On motion of Councilman Hilmer seconded by Councilman
Garfield and carried, the de:.rnd of Louis Dixon covering two weeks
vacation as signed by the Finance Committee was allowed.
There being no further business on motion of Councilman
Claire seconded by Councilman Garfield and carried, the meeting
adjourned to 7 :30 o'clock P. E. on Monday, _,Say 19, 1930.

The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. i;:, on above date. Ilayor Johnson
not being present on motion of Councilman Ellsworth seconded by,Council-
man Garfield and carried, Councilman Claire was elected temporary
chairman, who called the meeting to order,
The roll was called showing all members present except
;iayor Johnson who came in later,
The :Minutes of the previous meeting were read and approved
as read.
Councilman Hilmer brought up the matter of a pier on Balboa
Island being so constructed that it projected across an adjoi::incl lot
instead of according to the plan submitted, which he thought should not
be allowed. The matter was discussed and on motion of Councilman Hilmer
seconded by Councilman Ellsworth and carried, the Street Superintendent
was instructed to see that the ordinance regulating the construction of
piers be rigidly enforced and he would be held responsible for any
changes allowed to be made.
City Engineer Patterson reported that the toilets the
Committee would recommend for Corona Del ;.:ar would cost approximately
,478.00. On motion of Councilman Claire seconded by Councilman Ellsworth
and carried, the matter was referred to the Finance Committee to make a
report at the next meeting.
On motion -of Councilman Claire seconded by Councilman
Ellsworth and carried, the regular order of business was sus -)ended to take
up the matter of assessments for the improvement of Tract 948.
The assessi,ient diagram prepared by the City Engineer for the
iinnrove_�ent of Seville Avenue and other streets as contemplated by
Resolution of Intention No. 543, was presented for the approval of the
Council. Councilman Ellsworth moved that said diagram be so approved;
seconded by Councilman Garfield and carried.
The Clerk advised the Council that this was the time and
place fixed pursuant to statute and notice given for the hearing in the
matter of the assessment for the improvement of Seville Avenue and other
streets as contemplated by Resolution of Intention No. 543, adopted on
the lath day of November, 1929, the Clerk also informed the Council that
affidavits of the posting and publication of the Notice of Filing
Assessment were on file in his office and that no written appeals or
objections had been filed in his office prior to the day set for the
hearing.
The Eayor asked if there were any interested persons present
desiring to be heard in the matter. No one responded.
Al?. interested persons having been given full opportunity to
show cause iehy the said assessment should not be confirmed, all
objections o;::sented having been heard and fully considered and the
Council beint satisfied with the correctness of the assessment, there-
upon Councilman Ellsworth moved that the said assessment be confirmed
and approved, -,hich motion, seconded by Councilman Garfield was carried
by the following vote, to -wit:

