weber of portions of Goldenrod
Avenue, Corona Del Mar, under Resolution of Intention No. 450 passed
on the 14th day of February, 1928, and certain protests having been
filed with the City Clerk in said matter, all of said. protests were
presented to and considered by the City Council, and all persons
desiring to be heard in the matter of said protests ;,ere heard by said

which motion was seconded by Councilman Ellsworth and carried
by the following vote:
AYES, Councilmen Hilmer, Claire, Ellsworth, Johnson.
NOES, Councilmen None.
ABSENT, Councilman 17illiamson.
There being no further business on motion of Councilman Claire
seconded by Councilman Ellsworth and carried, the meeting adjourned to
7:30 o'clock. P. L. on Monday, September 17, 1925.

City Engineer Patterson reported in regard to the drainage ditch
from the Santa Ana Sugar Factory, that Health Officer Dr. G. Y:. Grundy
was -oi.ng to take the matter up with tle State Health Department.
Hr. Patterson also reported that there was one manhole on
Balboa Island which was too high and that would be taken care of by the
Street Department.
