orders and regulations relative to the public streets or highways are
carried into execution, and his sureties shall be liable for any person
injured in his person or property in consequence of said official
neglect; the premium on said bond to be paid for by the City.
City Engineer Patterson presented a slap of the Sparr interests
property on Corona Del Yar as they proposed to rededicate it. The
matter was considered and on motion of Councilman Ellsworth seconded by
Councilman Williamson and carried, the map was referred to the Planning
Commission.for a recommendation.
E. A. Riissell referred to the unsightly condition of the two
approaches to the city and thought something should be done to clean up
the west end of the city, as he had some quite extensive improvements
awaiting to come in when it was cleaned up. He stated petitions were
being circulated, and therefore no action was taken at this time.
There being no further business on motion of Councilman_ Hilmer
seconded by Councilman Williamson and carried, the meeting adjourned
Sine Die.

City Hall, Newport Beach, Oct. 1, 1925.
The City Council of the City of Newport Beach met in regular
session at 7:30 o'clock P. M. on above date. The meeting was called
to order by Mayor Johnson.
The roll was called showing the full Council present.
The minutes of the previous meeting were read and approved
as read.
The reports of the heads of the departments were read and on
motion of Councilman Claire seconded by Councilman Ellsworth and
carried, the reports were accepted and filed.
City Engineer Patterson reported on the odors arising from our
sewage disposal plant, and on motion of Councilman Claire seconded by
Councilman Ellsworth and carried, the Chair was instructed to appoint
a Committee to investigate and report on some means of overcoming it
at the next meeting. The Committee appointed is Councilmen Ellsworth
and Hilmer and the City Engineer.
Councilman Hilmer reported for the Lioht Committee that they
thought there should be a change in the office-of City Electrician, and
they would recommend that a city electrician be employed to work full
time and the fees for electrical permits to go to the City. The
matter was considered and on motion of Councilman Hilmer seconded by
Councilman Claire and carried, the office of City Electrician was
declared vacant, he to be allowed two weeks vacation from October•lst.
Councilman Ellsworth reported for the Street Committee that
they would recommend that the lease entered into with William Howard
for the City Dump Ground be rescinded and a new lease be entered into
with other parties satisfactory to the Street Superintendent. On
motion of Councilman Ellsworth seconded by Councilman Williamson and
carried, the report of the Street Committee was accepted and approved.
On motion of Councilman Williamson seconded by Councilman
Claire and carried, the Surety 3ond of the Street Superintendent in the
sum of $1,000.00 and approved as to form by the City Attorney, was
accepted.
City Engineer Patterson presented a Surety Bond in the sum of
$1,000.00 from William Clark Crittenden to indemnify the City against
damages, costs, etc. in the preliminary work for improvements on Lido
Isle. The same was considered and on motion of Councilman Claire
seconded by Councilman Ellsworth and carried, the Bond was accepted.
The communications were read and acted upon as follows:
The bill from H. F. n:akosky of $10.00 for storage of the fire
truck on Balboa Island for the month of September, was considered, and
on motion of Councilman Claire seconded by Councilman Williamson and
carried, the bill was referred to the Fite Committee for a report.

On motion of Councilman Williamson seconded by Councilman
Hilmer and carried, the rec.uest of the Newport Harbor Chamber of Commelaa
for appropriations of $200.00 for Navy Day and $687.25 for advertising
expenditures from October 15th to November 15th were allowed.
The Dommunication from the Ner:port Harbor Chamber of Commerce
reporting.on five different projects which their Transportation Committee
recommended, was considered, and on motion of Councilman Claire seconded
by Councilman Williamson and carried, the communication was referred to .
the Street Committee and Street Superintendent for a report.
The communication from the Committee appointed to report on
the further development of the entrance to the harbor, recommending the
appointment of three expert engineers to make a report, was considered,
and on motion of Councilman.Williamson seconded by Councilman Claire

