Councilman Ellsworth reported there had been no meeting of the
Committee on the harbor bond election as the appointments were not all
made from some of the other organizations, but expected they mould be
in a few days. No action was taken at this time.
The communications were read and acted upon as follows:
The communication from Ira R. L,orrison, City Clerk of Chico,
asking us to assist in amending the Gasoline Tax Law to enable the
cities to get some revenue from the gasoline tax, was considered, and
on motion of Councilman Hilmer seconded by Councilman Ellsrorth and
carried, the Clerk was instructed to sign the card accompanying the
communication stating that we were interested in the matter, and return
' to kr. Morrison.
The communication from G. W. Kitzmiller stating that some of
the server man holes in the alleys on Balboa Island were above grade and
some of the curbs in driveways were not properly constructed) was
considered, and on motion of Councilman Claire seconded by Councilman
Hilmer and carried, the matter was referred to the Street Superintendent
for investigation and report.
The comrr.unication from G. W. Kitzmiller objecting to Balboa
Island alone paying for the bridges to be constructed there was considered
and on motion of Councilman Claire seconded by Councilman Ellsworth and
carried, the communication was filed.
UNFINISHED BUSINESS.
This being the time set for hearing protests on assessments
made covering the work done by Lee R. Weber of portions of Goldenrod
Avenue, Corona Del lar, under Resolution of Intention No. 450 passed
on the 14th day of February, 1925, and certain protests having been
filed with the City Clerk in said matter, all of said protests were
presented to and considered by the City Council, and all persons
desiring to be heard in the matter of said protests were heard by said
Council: WHEREUPON, Councilman Claire moved the adoption of RLSULU'fI0I1
ivo. 472 entitled:
RESOLUTION OVERRULING PROTESTS OR OBJECTIONS TO ASSESSuIENT
APPROVING ASSESSIENT AND ORDERIiOG THE STREET SUPERINTENDENT

which motion was seconded by Councilman Ellsworth and carried
by the following vote:
AYES, Councilmen Hilmer, Claire, Ellsworth) Johnson.
NOES, Councilmen None.
ABSENT, Councilman ffilliamson.
There being no further business on motion of Councilman Claire
seconded by Councilman Ellsworth and carried, the meeting adjourned to
7:30 o'clock P. L. on Monday, September 17, 1925.

The City Council of the City of Newport Beach met in regular

adjourned session at 7:30 o'clock P. :,:. on above date. The meeting
was called to order by layor Johnson.
The roll was called showing all members present except
Councilman Claire.
The minutes of the previous meeting were read and approved
as read.
City Engineer Patterson reported in regard to the drainage ditch
from the Santa Ana Sugar Factory, that Health Officer Dr. G. :,i. Grundy
was going to take the matter up with the State Health Department.
i�r. Patterson also reported that there was one manhole on
Balboa Island :which was too high and that would be taken care of by the
Street Department.

The communications were read and acted upon as follows:
The communication from i::rs. I. V. Ashcroft in regard to painting
the curb red in front of her place was considered, and on motion of
Councilman 1' Jilliamson'seconded by Councilman Ellsworth and carried,
the communication was referred to the Police Committee for investigation
and report.
On motion of Councilman Williamson seconded by Councilman
Hilmer and carried, the communication from Raleibh Arnold in regard to
being retained on the Police Force was referred to the Police Committee
for attention.
The communication from the Lido Isle Development Co. asking that
our City Engineer be authorized to furnish them with preliminary data for
preparing their petition for the improvement wotk on the Island, was
considered, and. on motion of Councilman Williamson seconded by Councilman
Ellsworth and carried, the matter was referred to the City Engineer for
compliance with their request.
On motion of Councilman Ellsworth seconded. by Councilman
Williamson and carried, the request of Dee•;lhitney for transfer of his
business licenses for pool hall, etc.•to Bert Shafer, was granted.
On motion of Councilman Williamson seconded by Councilman Hilmer
and carried, the communication to the Humane Society in regard to abuse
of the horses pulling the fish nets, was referred to the Chief of Police
for his information.
The communication from H. iii. & E. G. Greeley asking for a
contract on the city dump ground was considered, and on motion of
Councilman Williamson seconded by Councilman Ellsworth and carried, the
communication was referred to the Street Committee and Street Superintendent
for a report.

