City Hall, Newport Beach, October 14, 1929
The City Council of the City of Newport Beach met in regular
adjDurned session at 7 :30 o'clock P. M. on above date. The meeting
was called to order by Acting Mayor Williamson.
The roll was called showing the following members present:
Councilmen Kilmer, Claire and Williamson.
The .;.inutes of the previous meeting were read and approved
' as read.
Councilman Hilmer reported that he had gone over the report
of R. D. Crenshaw & Co. Auditors, and made an analysis or balance
sheet which he presented, and on his motion seconded by Councilman
Claire and carried, the balance sheet was referred to the City Auditor
for his information and publication.
Councilman Hilmer asked for more time on the fire prevention
ordinance which was granted.
Harbor Blaster Hodgkinson was granted more time to re-oort on
the pile marker at the harbor entrance.
The communications were read and acted upon as follows:
The petition for improvement work in Nest Ne..!�ort signed by
one property owner was read, and on motion of Councilman Claire
seconded by Councilman Hilmer and carried, the petition was riled for
future reference.
The co;:munication from Chas. E. Dunn asking the rate of
license for operating a taxi service in the City of Newport Beach was
considered, and City Attorney Thompson stated it was covered by Section
No. 79 of our license ordinance and providing a $10.00 license. On
motion of Councilman Claire seconded by Councilman Hilmer and carried,
the City Clerk was instructed to inform Mr. Dunn the amount of the
license.
The communication from Ralph P. Maskey stating that there
was a misunderstanding in regard to the rade stakes on their property
and they were withholding the check for 125.00 to see !'r. Patterson.
' On motion of Councilman Claire seconded by Councilman Iiilm -r and
' carried, the communication was referred to the City Engineer for his
information and action.
On motion of Councilman Hilmer seconded by Councilman Claire
and carried, the request of John Simpson & Co. for four weeks
extension of time on their contract for Balboa Island Bridges, was
granted.
On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the communi^ation from the War Department on our applica-
tion for dredging was filed.
On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the request of D. Landow �s for transfer of his business
license from 2104 Ocean Front to 21102 was granted.
City Engineer Patterson presented a standard form of pier
for the Grand Canal, Plan No. 1046; the piers to be four feet wide and
twenty -five feet long with stairway on one side. The same met with
considerable unfavorable discussion by some of the property owners,
and on motion of Councilman Hilmer seconded by Councilman Claire and
carried, the City Engineer was instructed to get further information
on a satisfactory pier and report.
UNFINISHED BUSINESS.
ORDINANCE NO. 367, entitled:
AN ORDINANCE OF THE CITY OF NEWPORT BEACH RESTRICTING
BUSINESS, COMMERCE, INDUSTRY AND TRADES TO CERTAIN ZONES
WITHIN A DESIGNATED PORTION OF SAID CITY AND PRESCRIBING
THE PENALTY FOR THE VIOLATION OF THE PROVISIONS HEREOF,
came up for final passage, was read, considered, and on call of the
roll passed by the following vote, to-wit-
AYES, Councilmen Hilmer, Claire and Williamson
NOES, Councilmen None.
ABSENT, Councilmen Ellsworth and Johnson.

This being the time set for hearing protests on assessments
made covering the work done by John Simpson & Co, on certain portions
of Marine Avenue and Park Avenue and certain unnamed rights -of -way,
Balboa Island, under Resolution of Intention No. 477 passed and
adopted on November 5, 1928, but no writtenprotests having been filed
with the City Clerk and no one present desiring to be heard in said
matter; whereupon Councilman Claire moved the adoption of Resolution
No. 533, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NE17PCRT
BEACH CONFIRMING THE ASSESSMENT FOR THE IMPROVEMEniT OF
CERTAIN PORTIONS OF MARINE AVENUE AND PARK AVENUE AND
CERTAIN UNNAMED RIGHTS- OF -17AY IN THE CITY OF NEWPORT
BEACH,
which motion was seconded by Councilman Hilmer and carried by the
following vote, to -wit:
AYES, Councilmen Hilmer, Claire and Williamson.
NOES, Councilmen None.
ABSENT, Councilmen Ellsworth and Johnson.
Councilman Hilmer introduced an Ordinance amending Ordinance
No, 216 of the City of Newport Beach excluding tents and sunshades on
the beach except beach umbrellas. The Ordinance was read, considered,
designated Ordinance No. 368, and on motion of Councilman Claire
seconded by Councilman Hilmer and carried, the Ordinance was passed
to the second reading.
The matter of providing flood lights under the Balboa Island
bridges was brought up and considered, and on motion of Councilman.
Claire seconded by Councilman Hilmer and carried, the :ratter of
providing lights under the three bridges was referred to the City
Engineer for investigation and report.
City Attorney Thompson stated he had not drawn up the
Resolution of Intention on the '.jest Newport dredging as he was not
satisfied it could be done under any of the street improvement acts.
He would ascertain definitely and report at thenext meeting.
On motion of Councilman Hilmer seconded by Councilman Claire
and carried, Councilman Williamson was granted 10 days leave of absence
with permission to leave the state.
Therebeing no further business on motion of Councilman Claire
seconded by Councilman Hilmer and carried, the meeting adjourned to
7 :30 o'clock P. M. on Monday, October 28, 1929.

The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. M, on above date. The meeting
was calledto order by Acting Mayor Williamson.
The roll was called showing all members present except Mayor
Johnson.
The minutes of the previous meeting were read and approved
as read.
City Engineer Patterson re orted that the lights under the
Park Avenue bridge would cost about 163.00, but he would advise not
taking any action at the present time as a coat of new cement paint
might answer the purpose. On motion of Councilman Claire seconded by
Councilman Hilmer and carried, the advise of the City Engineer was
accepted.
