The matter of improvement of the waterways and pool in West Newport was considered, and on motion 'of Councilman Claire seconded by Councilman Hilmer and carried, the City Attorney was authorized to employ additional legal advice in preparing the proceedings for this work. On motion of Councilman Claire seconded by Councilman Hilmer and carried, the City Engineer was instructed to draw up the plans and specifications for the groins and dredging con- templated by the recent harbor bond election, and he was also instructed to ascertain the price which the consulting engineers would charge for their consultation on same. ' There being no further business on motion of Councilman Ellsworth seconded by Councilman Claire and carried, the meeting adjouriied Sine Die. C ,Ad Mayor, i'y of Newport Seach Approved November 4, 1929 City Clerk City Hall, Newport Beach, Nov. 4, 1929. The City Council of the City of Newport Beach met in regular session at 7 :30 o'clock P. M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing the full - Council present. The r.inutes of the prednus meeting were read 'and apUroved as read. The reports of the heads of departments were read and on motion of Councilman Claire seconded by Councilman Kilmer and carried, the reports were accepted and filed. City Engineer Patterson reported that he went up to see Arthur Ellis in regard to assisting the City Attorney on the !'Jest Ne:vport waterway proceedings, and he would assist with the proceed- ings for 2% of the total cost which would be about $'500.00, andhe thought it could be done under the 1911 improvement act. On motion of Councilman Claire seconded by Councilman Williamson and carried, the City Engineer was instructed to prepare plans and specifications for the work to be done on the west Ne;rport waterways and bridge. City Engineer Patterson also reported on the communication referred to him from C. F. Longley of Corona Del Mar in regard to a drain pipe, that the drain pipe had been installed but it was covered up, and he expected to fill in the hole washed out as fast as possible. On motion of Councilman Claire seconded by Councilman Hilmer and carried, the City Clerk was instructed to notify Mr. Longley of the report of the City Engineer. The communications were read and acted upon as follows: The communication from Daisy T. Clapsadel and others objecting to the standard pier as adopted at the last meeting was discussed as well as verbal objections, and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the communica- tion was filed for future reference. On motion of Councilman Claire seconded by Councilman Williamson and carried, the communication_ from the Southern Cz_lifornia Outboard Association commending the Harbor Master on the way he ' handled the recent races, was referred to the harbor Piaster for his information. On motion of Councilman Williamson seconded by Councilman Ellsworth and carried, the communication from V•P. T.Cleverdon Co.. in regard to automobile i:surEnce ras filed. iv 151 On motion of Councilman Williamson seconded by Councilman Ellsworth and carried, the communication from Leeds & Barnard congratu- lating on the result of the harbor borxi election, was filed. The request of the Chamber of Commerce for appropriations for advertising from November 15th to December 15th amounting to $p450.01C was consj'ered, and on motion of Councilman Ellsworth seconded by Councilman Claire and carried, the appropriations were allowed. On motion of Councilman Claire seconded by Councilman Ellsworth and carried, the communication from the Chamber of Corn:rerce in regard to the time the harbor bonds should run, was filed. ' The request ::f Robert Metcalf for 60 days extension of time on his contract for the Grand Canal.Bulkhead was considered, and on motion of Councilman Hilmer seconded by Councilman Williamson and carried, the request was granted. On motion of Councilman Williamson seconded by Councilman Ellsworth and carried, the request of the head of the Life Saving Department for transfer of $100,00 from account No. 490 to account No. 491 was allowed. City Engineer Patterson presented six insurance policies, Nos. 33904-, 869055, 211448, 245940, 127250 and 118317, covering city property pro -rated among the different agents in the City, and on motion of Councilman Hilmer seconded by Councilman Ellsworth and carried, the policies were accepted. UNFINISIiED BUSINESS. ORDINANCE NO. 369, entitled as follows: AN ORDIFANCE OF THE CITY OF NEWPORT BEACH, CALIFORNIA, PROVIDING.FOR TIE ISSUANCE OF BONDS OF SAID CITY IN THE AMOUNT OF TWO HUNDRED THOUSAND DOLLARS ($200,000.00) FOR THE ACQUISITION, CONSTRUCTION AND COMPLETION OF A CERTAIN MUNICIPAL IMPROVEMENT, TO -WIT: THE IMPROVE'YENT OF THE MUNICIPAL HARBOR BY DEEPENING AND DREDGING THE CHANNEL AT THE ENTRANCE THEREOF AND BY TIE ACQUISITION AND CONSTRUCTION OF VARIOUS GROINS FOR THE PURPOSE OF ' CONTROLLING THE TIDE AND PROTECTING TIME EXISTING JETTIES AND SHOREiLANDS, AND INCLUDING FOR SAID PURPOSE THE ACQUISITION OF LANDS AND RIGHTS -OF -WAY IN ACCORDANCE WITH AND AS AUTHORIZED BY THE SPECIAL ELECTION HELD IN SAID CITY_ON THE 22nd DAY OF OCTOBER, 1929. came up for final passage, was read, considered, and on call of the roll passed by the following vote, to -wit: AYES, Councilmen Hilmer, Claire, Ellsworth, Williamson, Johnson. Beek notifyinghim that the survey of•the property he has leased from the City shows 17.022 acres instead of 12 acres as approximately stated in the lease, and that the deeds frm the Irvine Company have been recorded showing the property duly vested in the City. The Resolution was read, considered, designated RESOLUTION NO. 539 and upon call of the roll passed by,the following vote, to -wit: AYES, Councilman Hilmer, Claire, Ellsworth, Williamson, Johnson. NOES, Councilmen None. ABSENT, Councilmen None. ' On motion of Councilman Williamson seconded by Councilman Ellsworth and carried, the City Clerk was instructed to write ldr. Crittenden that now that the harbor bonds had carried, a considerable saving could be effected if the Lido Isle development were carried on at the same time and that the City Council would start readvertis- ing for bids for the Lido Isle development at their next meeting, November 12, 1929. The matter of getting rid of the boat Muriel from the entrance channel of the harbor was taken up for consideration, and as the boat was in government waters, on motion of Councilman•Ellsworth seconded by CouncilmanClaire and carried, the City Engineer was instructed to send a request to the District Engineer at Los Angeles to have the boat removed. A demand of Building Inspector Fenelon containing a charge for Tas and oil for his car used on inspection work was considered, and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, it was ordered that hereafter the Building Inspector would be allowed gas and oil for his car while in service for the City. On motion of Councilman Williamson seconded by Councilman Hilmer and carried, the demands which had been signed and approved by the Finance Committee, were allowed and warrants to be drawn for same. The City Engineer presented a house - numbering map of Ne--nort Heights and on motion of Councilman Claire seconded by Councilman Hilmer and carried, the map was tentatively approved. City Attorney Thompson reported that it mould cost about $150.00 for an abstract to Block B, Corona Del Mar. He was satisfied the property only went to the ordinary high tide line, but as a condemnation suit would probably be brought it would be better to have an abstract. On motion of Councilman Hilmer seconded byCouncilman Claire and carried, the City Attorney was imtructed to procure an abstract at a price not to exceed $200.00.
