There being no further business on motion of Council-

The City Council of the City of Newport Beach met in
regular session at 7 :30 o'clock P. M. on above date. The meeting was
called to order by Mayor Johnson.
The roll was called showing the full Council present.
The iainutes of the previous meeting were read and approved
as read.
On motion of Councilman Ellsworth seconded by Councilman
' Williamson and carried, the regular order of business was suspended
for opening bids.
The Clerk notified the City Council that this was the time
and place fixed pursuant to the Notice Inviting Bids for the o -)eninE
of bids in the matter of the improvement of Central Avenue in the
City of Newport Beach as per Resolution of Intention No. 581, and
also reported that he had received 3 bids, which bids were opened,
examined and publicly declared as follows:

Reference is hereby made to the bids for all details as
to the kind and class of work to be done, the said bids. being on
file in the office of the City Clerk of said City.
On motion duly made and carried all bids were referred to
the City Engineer for checking and report.
On motion of Councilman .`!illiamson seconded by Councilman
Claire and carried, the regular order of business was resumed.
The reports of the heads of the departments were read and
on motion of Councilman Claire seconded by Councilman Ellsworth and
carried, the reports were accepted and ordered filed.
The written report of City Engineer Patterson on sewage
disposal and recommending that special engineers be employed to
make a report on our sewage requirements, was read and considered
and on motion of Councilman Ellsworth seconded by Councilman William-
son and carried, the report was accepted and ordered filed.
On motion of Councilman Ellsworth seconded by Councilman
Claire and carried, the Currie Engineering Co. were requested to out-
line the conditions on which they would enter into a contract for
furnishing such a report.
Councilman Hilmer reported on the matter of rest rooms
recommending that action on same be deferred for the present as we
have no funds available for that purpose, and if it was decided to
construct them under an improvement district he would advise doing
it under the 1911 act. The matter was considered and on motion of
Councilman Ellsworth seconded by Councilman Claire and carried, the

matter was referred to the City Planning; Com..�,ission for a report on the
needs of test rooms in all parts of the City.
City Engineer Patterson presented a written report on the cost
of dredging items 1 and 3 of the former estimate, which was considered,
and on motion of Councilman Claire seconded by Councilman Williamson and
carried, the matter of dredging was laid on the table until the regular
meeting in May.
City Attorney Thompson presented a written re -)ort on the tax-
ation of the water front Lot No. 87, Block C, Newport Bay Tract, that he
considered it taxable, and on motion of Councilman. Williamson seconded
by Councilman Ellsworth and carried, the report was accepted and filed
and a copy of same to be sent to the property owners protesting.

son and carried, the communication from the Calif. Real Estate Associa-
tion in regard to advertising in their magazine, was referred to the
Chamber of Commerce.
On motion of Councilman Williamson seconded by Councilman Claire
and carried, the communication from the Chairman of the Recreation & Parks
Committee of Los Angeles in regard to their Short Course on Recreation
and Parks was filed.
The communication from E. B. Pitts asking to have his hot -dog
license at 800 Surf Avenue transferred to Mrs. Anderson and Mrs. Borgersen
was allowed.
On motion of Councilman Claire seconded by Councilman Williamson
and carried, the request of sirs. Grace Y. Hall for transfer of her busi-
ness license to R. W. Lazenby was granted.
On motion of Councilman Williamson seconded by Councilman Claire
and carried, the request of Tom Heath for transfer of his auto park
license from Lots 15 and 16 to Lots 11 and 12, Block 3, Balboa Tract, was
granted,
UNFIFISHED BUSINESS
Plumbing Ordinance No. 379 was brought up for final passage and
considered, but on motion of Councilman Ellsworth seconded by Council-
man Williamson and carried, the final passage was laid over for one week.
NEW BUSINESS
The City Clerk reported that this was the time and place fix-
ed for the hearing of protests or objections against the work, the assess-
ment district or grades described in Resolution of Intention No. 583 in
the matter of the improvement of lylain Street and certain other streets
and avenues in the City of Newport Beach, California, adopted by the City
Council of the said City on the 17-th day of March, 1930.
Reference is hereby made to said Resolution of Intention on
file in the office of the City Clerk for a particular description of the
work to -be done.
- The Clerk also repor -ted that the affidavit of publication of
the Resolution of Intention and of the posting of the Notice of Improve-
ment as required by law had been made and were on file in the office of
the City Clerk.
The Clerk also reported that no written protests had been
received. The Mayor then announced that this was the time and place set
for the hearing of protests -or objections against the proposed work or
against the proposed district or against the proposed grades as set
forth in said Resolution of Intention No. 583, and asked if anyone present
desired to file any written protest or make any oral objections against
the proposed improvement or to the extent of the district to be assessed
or the proposed grades. No one responded.
Councilman Williamson thenoffered and moved the adoption of
RESOLUTION ORDERING WORK NO. 601 in the matter of the Improvement of
Main Street and certain other streets and avenues in the City of Newport
Beach, which motion was duly seconded by Councilman Claire and upon call
of the roll the same was adopted by the following vote, to -wit;
AYES, Councilman Hilmer, Claire, Ellsworth, Williamson,
Johnson.
NOES, Councilmen None.

