On motion of Councilman Williamson seconded by Councilman
Hilmer and carried, the demands having been signed and approved by the
Finance Committee, were allo;ned andwarrants to be drawn fox same.
The demand of E. :'. Burris for grading alleys and for which
a few owners would not pay was considered, and on motion of Councilman
Williamson seconded by Councilman,Ellsworth and carried, the matter -as
referred to Councilmen Hilmer and Claire for investigation and report
at the next meeting.
A ..ao of Tract No. 948 which is the Fricke property on the
Peninsula, was )resented for approval, sane having been tentatively ,
approved at a previous meeting, and ,n motion of Councilman Williamson
seconded by Councilman Ellsworth and carried, the Man was approved.
There being no further business on motion of Councilman
Ellsworth seconded by Councilman Williamson and carried, the meeting
adjourned to 7 :30 o'clock P. M. on Monday, August 12, 1929.

City Hall, Newport Beach, August 12,1929
The *City Council of the City of Newport Beach met in regular '
adjourned session at 7:30 o'clock P. M. on above date. The meeting was
called to order by Mayor Johnson.
The roll was called showing all members present except Council-
man Paul B. Ellsworth.
The minutes of the previous meeting were read, corrected and
ann_roved.
Councilman Hilmer reported on the demand of E. L. Burris for
shaling alleys, that the Committee would recommend in this case the
demand be allowed, but in future to have the matter brought bef se the
Council before the work is done. On motion of Councilman Claire seconded
by Councilman Williamson and carried, the report of the Committee was
accepted and filed.
The City Clerk reported that Huntington Beach and Long Beach
each had a license for oil derricks of .50.00 a year and Redondo Beach
=x500.00 a year. The matter was discussed and it was decided to leave
our license ordinance as written.
On motion of Councilman Tilliamson seconded by Councilman
Hilmer and carried, the report of the Fire Chief on fires at the refinery
a- mounting to $1229.00 for the past year and a half was filed.
The insurance policies of Lew H. Wallace and IIr. Cartwright
for non - ownership automobile endorsement were presented for consideration.
The two policies were discussed and on motion of Councilman Williamson
seconded by Councilman Claire and carried, the policy as written by Mr.
Wallace was accepted, and the other policy to be returned with thanks
of the Board for their consideration in submitting same. '
The communications were read and acted upon as follows:
On motion of Councilman Williamson seconded by Councilman
Claire and carried, the communication from the Bay Island Club addressed
to Tom 0. Jay, De nuty harbor truster in regard to enforcing the speed la:•r
ordinance on the bay was referred to the Harbor llaster.
The coiiunication from Ii. D. Roth in regard to Cisposition of
Llie water tan': and tower on Agate Street, Balboa Island, belonging to
oiie City, was considered, and on motion of Councilman 'Williamson seconded
by Councilman Claire and carried, the Water Superintendent was instructed
o either take same down or get some one to take it down for the lumber
it contains.
On motion of Councilman Claire seconded -;y Councilman 'Williamson
:'. carried, the com:..unication from i. ?I; Dickie, State Health Officer in
o ru to the Health Officers Convent on was filed.
UFFINISHED BTJSIIESS.
City Engineer Patterson reported that Charles Wilson was the
lowest regular responsible bidder for drilling the 18" :.ell and
recommended that-the contract be awarded to him. On motion of Council-
man Williamson seconded by Councilman Hilmer and carried, the recommen-
dation of the City Engineer was accented and the contract c%mxded to
Charles 7ilson.
The contract was thereupon presented for consideration and
on motion of Councilman Williamson eeconded by Councilman Claire and
carried, the contract was approved and the Mayor authorized to sign
the same on behalf of the City of Newport Beach, subject to Pur. Wilson
putting up the bond as called for.
NE. "! BUSINESS.
On motion of Councilman Williamson seconded by Councilman
Claire and carried, the four demands having been signed and approved
by the Finance Committee, were allowed and warranted to be drawn for
same.
Councilman Lloyd Claire introduced an ordinance vacating a
portion of Bay Avenue adjoining Block 6, East Newport. The Ordinance
was read, considered, designated Ordinance No. 365 and on motion of
Councilman vlilliamaDn seconded by Councilman Claire and carried, the
Ordinance was "passed to the second reading and referred to the City
Attorney.
City Engineer Patterson stated he had been to the Supervisors
meeting and they expressed a willingness to appropriate $500.00 for
additional expense in regard to the overhead crossing at the Arches,
if the City of Newport Beach and the State would donate $500.00 each.
The matter was considered and on motion of Councilman Hilmer seconded
by Councilman Williamson and carried, $500.00 was appropriated providing
the State and the Board of Supervisors appropriate a like amount each.
City Engineer Patterson referred to a dangerous turn in Lindo
Avenue near Edgewater, being the point of Lot 145, Block A, and thought
the point should be taken off. On motion of Councilman Williamson
seconded by Councilman Claire and carried, the Chair was instructed to
appoint Councilmen Claire and I3ilmer to investigate the matter and report
Nothing having been heard from the owner of the lot at the
corner of Cypress and BEy Avenue since making him the offer some time
ago of $250.00 for the corner to be taken off, the ratter was considere d
carefully and on motion of Councilman Williammsnn seconded by Councilman
Claire and carried, the City Attorney was instructed to start
condemnation _proceedings on descriptions furnished by the City Engineer.
Mr. R. C. Mize presented a request for the Orange County
Improvement Association for )ermission to fill the Rivo Alto and the
Rialto waterways in West Ne:.-roort, and make streets out of them for the
improvement of that section of the City. The matter was considered very
carefully, and on motion of Councilman Claire seconded by Councilman
Hilmer and carried, the matter was referred to the Planning- Commission
to report on.
There being no further business, on motion of Councilman Claire
seconded by Councilman Williamson and carried, the meeting adjourned to
7;30 o'clock P. DI. on Monday, August 26, 1929.