NOES,.Councilmen None.
ABSENT, Councilmen None.
On motion of Councilman 711swoxth.seconded by Councilman
Claire.and carried, the regular order of business was resumed.
The communications were read, and on motion of Councilman Iiilmer
seconded by Councilman Ellsworth and carried, the regular order of busi-
ness was suspended for the Newport Harbor Yacht Club to present a matter
to the Council.
Mr. Shattuck stated that the Newport Harbor Yacht Club were
contemplating the purchase of Tideland Location No. 268 consisting of
9 and a fraction acres, providing the City would accept a deed free
from the Yacht Club for the property.
The matter was considered and on motion of Councilman Claire
seconded by Councilman Hilmer and carried, the matter was laid on the
table until next meeting.
On motion of Councilman Ellsworth seconded by Councilman Hil-
mer and carried, the regular order of business was resumed.
A petition of the Orange County Improvement Associat'_)n and
the Title Guarantee and Trust Co, as Trustee, asking for the improve-
ment of Canal and River Sections in West Newport under the 1915 bond
act, was considered, and on.motion of Councilman Ellsworth seconded
by Councilman Hilmerand carried, the petition was referred to the Street
Committee for a report at the next meeting.
The petition of H. I.!. Perez for the improvement of Ocean Avenue
between 23d and 24th Streets was considered, and on motion of Council-
man Hilmer seconded by Councilman Garfield and carried, the petition
was referred to the Mayor and Councilman Claire for investigation and
report.
The com.unication from the ;lest Newoort Improvement Association
with a letter from the Pacific Electric Railway Co. offering to co-
operate with the City in regard to a comfort station in Nest Newport,
was considered, and on motion of Councilman Claire seconded by Council-
man Hilmer and carried, the matter was referred to the City Engineer in
conjunction with Mr. Maskey for further investigation and probable cost.
The communication from Ers. H. M. Barton asking that -larking
be prohibited on Adams Street between Central and Surf Avenue, was con-
sidered, and on motion of Councilman Claire seconded by Councilman
Hilmer and carried, the communication was referred to the Police Committee
for a report.
On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the communication from the Calif. Institute of Technology
in regard to toilet facilities on Corona Del Mar was filed as it was
being taken care of.
The communication from the N. H. Chamber of CommeTce in regard
to the Tournament of Lights and the advisa.>ility of the City making an
entry, was considered, and on motion of Councilman Ellsworth seconded
by Councilman Hilmer and carried, the matter was referred to the Adver-
tising Committee for a report at the next meeting.
On motion of Councilman Claire seconded by Councilman Garfield
and carried, the application of uarguerite Dickinson for license to
operate a Miniature Golf Course on Lots 8, 9 and 10, Block 4, Balboa
Tract, was granted subject to the zoning Ordinance, and approval of the
electrical inspector.
On motion of Councilman Ellsworth seconded by Councilman Hilmer
and carried, the application of I.Ieals & Rudd for license to operate a
Miniature Golf Course on Lots 3, 4, 5 and 6, Block 4, Newport Bay Tract,
was granted subject to the zoning ordinance and approval of the electri-
cal inspector.
On motion of Councilman Claire seconded by Councilman Garfield
and carried, the application of Alfred Amillo for License to operate a
parking station at 409 - 411 Harding Street was granted subject to the
Coning ordinance and approval of the City Electrician.
On motion of Councilman Claire seconded by Councilman Ellsworth
and oarried, the request of R. Arnold for transfer of his apartment and
soft drink licenses Nos. 162 and 164 to Bessie Ann Thomasson was granted.
On motion of Councilman Ellsworth seconded by Councilman, Claire
and carried, the application of Eisenhauer & Hume for license to operate
a Restaurant in the walker & Hammon Arcade, was allowed subject to the
approval of the Health Officer.

On motion of Councilman Ellsworth seconded by Councilman
Claire and carried, the request of E. Putnam for transfer of his license
No. 181 to John Fallert, was granted..
The communication from Mrs. C. G. White protesting against the
use of the street end at the approach of the Bay Island bridge, for
construction work on Bay Island, was considered, and on motion of
Councilman Claire seconded by Councilman Ellsworth and carried, the
communication was filed, and the matter left with the Street Superintend-
ent to try and remedy.
The communication to Mayor Johnson enclosing season passes
to the Valencia Orange Shona for the members of the Council, was present-
' ed, and on motion of Councilman Claire seconded by Councilman Garfield
and carried, the communication was filed and the Clerk instructed to
write thanking them for the consideration shown.

ORDINANCE NO. 384, entitled:
AN ORDINANCE OF THE CITY OF NEWPORT BEACH ADDING A
NEW SECTION TO ORDINANCE NO. 310 OF SAID C�TY OF
NEWPORT BEACH TO BE KNOWN AS SECTION NO. 12, AND
AMENDING SECTION NO. 2 OF SAID ORDINANCE NO. 310.
came up for final passage,.was read, considered, and upon call of the
roll passed by the following vote, to -wit:
AYES, Councilmen Hilmer, Claire, Ellsworth, Garfield, Johnson
NOES, Councilmen None.

The matter of rates charged at the camp ground was consid-
ered, and on motion of Councilman Ellsworth seconded by Councilman
Garfield and carried, the rate for the bay front locations was set at
$1.00 per day and the other locations at 750 per day, and all other
regulations to remain the same as at present.
There being two vacancies on the Planning Commission Mayor
' Johnson <.nnointed Councilman'Hilmer and Geo. P. '.:'ilson to fill the
vacancies, and on motion of Councilman Claire seconded by Councilman
Ellsworth and carried, the appointments were approved by the Council.
Mayor Johnson stated that Lr. Kelly had a reed to give
10 x 15 feet from Lot 1, Block 4, Balboa Tract for 9150.00, and on
motion of Councilman Ellsworth seconded by Councilman Garfield and
carried, the City Attorney was authorized to complete the deal for
the corner on this basis.
On motion of Councilman Claire 'seconded by Councilman Hilmer
and carried, the two d-°ands for stamped envelopes, having been sign-
ed and approved by the Finance Committee, were allowed and warrants
to be drawn for same.
There being no further business on motion of Councilman
Claire seconded by Councilman Ellsworth and carried, the meeting
adjourned Sine Die.