On motion of Councilman 7illiamson seconded by Councilman Ells-
worth and carried, the regular order of business was suspended to consider ,
the City Engineer's report on the bids.
The City Engineer rc ?3rtec that he had tabulated the ids for
the improvement of Central Avenue as per Resolution of Intention No. 581,
and finds that the bid of Pacific Engineering & Construction Co, is the
lowest regular bid submitted for the said improvement, and recommended
that the said bid be accepted, THEREUPON Councilman Claire introduced
RESOLUTIO7T 70. EO') awarding the contract to Pacific Engineering & Construction
Co., said bid being the lowest regular bid submitted for the hereinbefore
mentioned improvement, and moved its adoption. Thick motion was seconded
by Councilman Williamson, and upon call of the roll the same was adopted by
the following vote, to -nit;
AYES, Councilmen Hilmar, Claire, Ellsworth, Williamson,
Johnson.
NOES, Councilmen done.
ABSENT, Councilmen None.
On motion of Councilman Claire seconded by Councilman Williamson
and carried, the regular order of business was resumed, and the communica-
tions were read and acted upon as follows;
On motion of Councilman Williamson seconded by Councilman
Ellsworth and carried, the request of the N. Ii. Chamber of Commerce for
apnrueriations for advertising from April 15th to May 15th amounting to
$620.00, was allowed.
The commmunicatior_ from the L'. H. Chamber of Commerce in regard
to changes desired for parking in Balboa and Balboa Island, was considered,
and on motion of Councilman Claire seconded by Councilman Hilmer and

carried, the matter was laid on the table for investigation.
The aoplication of Catherine Plum.icr and Mildred C. Nigh for a
license to operate a lunch counter for sandwiches and soft drinks at 310
Bayvieiv Street was considered, and on motion of Councilman Claire seconded
by Councilman Hilmar and carried, the license was granted subject to the
zoning ordinance and approval of the Health Officer.
The com; _unicatiun from '.". :.. Dic,,ie, State Health Officer in
regard to the meeting to discuss se,.-age disous�.l at Sacramento, April 21st,
was considered, but as City Engineer Patterson did not think he could go,
on motion of Councilman Claire seconded by Councilman Ellsworth and
carried, the communication was filed.
On motion of Councilman Claire seconded by Councilman Williamson
and carried, the application of ::r. Crofts for permission to construct a
pier was referred to the City Engineer for the customary two weeks.
On motion of Councilman Williamson seconded by Councilman Claire
and carried, the petition for dredging around Balboa Island signed by
three property owners, and the letter from E. Wolfe in regard to dredging
Collins Island inlet, were ordered filed with the other dredging matters.
The communication from the .*,'omen's Civic.LPL.;ue asking for a
traffic officer at 1jain & Central Ave. on busy days was considered, and
on motion of Councilman Ellsworth seconded by Councilman Williamson and
carried, the communication was referred to the Police Committee.
On motion of Councilman Claire seconded by Councilman William-
son and carried, the com unication from the :!e�,!port Beach Lumber Co. for
a crossing over the railroad tracks at 28th Street, was referred to the
City Engineer to take up with the Pacific Electric Railway Co.
The communication from State Health Officer, 77. U. Dickie, and
also one from the League of Calif. Municipalities in regard to their
clean -up campaign on flies was considered, and on motion of Councilman
Williamson seconded by Councilman Claire and carried, the communications
were referred to the Health Officer for attention.

