No. 5.81, being a Resolution of Intention in the matter of the
of certain portions of Central .Avenue in the said City of Newport Beach,
which motion was duly seconded by Councilman Claire and upon.roll call
the said Resolution was adopted by the following vote, to -wit:
AYES, Councilmen Hilmer, Claire, Ellsworth, Williamson,
Johnson.
NOES, Councilmen None.
ABSENT, Councilmen None.
City Engineer Patterson stated that the trees on Iris and
Orchid Avenues south of Pacific Boulevard, Corona Del I::ar, were in
bad shape and that most of the property owners were willing to have
them replaced with a hardier variety of tree. The matter was considered
and on motion of Councilman Hilmer seconded by Councilman Williamson
and carried, the Street Superintendent was authorized to make the
necessary arrangements with Peterson Brothers to replace the trees
at their own expense..
City Engineer Patterson also stated that the City's share of
the escrow charge for preliminary work in connection with the new
Highway Bridge at the Arches, was about $125.00, and on motion of
Councilman Hilmer seconded by Councilman Williamson and carried, a
demand was authorized covering the expense of same.
On motion of Councilman Claire seconded by Councilman
Ellsworth and carried, the City Engineer was instructed to make a
survey covering a sewer for Newport Heights and West Newport.
There being no further business on motion of Councilman
Ellsworth seconded by Councilman Hilmer and carried, the meeting
adjourned to 7:30 o'clock P. M. on Monday, March 10, 1930.

The City Council of the City of Newport Beach met in regular
adjourned sessionat 7:30 o'clock. P. fly. on above date. The meeting
was called to order by Mayor Johnson.
The roll was called showing a:11 members present except
Councilman Williamson who came in later.
The minutes of the previous meeting were read and approved
as read.
City Attorney gave a written report that he could find
' nothing in our present ordinances which would enable us to get rid of
the old building at '..'est Newport complained of by Fire Chief Crocker,
and on motion of Councilman Claire seconded by Councilman Williamson
and carried, the report was accepted and filed.
City Attorney also made a written report of the advantages
to be derived from outside territory being annexed to the City, which
was considered, and on motion of Councilman Claire seconded by
Councilman Williamson and carried,, the report was accepted and ordered
filed, and the Clerk instructed to send a certified copy to L. W.
Briggs in answer to his communication at the last meeting.

City Engineer Patterson presented a written report on the
cost of dredging around Balboa Island as follows: Item 1, $8826.25.;
Item 2, $24,632.50 and Item 3, $12032.50, making a total of
$45,491.25. The matter was considered but as we had no money avail-
able until after the 2nd installment of taxes were paid, on motion
of Councilman Ellsworth seconded by Councilman Claire and carried,
the report was accepted and ordered filed for taking up about May
15th for further consideration.
Councilman Hilmer reported that there was no money available
at the present time to -purchase the 7 lots at 15th and Central and the
matter was left for future consideration. '
The communications were read and acted upon as follows:
The Quit Claim Deed to S. Beck for Lot 5, Block 56, Ocean
Front Tract having been redeemed after being deeded to the City for
five years delinquency, was presented and considered, and on motion
of Councilman Claire seconded by Councilman Ellsworth and carried, the
Mayor and Clerk were authorized to execute and deliver the Deed.
On motion of CouncilmanClaire seconded.by Councilman William-
son and carried, the communication from the War Department in regard
to the application of the City of Huntington Beach to extend their
pier 500 feet was ordered filed.
On motion of Councilman Claire seconded by Councilman Hilmar
and carried, the application of I. A. Smith for transfer of his license
No. 189 from 102 Main Street to the Balboa Pavilion, was granted.
The Communication from the Crandall Boat Co. asking for
':rater for a s-orinkler system was considered, and on motion of Councilman
Claire seconded by Councilman Hilmar and carried, the communication was
referred to the Water Superintendent for a reply.
The application of Custer Hanks laid over from last meeting
for a permit to install a miniature Railroad on the Beach at 15th
Street met with considerable discussion, and the motion of Councilman
Williamson and seconded by Councilman Ellsworth to grant the permit
subject to the City Attorney cancelling any objectionable points which
might be detrimental to the City, was lost by the following vote, to -wit:
AYES, Councilmen Williamson and Ellsworth. '
NOES, Councilmen Hilmer, Claire and Johnson.
ABSENT, Councilmen None.
The communication from thelomen's Civic League in regard to
the propositions they asked to have put on the ballot at the April
election was again taken up, and on motion of Councilman Claire
seconded by Councilman Hilmer and carried, the City Attorney was
instructed to draw up an Ordinance creating a Park Com.:A ssion.
The request of the Newpor- Harbor Builders Exchange asking
to have an Ordinance passed covering the points embodied in their
Resolution attached and which was laid over from a previous meeting
was considered, and on motion of Councilman Claire seconded by Council-
man Ellsworth and carried, the matter was referred to the City Attorney
to report on at a later meeting.
ORDINANCE NO. 377 entitled as follows:
AN ORDINANCE OF THE CITY OF NEWPORT BEACH ADOPTING
SUBDIVISION REGULATIONS RELATIVE TO THE RECORDING OF
MAPS OF SUBDIVISIONS OF LAND IN ADDITION TO THOSE
PROVIDED BY TIE STAVE LAW.
came up for final passage, was read, considered, and upon call of the
roll passed by the following vote, to -wit:
AYES, Councilmen Hilmer, Claire, Ellsworth, Williamson,
Johnson.
NOES, Councilmen None.
ABSENT, Councilmen None.
Councilman Claire introduced a Resolution protesting against
the City of Long Beach.taking water from the water shed of the Santa
Ana River. The Resolution was read, considered, designated RESOLUTION
NO. 582, and upon call of the roll passed by the following vote, to -wit:
AYES, Councilmen Hilmer, Claire, Ellsworth, Williamson,
Johnson.
NOES, Councilmen None.
ABSENT, Councilmen None.

