The City Council of the City of Newport Beach met in regular adjourned session at 7;30 o'cl'ock P. M. on above date.. The meeting was called to order by Mayor Johnson. The roll was called showing the full Council present. The minutes of the previous meeting were read and approved as ' read.. Councilman Williamson reported in regard to placing street lights on the Pacific Electric trolley poles from Alvarado to "B" Streets, that he had interviewed a number of property owners and also the City Engineer, and he would recommend that the City accept the offer of the Railway Company of $100.00 per year rental. On motion of Councilman Claire seconded by Councilman Ellsworth and carried, the report was accepted and the City Engineer was instructed to complete the plans and specifications he had started for placing the lights on the trolley poles. The communications were read and acted upon as follows; Petitions signed by 80 property owners and representing approximately 2465 feet of frontage, asking for a road from 36th Street to the westerly City limits and groins on the ocean front at 46th and 53rd Streets, and designating the assessment district to pay for same, were presented and considered, and on motion of Councilman Claire seconded by CouncilmanEllsworth and carried, the petitions were accepted.and filed, and the City Engineer was "instructed to draw up the plans and specifications for the work together with a map of the assessment district. A petition was also presented by the City Engineer for groins on the ocean front between 34th and 50th Street, and describing the district to pay for same. The matter was considered but inasmuch as these groins covered part of the same territory covered in the previous petition, on motion of Councilman Williamson seconded by Councilman Claire and carried, the two petitions were to be combined under one proceeding if found practical to do so. On motion of Councilman Claire seconded by Councilman William: son and carried, the request of C. C. Dollins for transfer of the Restaurant license of Mrs. Gertrude Mattes to him, was referred to the City Clerk to return to him with the explanation that the request must come from the former owner in order for the Council to transfer it. A communication from the Getty Metal Shops in regard to the dampness in the new Library building caused by the lack of proper ventilation, and offering to install a proper ventilator for $282.00, was considered, and as the Library Board.did not want to contract this expense without the consent of the Council,.on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the expenditure of the $282.00 for the protection of the Library books was authorized. A communication from City Engineer Patterson of salaries • designated for additional help needed for the large amount of.street work to be done in the near future, also the employment of addition al help from time to time as needed; and also for the creation of an expense fund of $300.00 for paying immediate and necessary expenses such as discharged help, etc. was considered, and on motion of Council- men Williamson seconded by Councilman Ellsworth and carried, the communication as submitted was approved in total. City Attorney Thompson stated that the contracts with the Standard Dredging Company for dredging the entrance to Newport Bay and the construction of two rubble mound groins westerly of the West Jetty, were ready for the proper signatures, and submitted a Resolu- tion authorizing the Mayor and City Clerk to sign the contracts on behalf of the City of Newport Beach. The Resolution was read, considered, designated RESOLUTION .NO..574 andupon call of the roll passed by the following vote, to -wit AYES, Councilmen Hilmer, Claire, Ellsworth,Williamson, Johnson. NOES, Councilmen None. ABSENT, Councilmen None. fl, 140111 Councilman Ellsworth introduced a Resolution entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH, CALIFORNIA, ORDERING AND DIRECTING THAT THE IMPROVEMENT OF CHANNEL PLACE AND CERTAIN OTHER STREETS AND ALLEYS, AS DESCRIBED IN RESOLUTION OF INTENTION NO. 558, BE DONE UNDER THE DIRECTION AND SUPERVISION OF THE CITY ENGINEER. The Resolution was read; considered, designated RESOLUTION NO. 575 and upon call of the roll passed by the following vote, to -wit AYES, Councilmen Hilmer, Claire, Ellsworth, Williamson, Johnson. NOES, Councilmen None. ABSENT, Councilmen None. On motion of Councilman Claire seconded by Councilman Ellsworth and carried, the Clerk was instructed to send a copy of the report of the Chief of Police and Police Committee on the Wine Tonic.and Dance Hall matters, to the two ladies organizations requesting that something be done about it. Approved February 3, 1930 i City Clerk. City Hall, Newport Beach, Calif., Feb. 3, 1930. The City Council of the City of Newport Beach met in regular session at 7 :30 o'clock P. M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing-all members present except Councilman Williamson. The minutes of the previous meeting were read and approved as read. On motion of Councilman Ellsworth seconded by Councilman Claire.and carried, the regular order of business was suspended to take up the opening of bids for Channel Place. The City Engineer reported to the Council that the bidders were having some difficulty in getting quotations on the bonds for the proposed improvement of Channel Place and other streets under Resolution of Intention No. 558, and recommended that all bids be returned unopened and that the Clerk be directed to readvertise for bids, as he believed that a later bidding would result in more satisfactory prices. Thereupon, upon motion of Councilman Paul B. Ellsworth seconded by Councilman Lloyd Claire, it was ordered that all bids received by the Clerk for the improvement on Channel Place, the Rivo Alto and other streets as described in Resolution of Intention No.558, be returned to the bidders unopened, and that the Clerk be directed to readvertise for bids for the'same in the Newport News, a weekly newspaper published and circulated in said City. Upon roll call the motion was carried by the following vote, to -wit: AYES, Councilmen Hilmer, Claire, Ellsworth, Johnson. NOES, Councilmen None. ABSENT, Councilman Williamson. ®e
