City Hall, Newport Beach, April 22, 1929
The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. M. on above date. The meeting
was called to order by Mayor Johnson.
The roll was called showing all members present except
Councilman P. B. Ellsworth.
The minutes of the previous regular meeting and of the special
meeting of April 15th were read and approved as read. '
The communications were read and acted upon as follows:
A petition signed by 27 out of the 30 lot owners in Blocks
13 and 14 of Section 4, Balboa Island, facing Marine Avenue, offering
to give 10 feet from the front of their lots for the purpose of widening
Earine Avenue 20 feet, was considered, and on motion of Councilman
Hilmar seconded by Councilman Williamson and carried, the matter was
referred to the City Attorney for any action he thinks desirable.
On motion of Councilman Williamson seconded by Councilman
Claire and carried, the r @quest of Singleton Smith for permission to
construct a pier in front of Lots 1 and 2, Block 6, Section 1, Balboa
Island, was referred to the City Engineer for the customary two weeks.
The communication from the Newport Harbor Chamber of Commerce
asking for better telephone service at the City Hall was considered,
and on motion of Councilman Williamson seconded by Councilman Claire
and carried, the City Clerk was authorized to install additional
telephone service for the City Hall.
The communication from Clare Germain in regard to putting a
name plate on "E" Street, Balboa and also objecting to the way cars park
there, was considered and on motion of Councilman Claire seconded by
Councilman Williamson and carried, the matter was referred to the
Police and Street departments for investigation.
The communication from A. B. Clevidence in regard to the
alley along the Pacific Electric right -of -way in West Newport was
considered, and on motion of Councilman Claire seconded by Council-
man Williamson and carried, the letter and petition was referred to '
the CityAttorney to get some action in regard to opening up the alley
from 37th Street to the West City limits.
On motion of Councilman Claire seconded by Councilman
Williamson and carried, the reouest of H. "I. Viiemers for permission
to construct five marine ways in front of Lots 14 and 15 in Block 220
Section A, was referred to the City Engineer and if found practical to
grant the permit.
The communication from Mr. Austin offering his services in
connection with our airplane landing field was considered, and on
motion of Councilman Claire seconded by Councilman Hilmar and carried,
the communication was referred to the Airport Committee.
On motion of Councilman Williamson seconded by Councilman
Claire and carried, the application of Lou Schneider for License to
rent ponies and goats at Palm and Ocean Front, was referred to the
Health Officer for a report.
On motion of Councilman Claire seconded by Councilman Hilmar
and carried, the communication from Cd. S. Sparc appointing H. C. Bowman
as his representative for any conditions respecting his property on
Corona Del Mar, was referred to the Planning Commission for their
information.
NEW BUSINESS
On motion of Councilman Williamson seconded by Councilman
Hilmer and carried, the demand of Lew H. Wallace for expenses to I
Sacramento in regard to Harbor Bill No. 5, having been signed and
approved by the Finance Committee was allowed and warrant to be drawn
for same.
Councilman Claire stated that the property owners on Main
Street, Balboa, would like to have part of the lights on that street
left burning all night during the busy season. The matter was con-
sidered and on motion of Councilman Claire seconded by Councilman
Hilmar and carried, the City Electrician was instructed to burn the
canopy lights on Main Street up to 5 o'clock A. M. until further
notice.
City Engineer Patterson presented a Resolution entitled:

BEACH AUTHORIZING THE CITY ENGINEER TO MAKE APPLICATION
TO THE UNITED STATES DISTRICT ENGINEER FOR A PERMIT TO
CONSTRUCT GROINS IN THE ENTRANCE CHANNEL TO NEWPORT BAY
AND WEST OF THE WEST JETTY, AND THE DREDGING OF THE
ENTRANCE CHANNEL.
The Resolution was read, considered, designated RESOLUTION No.
499 and upon call of the roll passed by the following vote, to -wit:
AYES, Councilmen Hilmer, Claire, Williamson, Johnson.
NOES, Councilmen None.
ABSENT, Councilman P. B. Ellsworth.
City Engineer Patterson also presented a Map showing the
dredging proposed to be done in the harbor entrance as contemplated by
the bond election to be called soon, which was discussed, and on motion
of Councilman Williamson seconded by Councilman Claire and carried, the
City Engineer was instructed to make application to the United States
District Engineer for a permit to do the dredging proposed.
H. L. Sherman presented a budget of expenditures necessary
for the new library under construction amounting to a total on building
and furnishings of $7,000.00. The matter was considered and on motion
of Councilman Williamson seconded by Councilman Claire and carried, the
budget amounts not to exceed the various amounts stated in the list
were authorized.
The matter of insurance of the new library building was
considered and on motion of Councilman Williamson seconded by Councilman
Claire and carried, the City Auditor was instructed to obtain $6,000.00
fire insurance on the new building with the "Under construction" clause
and the 70% reduced rate average clause.
On motion of Councilman Williamson seconded by Councilman
Claire and carried, the request of Anna B. Davis for transfer of her
business license No. 362 to Mrs. Susan C. Huffman was granted.
There being no further business on motion.of Councilman
Williamson seconded by Councilman Claire and carried, the meeting ad-

The City Council of the City of Newport Beach met in regular
adjourned session at 7 :30 o'clock P. 11. on above date. The meeting was
called to order by Mayor Johnson.
The roll was called showing all members present.
The minutes of the previous meeting were read and approved as
read.
By request, City Attorney Thompson presented a written
opinion in regard to the passage of ordinances, and on motion of
Councilman Ellsworth seconded by Councilman Claire and carried, the
same was filed.
The report of Health Officer Grundy recommending that the
license be granted for renting ponies and goats at Palm and Ocean front
providing it complied with the ordinance in regard to location. The
matter was considered and on motion of Councilman Ellsworth seconded by
Councilman Claire and carried, the Chair was instructed to appoint a
committee to look up the ordinance in regard to the location. The