and carried, the City Engineer was authorized to employ the services
of the three engineers mentioned in the report, at not to exceed
$70.00 each to make a report to this Board as to what steps they would
recommend taking for the further development of the entrance to the
harbor.
On motion of Councilman Claire seconded by Councilman Ellsworth
and carried, the communication from W. B. Thomas expressing his
appreciation of the treatment accorded him by-the Camp.Custodian, was
filed.
On motion of Councilman-Ellsworth seconded by Councilman Claire
and carried, the communication from the Fire Chief of Piedmont asking
that our Fire Chief be sent to the convention, was filed.
The communication from the Board of Directors of the Christian
Science Church asking the abandonment of the alley parallelling their
property in East Newport) was considered, and on motion of Councilman
111illiamson seconded by Councilman Claire and carried, the communication
was referred to the Street Committee to report on at the next meeting.
On motion of Councilman_ Claire seconded by Councilman Williamson
and carried, the communication from Stephen B. Dexter in regard to
Lots 1 and 2 in Tideland Location No. 267, was filed.
The communication from the Newport Boat Builders asking
permission to do some dredging for T. E. Hammond on Bay Island, was
considered, and on motion of Councilman Ellsworth seconded by Councilman
Claire and carried, the communication was referred to the City.Engineer
for investigation and report.

On motion of Councilman Claire seconded by Councilman Williamson
and carried, the communication from Vt. ;L. Dickie, Director of Public
Health asking that the traveling expenses of our Health Officer be
allowed to the League of California Municipalities Convention at San
Bernardino, was referred to the Health Officer for his information
and action.
On motion of Councilman Hilmer seconded by Councilman Claire
and carried, the request of Building Inspector Fenelon to be sent as r.
delegate to the Builders Qonvention at Fresno, was allowed providing
he pay his own expenses.
The application of Geo. Foltz for appointment as City Electrician
was considered, and on motion of Councilman Hilmer seconded by Councilman
Claire and carried, Mr. Foltz was appointed City Electrician at a
salary of $150.00 per month, and all inspection fees to be paid to the
City.
On motion of Councilman Claire seconded by Councilman Williamson
and carried, the invitation of the Santa Ana Chamber of Commerce to a
harbor meeting in the American Legion Hall, Santa Ara on Oct. 3, was filed.
On motion of Councilman Williamson seconded by Councilman Claire
and carried, the communication from the Hotel at Del L:onte in regard
to getting the League of Calif. Municipalities Convention in 1929, was
filed.
The petition of Philip Lutz against the oil derricks and
Refinery in West Newport was laid on the table pending other petitions I
to come in later.
The communication from Fire Chief Crocker in regard to increasing
the radius of the curb on Washington and Bay Avenues, and on Cypress
and Bay Avenue, was considered, and on motion of Councilman Hilmer
seconded by Councilman Ellsworth and carried, the matter was referred to
the City Engineer.
UNFINISHED BUSINESS.
Councilman Claire introduced an Ordinance establiching a City
Planning Commission and providing for their powers and duties.
The Ordinance was read, considered, designated Ordinance iio. 353
and on motion of Councilman Claire seconded by Councilman Williamson and
carried, was passed to the second reading.

On. motion of Councilman Williamson seconded by Councilman Claire
and carried, the demands which were in proper form and signed and
approved by the Finance Committee, were allowed and warrants to be
drawn for same.
There being no further business on motion of Councilman Claire
seconded by Councilman Williamson and carried, the meeting adjourned to
7 :30 o'clock P. la. on Tuesday, October 2, 1925.

The City Council of the City of Newport Beach met in regular
adjourned-session at 7 :30 o'clock P. M. on above date. The meeting
was called to order by Mayor Johnson.
The roll was called showing the full Council present.
As the minutes of the previous meeting were not written up, on
motion of Councilman Williamson seconded. by Councilman Ellsworth and
carried, the minutes were dispensed with.
Councilman Ellsworth reported that the Committee would
recommend a Chlorinating Plant for the sewage tank; and on his motion
seconded by Councilman Hilmer and carried,-the City Engineer was
authorized to install a Chlorinating Plant for the Imhoff Tank at the
sewage disposal plant of the City.
Counbilma.n Ellsworth asked for more time on other matters
referred to the Street Committee which was granted..

being taken was passed by the following vote which is four- fifths of
all the members of the Board of Trustees:
