On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the compensation of election officers was placed at
$10.00 each.
There being no further business on motion of Councilman
Williamson seconded by Councilman Claire and carried, the meeting
adjourned to 7:30 o'clock P. M. on Monday, March 17 1930.

City Hall, Newport Beach, March 17, 1930.
The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. 11. on:bove date. The meeting was
called to order by Mayor Johnson.
The roll was called showing all members present except Council-
man Ellsworth.
The minutes of the previous meeting were read and approved as
read.
City Engineer Patterson reported on the application of Sai:iuel
Kent Bell for permission to construct a pier in front of Lot 4, Block C,
Newport Bay Tract, that he would recommend that the permit be granted
only as far as the northerly line of Edgewater Place, and on motion of
Councilman Claire seconded by Councilman Hilmer and carried, the permit
was granted subject to the City Engineers recommendation, and also
subject to the will of the City Council.
The communications were read and acted upon as follows:
On motion of Councilman Claire seconded-by Councilman William-
son and carried, the communications from W. Horace Austin and Henry S.
illacKay, Jr. Architects, asking to be employed to draw up plans for any
new buildings the city were intending -to build was ordered filed and
the Clerk instructed to notify them the letters were filed until some
building was contemplated.
The communication from the Newport Harbor Chamber of Commerce
suggesting the postponment of any large expense on the overhead crossing
at the Arches, at this time as the State might include it in their
biennial budget, was considered, and on motion of Councilman Claire
seconded by Councilman Hilmer and carried, the matter was laid on the
table for one week.
The communication from the Balboa Island Improvement Associa-
tion asking the City to take over the mosquito abatement project was
considered, and on motion of Councilman Claire seconded by Councilman
Hilmer and carried, it was decided that the city would take over the
mosquito abatement and the same to be-under the direction of the Street
Department.
The invitation of the Mayor of Glendale to a meeting to discuss
the Oolorado River Water Development in Southern California to be held
at Beverly Hills Hotel on Thursday March 27, 1930 was considered, and
on motion of Councilman Claire seconded by Councilman Hilmer and carried,
the communication was filed, and the Clerk instructed to notify them of
the number who would attend.
On motion of Councilman Claire seconded by Councilman Williamson
and -carried, the communication and the bill of the Association of Pacific
and Far East Ports was filed.
On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the three communications asking for toilet facilities in
differedt parts of the City, were laid on the table for one week.

UNFINISHED BUSINESS.
The matter of furnishing excess water for domestic use to
Rodger Brothers on the Irvine Lease outside the city, came up for.
discussion, and James Irvine, Jr. presented the matter for Rodger Bros.
and Mr. Anderson of the Lido Isle Co. opposed it. Councilman Hilmer
reported as Chairman of the Water Committee that our ordinance would
not permit the city to make contracts for furnishing water outside
the city for longer than one year, and he would recommend in this case
' they be allowed one year's use.of the city water. The matter was
thoroughly considered, and on motion of Councilman Hilmer seconded by
Councilman Ciaire and carried, it was decided to furnish Rodger Bros.
with water under contract according to Ordinance No. '352, and the City
Attorney was instructed to draw up the contract.
City Engineer Patterson brought up the matter of a landing
pier at the bay end of 26th Street, which was considered, and on
motion of Councilman Claire seconded by Councilman Williamson and
carried, the City Engineer was instructed to prepare the plans and
specifications for same.
NEW BUSIyESS.
On motion of Councilman Williamson seconded by Councilman
Claire and carried, the demand of Frank C. Jordan, Secretary of State
for Ballot Paper was allowed and warrant to be drawn for same.
The City Engineer presented the license agreement of the
Marbelite Corporation of America, dated March 17, 1930, covering
Marbelite Standards No. S -160 -B equipped with Neolite No. 81 -4 lighting
unit, and on motion duly made and carried, the said license agreement
was accepted and ordered filed in the office of the City Clerk.
Pursuant to instructions heretofore given by the City Council
of the City of Newport Beach, California, the City Engineer presented
Plat No. 374 showing the exterior boundaries of the assessment district
' for the proposed improvement of Main Street and certain other streets
and avenues in said City; also Plan No. 373 consisting of two sheets
numbered one to two inclusive, and Standard Plan No. 1047, together with
the specifications for the said improvement, and recommended that the
said Plat No. 374 of the assessment district and the said Plan No. 373
consisting of two sheets numbered one to two inclusive, and Standard
Plan No. 1047, together with the specifications, be approved.
WHEREUPON, Councilman Williamson moved that the said Plat
No. 374 of the assessment district and the said Plan No. 373 consisting
of two sheets numbered one to two inclusive, and Standard Plan No. 1047
together with the specifications, be adopted, which motion was duly
seconded by Councilman Claire and upon roll call carried by the following
vote, to -wit:
AYES, Councilmen Hilmer, Claire, Williamson, Johnson.
NOES, Councilmen None.
ABSENT, Councilman Ellsworth.
Councilman Williamson offered and moved the adoption of
Resolution No. 583, being a Resolution of Intention in the matter of
the improvmrnt of Main Street and certain other streets and avenues
in the said City of Newport Beach, which motion was duly seconded by
Qouncilman Claire and upon roll call the said Resolution was adopted
by the following vote, to -wit:
AYES, Councilmen Hilmer, Claire Williamson, Johnson.
NOZS, Councilmen None.
' ABSENT, Councilman Ellsworth.
Councilman Williamson introduced an Ordinance declaring all
old buildings or structures which are delapidated beyond repair, to be
public nuisances, and providing for the abatement of such nuisances.
The Ordinance was read, considered, designated Ordinance No. 378, and
upon motion of Councilman Williamson secadded by Councilman Claire and
carried, the ordinance was passed to the second reading.
Councilman Claire introduced an Ordinance creating a Park
Commission. The Ordinance was read, considered, designated Ordinance
No. 379, and upon motion of Councilman Claire seconded by Councilman
Williamson and carried, the ordinance was passed to the second reading.

