City Hall, Newport Beach, May 6, 1929
The City Council of the City of Newport Beach met in regular adjourrr. d
session at 7 :30 o'clock P. M. on above date. The meeting was called
to order by Mayor Johnson.
The toll was called showing the full Council present.
The minutes of the previous meeting were read and approved
as read.
The reports of the heads of the departments were read and
on motion of Councilman Claire seconded by Councilman Ellsworth and
carried, the reports were accepted and filed.
City Engineer Patterson reported that the pier at the north
end of Garnet Street, Balboa Island was on city property and in bad
shape, but the party claiming it would try and have it repaired shortly
if permitted to do so. The matter was discussed and on motion of
Councilman Claire seconded by Councilman Hilmer and carried, the
Street Superintendent was instructed to remove the pier as soon as
convenient.
The communications were read and acted upon as follows:
The communication from the League of California Municinalities
recommending the adoption of the uniform building code was considered,
and on motion of Councilman Ellsworth seconded by Councilman Claire and
carried,the matter was referred to the Building and Electrical Inspec-
tors for a report.
On motion of Councilman Claire seconded by Councilman Ellsworth
and carried the request of Fred Rigdon for transfer of his business
license No. 166 to G. M. Rice was granted.
On motion of Councilman Claire seconded by Councilman Ellsworth
and carried, the request of R. B. Pegram for transfer of his business
license No. 144 to E. N. Workman at 115 Main Street, Balboa, was granted.
On motion of Councilman Ellsworth seconded by Councilman Claire
and carried, the application of Alice 0. Long for license to operate a
Restaurant and lunch counter at 129 - 27th Street, Newport Beach was
granted.
The communication from the Balboa Pharmacy asking a change in
their lease at Balboa, and lower rent, was considered, and on motion of
Councilman Claire seconded by Councilman Ellsworth and carried, the
Clerk was instructed to notify them that the lease was drawn up ready
for their signature and the rent was long past due.
The Resolution from the N. C. T. U. asking the closing of
dance halls at 12 o'clock midnight and that no girls under 18 years of
age be allowed to attend the dance halls without being chaperoned, was
considered and on motion of Councilman Ellsworth seconded by Councilman
Claire and carried, the communication was referred to the Chief of
Police and City Attorney for further information.
The request of the Nerinort Harbor Chamber of Commerce for
transfer of funds and a request for appropriations for advertising
from May 15th to June 15th amounting to '0865.00 was considered, and on
motion of Councilman Ellsworth seconded by Councilman Hilmer and
carried, the transfers and appropriations were allowed.

On motion of Councilman Ellsworth seconded by Councilman
Claire and carried, the request.of Water Superintendent Patterson fox
transfer of $904.63 from various accounts to other accounts in his
budget, was Eranted.
UNFINISHED BUSINESS.
The contracts with the Ne oort Beach Boat Builders, Inc. for
dredging approximately 20,000 cubic yards of sand from the harbor
entrance, were presented by City Engineer Patterson and on motion of
' Councilman Ellsworth seconded by Councilman Claire and carried, the
City Attorney was given one week's time to check over the contracts.
NEW BUSINESS.
The request of City Treasurer Gant for transfer of accruals
on seven different assessments to the 1915 act assessment fund was
considered, and on motion of Councilman Claire secnnded by Councilman
Hilmer and carried, the transfers were allowed.
On motion of Councilman Williamson seconded by Councilman
Claire and carried, the demands as signed and approved by the Finance
Committee were allowed and warrants to be drawn for same.
On motion of Councilman Claire seconded by Councilman Hilmer
and carried, that part of the office of Chief of Police making him the
head of the Life Guard Service was declared vacant.
On motion of Councilman Claire seconded by Councilman Ellsworth
and carried, Fire Chief Crocker was appointed head of the Life Guard
Service at an additional salary of $5.00 per month.
There being no further business on motion of Councilman Claire
seconded by Councilman Williamson and carried, the meeting adjourned to
7:30 o'clock P. 11. on Monday, May 13, 1929.

The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. M. on above date. The meeting was
called to order by Mayor Johnson.
The roll was called showing the full Council present.
The minutes of the previous meeting were read and approved as
read.
The Building Irispector was not ready to report. on the Uniform
Building Code and was granted additional time.
' . City Attorney Thomnson reported that the only ordinance he
could find in regard to Dance Halls was the one prohibiting the playing
of any musical instruments between the hours of 1 and 6 o'clock A. M.,
and on motion of Councilman Ellsworth seconded by Councilman Claire and
carried, the report was accepted and filed.
The contracts with the Newport Beach Boat Builders for doing
dredging in the harbor entrance accompanied by the Labor and Material and
faithful performance bonds were considered, and on motion of Councilman
Ellsworth seconded by Councilman Claire and carried, the contracts were
accepted and the Mayor of the City was authorized to sign the same on
behalf of the City.