Councilman Claire then offered and moved the adoption
of RESOLUTION NO. 602, ordering that the improvement of Main Street
and certain other streets and avenues shall be done under the direction
of the City Engineer instead of the Supt. of.Streets, which motion was
duly seconded by Councilman Williamson and upon call of the roll the
same was adopted by the following vote, to -wit:
AYES, Councilmen Hilmer, Claire, Ellsworth, Williamson,
Johnson.
NOES, Councilmen None.
ABSENT, Councilmen None.
' City Engineer Patterson brought up the matter of dredging
at the harbor entrance which was considered, and an motion of
Councilman Williamson seconded by Councilman Claire and carried, the
Chair was instructed to appoint a committee of 3.to try and secuZe
a trade of some property for the sand deposited east of the east
jetty. The Committee appointed is City Engineer Patterson, City
Attorney Thompson and Stuart Lucas.
City Engineer Patterson presented the application of Dr.
Simon Jesberg to construct a pier in front of Lot 18, Block 4,
Section 5, Balboa Island,with the recommendation that the length be
reduced to correspond with other piers, and on motion of Councilmen
Williamson seconded by Councilman Claire and carried, the application
was allowdd subject to the City Engineer!s.recommendatiou.
City Engineer Patterson also presented the application of
Frank K. Colby for permission to construct a Dier in front of Lot 6,
Block 4, Section 2, Balboa Island, but stated it was not up to
standard width. On motion of Councilman Ellsworth seconded by
Councilman Williamson and carried, the permission was granted on the
basis of the standard pier as adopted.
City Attorney Thompson presented a lease with Carl Salda.no
and Fred J. Addison covering the live bait concession on the Balboa
pier, together with a Resolution authorizing the Mayor and City Clerk
to execute the same on behalf of the City of Newport Beach.
' The Resolution was read, considered, designated RESOLUTION
NO. 603 and upon call of the roll was passed by the following vote,
to -wit:
AYES, Councilmen Hilmer, Claire, Ellsworth, Williamson,
Johnson.
NOES, Councilmen None.
ABSENT, Councilmen None.
ORDINANCE NO. 380, entitled:
AN ORDINANCE OF THE CITY COUiNCIL AND BOARD OF
TRUSTEES OF THE CITY OF NEWPORT BEACH; PROVIDING
FOR THE LEVY AND COLLECTION FOR EACH FISCAL YEAR
OF A TAX OF THREE CENTS ($.03), ON EACH ONE
HUNDRED DOLLARS ($100.00) OF ASSESSED VALUATION,
FOR TAX PURPOSES; PROVIDIING THE MANNER OF USING
SUCH TAX, AND THEP TI_.`E OF COLLECTION THEREOF, AND
ORDERING THE SUBMISSION OF THIS ORDIiNANCE TO
ELECTORS OF THE CITY OF NEWPORT BEACH, AT A SPECIAL
MUNICIPAL ELECTION TO BE HELD IN SAID CITY OF NEW=
PORT BEACH ON THE 28TH DAY OF MAY, 1930.
The Ordinance was read, considered, and on motion of
Councilman Williamson seconded by Councilman Ellsworth and carried,
the Ordinance was passed to the second reading.
Councilman Williamson introduced a Resolution entitled:
RESOLUTIONN OF THE CITY COUNCIL OF THE CITY OF
' NEWPORT BEACH CALLING A SPECIAL MUNICIPAL ELECTION
TO BE HELD IN SAID CITY OF NEWPORT BEACH ON WEDNESDAY
THE 28TH DAY OF VAY, 1930, FOR THE PURPOSE OF SUB-
MITTING TO THE QUALIFIED ELECTORS OF SAID CITY A
CERTAIN PROPOSITION FOR THE ANNEXATION OF CERTAIN NEW
UNINHABITED TERRITORY TO SAID CITY, FIXING TIE PRE-
CINCTS AND POLLING PLACES FOR THE HOLDING OF SAID
ELECTION AND APPOINTING OFFICERS FOR SAID ELECTION
AND FIXING THEIR COMPENSATION.
The Resolution was read, considered, designated RESOLUTION
NO. 604 and upon call of -the roll passed by the following vote, to -wit:
AYES, Councilmen Hilmer, Claire, Ellsworth, Tilliamson,
Johnson.
NOES, Councilmen None.

City Attorney Thompson stated that the licence collec-
tor desired a change made in the boat license Ordinance No. 340, and on
motion of Councilman Claire seconded by Councilman Williamson and carried,
the City Attorney was instructed to draw up an amendment to Ordinance No.
340 for the next meeting.
Councilman Ellsworth referred to the need of channel markers in
the harbor entrance and bay which was discussed, and on his motion second-
ed by Councilman Williamson and carried, the Chair was instructed to
appoint a committee of three to make a recommendation to this Board of
the number of markers they would consider should be provided. The
Committee appointed is Harbor Master Jay, J. B. McNally and II. A. Beek.
On motion of Councilman Williamson seconded by Councilman Claire
and carried, the demands which were in proper form and signed and approv-
ed by the Finance Committee, were allowed and warrants to be drawn for
same.
On motion of Councilman Williamson seconded by Councilman
Ellsworth and carried, the demand of the Talbert Garage covering repairs
for an auto accident some time ago, was denied and the City Attorney
instructed to so inform them.
City Attorney Thompson stated the lease on the Cit,; Dump Ground
would expire on April 30th and the Greeley Bros, would like.to renew it.
On motion of Councilman Claire seconded by Councilman Ellsworth and
carried, the City Attorney was instructed to draw up a new lease with
them for the-dump ground.
There being no further business on motion of Councilman Hilmer
seconded by Councilman Ellsworth and carried, the meeting adjourned to
7;30 o'clock P. M. on Monday, April 14, 1930.

The minutes of the previous meeting were read and approved
as read.
On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the regular order of business was suspended to take up the
opening of bids.
This being the time and place fixed for opening bids for the
construction of a timber pier located at 26th Street and Bay Front in
the City of Newport Beach. The Council in open session publicly opened,
examined and declared all sealed bids received for said work, which
bids were as follows.