On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the City Clerk was instructed to send a certified copy.of
the Resolution to the Long Beach City Council.
NEW BUSINESS.
As it was necessary to pay the freight bills on rock for the
groins at the 'lest Jetty weekly, on motion of Councilman Claire seconded
by Councilman Hilmer, it was ordered that the freight and demurrage
accruing on rock, be paid each Monday, and also settlement be made the
last day of each month, by the following vote, to -wit:
AYES, Councilmen Hilmer, Claire, Ellsworth, Williamson,
Johnson.
NOES, Councilmen None.
ABSENT, Councilmen None.
On motion of Councilman Williamson seconded by Councilman
HiL2e r and carried, the two demands of 111. L. Jordan and League of
California municipalities, having been signed and approved by the
Finance Committee, were alloAred and warrants to be drawn for same.
Mayor Johnson referred to the list of City ovined property and
suggested the advisability of having most of it appraised with a vieā¢.?r
to disposing of it for a new city hall. No action was taken at this
time, the matter being left for future consideration.
Councilman Ellsworth asked to have Ordinance No. 367 amended
to leave all of Blocks 14 and 15 in Section B in the business district.
The matter was considered but action on -same was postponed to give the
matter further consideration.
The matter of appointment of election board for the general
municipal election to be held April 14, 1930, was considered, and it was
ordered that for the purpose of holding the general municipal election
in the City of Newport Beach on the 14th day of April, 1930, the five
voting precincts established by the Board of Supervisors of the County
of Orange and now existing in said City for holding general elections,
shall be and constitute the five voting precincts for the holding of said
municipal election, and to be numbered 1- 2- 3 -4 -5.
That a polling place and Board of election for the purpose of
said election in each voting precinct is hereby established and appointed
as follows:

On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the compensation of election officers was placed at
$10.00 each.
There being no further business on motion of Councilman
Williamson seconded by Councilman Claire and carried, the meeting
adjourned to 7 :30 o'clock P. M. on Monday, March 17, 1930.

The City Council of the City of Newport Beach met in regular
adjourned session at 7 :30 o'clock P. M. on:bove date. The meeting was
called to order by Mayor Johnson.
The roll was called showing all members present except Council-
man Ellsworth.
The minutes of the previous meeting were read and approved as
read.
City Engineer Patterson reported on the application of Sa.:auel
Kent Bell for permission to construct a pier in front of Lot 4, Block C,
Newport Bay Tract, that he would recommend that the permit be granted
only as far as the northerly line of Edgewater Place, and on motion of
Councilman Claire seconded by Councilman Hilmer and carried, the permit
was granted subject to the City Engineers recommendation, and also
subject to the will of the City Council.
The communications were read and acted upon as follows:
On motion of Councilman Claire seconded-by Councilman William-
son and carried, the communications from W. Horace Austin and Henry S.
;iacKay, Jr. Architects, asking to be employed to draw up plans for any
new buildings the city were intending-to build was ordered filed and
the Clerk instructed to notify them the letters were filed until some
building was contemplated.
The communication from the Newport Harbor Chamber of Commerce
suggesting the postponment of any large expense on the overhead crossing
at the Arches, at this time as the State might include it in their
biennial budget, was considered, and on motion of Councilman Claire
seconded by Councilman Hilmer and carried, the matter was laid on the
table for one week.
The communication from the Balboa Island Improvement Associa-
tion asking the City to take over the mosquito abatement project was
considered, and on motion of Council °san Claire seconded by Councilman
Hilmer and carried, it was decided that the city would take over the
mosquito abatement and the same to be-under the direction of the Street
Department.
The invitation of the Mayor of Glendale to a meeting to discuss
the Oolorado River Water Development in Southern California to be held
at Beverly Hills Hotel on Thursday March 27, 1930 was considered, and
on motion of Councilman Claire seconded by Councilman Hilmer and carried,
the communication was filed, and the Clerk instructed to notify them of
the number who would attend.
On motion of Councilman Claire seconded by Councilman Williamson
and 'carried, the communication and the bill of the Association of Pacific
and Far East Ports was filed.
On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the three communications asking for toilet facilities in
differedt parts of the City, were laid on the table for one week.