City Engineer Patterson stated that Louis W. Dixon, Sewer
Inspector, had asked for a six months leave of absence and he had
therefore appointed.Geo. Weber in Mr. Dixon's place at a salary of
$200.00 per month to start with. The matter was considered and on
motion of Councilman Claire seconded by Councilman Williamson and
carried, the leave of absence was granted and the appointment and
salary were approved.
There being no further business on motion of Councilman
Hilmer seconded by Councilman Williamson and carried, the meeting
adjourned to 7 :30 o'clock P. M. on Monday, March 24, 1930.

The City Council of the City of Newport Beach met in-regular
adjourned session at 7 :30 o'clock P. U, on above date. The meeting was I
called to order by Mayor Johnson.
The roll-was called showing all members present except Councilman
Williamson who came in later.
The minutes of the previous meeting were read and approved as read.
Councilman Hilmer brought up the matter of our sewage disposal Plcnt,
that the Imhoff tank was running to full capacity now with additional
requirements coming on soon, and suggested that something be done about it.
On his motion seconded by Councilman Claire and carried, the Chair was
instructed to appoint a committee to report on some means of providing for
our requirements in the immediate future. The Committee appointed is:
Councilmen Hilmer and Claire with City Engineer Patterson.
Councilman Hilmer also referred to Harbor Island being connected
to the Balboa,Island sewer, and as far as he knew without any contract
covering same, and he suggested that we have an ordinance to take care of
such cases outside the city. On motion of Councilman Hilmer seconded by
Councilman Claire and carried, the City Attorney was instructed to draw up
an Ordinance covering sewers similar to the ordinance for furnishing water
outside the City limits.
On motion of Councilman Claire seconded by Councilman Hilmer and
carried, the Clerk was instructed to correspond with the owners of Harbor
Island and ascertain if they have a contract for the sewer connection.
On motion of Councilman Claire seconded by Councilman Williamson
and carried, the appointment of Ray Shannon on the Police force in place
of Glenn :;'ells resigned, was approved at a salary of $150.00 per month
starting April 15th. '
The communications were read and acted upon as follows:
The communication from the Balboa Island Improve:«ent Assn. in
regard to dredging on items 1 and 3 of the Engineers estimate, was considered,
and on motion of Councilman Williamson seconded by Councilman Ellsworth and
carried, the matter was referred to the City Engineer for checking and
report; also if the plan of dredging across diagonally would be any
cheaper.