Councilman Ellsworth introduced an ordinance declarinE that
the City of Newport Beach has water in excess of the amount required
by the inhabitants thereof and which could be sold. outside. The Ordinance
=as read, considered, designated Ordinance No. 352, and on motion of
Councilman Hilmer seconded by Councilman Ellsworth and carried, the
Ordinance was passed to the second reading.

The matter of a bond for the Street Superintendent' was considered,
and on motion of Councilman Williamson seconded by Councilman Hilmer. and
carried, the Street Superintendent was requested to furnish a bony; in the
sum of $1,000.00 in case he should fail to see that the laws, ordinances,

orders and regulations relative to the public streets or highways a.re
carried into execution, and his sureties shall be liable for any person
injured in his person or property in consequence of said official
neglect; the premium on said bond to be paid for by the City.
City Engineer Patterson presented a ;uap of the Sparr interests
property on Corona Del �Ar as they proposed to rededicate it. The
matter was considered and on motion of Councilman Ellsworth seconded by
Councilman Williamson and carried, the map was referred to the Planning
Commission.for a recommendation.
E. A. Rfissell referred to the unsightly condition of the two
approaches to the city and thought something should be done to clean up
the west end of the city, as he had some quite extensive improvements
awaiting to come in when it was cleaned up. He stated petitions were
being circulated, and therefore no action was taken at this time.
There being no further business on motion of Councilman Hilmer
seconded by Councilman V.1illiamson and carried, the meeting adjourned
Sine Die.

The City Council of the City of Newport Beach met in regular
session at 7:30 otclock P. t,. on above date. The meeting was called
to order by Mayor Johnson.
The roll was called showing the full Council present.
The minutes of the previous meeting vere read and approved
as read.
The reports of the heads of the departments were read and on
motion of Councilman Claire seconded by Councilman Ellsworth and
carried, the reports were accepted and filed.
City Engineer Patterson reported on the odors arising from our
sewage disposal plant, and on motion of Councilman Claire seconded by
Councilman Ellsworth and carried, the Chair was instructed to appoint
a Committee to investigate and report on some means of overcoming it
at the next meeting. The Committee appointed is Councilmen Ellsworth
and Hilmer and the City Engineer.
Councilman Hilmer reported for the Light Committee that they
thought there should be a change in the office-of Citj Electrician, and
they would recommend that a city electrician be employed to work full
time and the fees for electrical permits to go to the City. The
matter was considered and on motion of Councilman Hilmer seconded by
Councilman Claire and carried, the office of City Electrician was
declared vacant, he to be allowed two weeks vacation from October•lst.
Councilman Ellsworth reported for the Street Committee that
they would recommend that the lease entered into with William Howard
for the City Dump Ground be rescinded and a nevv lease be entered into
with other parties satisfactory to the Street Superintendent. On
motion of Councilman Ellsworth seconded by Councilman Williamson and
carried, the report of the Street Committee was accepted and approved.
On motion of Councilman 'Nilliamson seconded by Councilman
Claire and carried, the Surety Bond of the Street Superintendent in the
sum of $1.,000.00 and approved as to form by the City Attorney, was
accepted.
City Engineer Patterson presented a Surety Bond in the sum of
$1,000.00 from V7illiam Clark Crittenden to indemnify the City against
damages, costs, etc. in the preliminary work for improvements on Lido
Isle. The same was considered and on motion of Councilman Claire
seconded by Councilman Ellsworth and carried, the Bond was accepted.
The communications were read and acted upon as follows:
The bill from H. F. zuakosky of $10.00 for storage of the fire
truck on Balboa Island for the month of September, was considered, and
on motion of Councilman Claire seconded by Councilman Williamson and
carried, the bill was referred to the Fite Committee for a report.
