The City Council of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing the full Council present. The MifatitbC of the previous meeting were read and approved. Councilman Hilmar reported that the filing system he had been-working on was nearly completed, and he thought the Ordinances and Resolutions should be kept-under lock and key, and anyone removing any.documents should sign a receipt therefor. He thought we should ' have extra copies of the Ordinances. He also stated he had provided an index for the contracts and leases giving the dates payments are due, and suggested that someone be delegated to collect the amounts as they become due. On his motion seconded by Councilman Garfield and carried, the City Auditor was instructed to see that all contracts and leases are acted on when due, and if he cannot get results to inform the Council. On motion of Councilman Claire seconded by Councilman Garfield and carried, the City Clerk was authorized to have Mrs.. -Rainbolt copy the Ordinances. . Councilman Hilmer referred to certain City employees living outside the City, and moved that Miss Peters and Mrs. Anderson be notified that unless they move in the City by the let of February their services would not be required after that date. The City Clerk read a communication giving sickness in the family as the reason why Miss Peters did not move in the City, and requesting for the best interest of his department that no action be taken forcing a change in the personnel at this time. Mr. Patterson also asked to be granted 30 days to find someone for the Water Dept. and break them in,. both of which were ignored. The motion was seconded by Councilman Claire_ and, declared carried. On motion of Councilman Claire seconded by Councilman Hilmar and carried, the communication from Richard Waldron, District Secretary of the Board of Fire Underwriters, suggesting proposed improvements in our fire apparatus as a basis.of lowering our fire rates, was filed. ' Councilman Garfield read a report on prices for the new apparatus suggested, and the Committee recommended favorable action on same. On motion of Councilman Claire seconded by Councilman Ellsworth and carried, the Fire Committee was instructed to present a contract for the purchase of the new equipment as outlined, at the next meeting. The communications were read and acted upon as follows: On motion of Councilman Claire seconded by Councilman Hilmar and carried, the communications from J. P. Greeley and Forrest Gaydon left over from last meeting, recommending the purchase of fire apparatus, was filed. On motion of Councilman Hilmar seconded by Councilman Garfield and carried, the communication from the Crandall Boat Co. asking permission to try out boats constructed by them two.days a week on the bay "laid over from last meeting, was filed. The communication from Thos. 0. Butterworth suggesting some changes in the parkway of Park Avenue., Balboa Island, was considered, and on motion of Councilman Hilmer seconded by Councilman Garfield and carried, the communication was referred to the Street Committee for investigation. On motion of Councilman-Claire seconded by Councilman Hilmar and carried, the communication fmom J. J. Schnitker asking the owner- ship of a 60 foot strip of land known as The Hudson, was referred to ' the City Attorney for investigation and report. On motion of Councilman- Claire seconded by Councilman Garfield and carried, the application of Grace E. Taylor for clerical work was referred to the Auditor, Clerk and City Engineer. The communication from Attorney H. C. Head in regard to a city sewer line extending through an abandoned portion of an alley adjoining the Tibbets property, was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the matter was referred to the City Engineer and City ,Attorney for a report. The communication from H. 0. and Lillian C. Sloan asking the abandonment of the alley in Block 143; Canal Section, was considered, and oh motion of Councilman Hilmar seconded by Councilman Claire and carried, the matter was laid on the table until the second meetthg 282 In February. On motion of Councilman Claire seconded by Councilman Kilmer and'carrled, the communication from the Newport — Balboa Business Men's Assn. asking that no special elections be held, was filed. The communication from U. H. Plavan offering to exchange ' water rights on the city owned acreage and certain acreage owned by him, totaling about 14.3.97 acres, for the surface rights on same, was con- sidered, and on motion of Councilman Ellsworth seconded by Councilman Garfield and carried, the matter was referred to the water Supt. and later Oemmittee for a detailed report. On motibn of Councilman Claire seconded by Councilman Kilmer and carried, the application of S. A. Stowell for permission to install a 240 gallon gasoline storage tank underground at his place on Oorona ' Del Mar was allowed when approved by the Fire Chief. On motion of Oouncilman Claire seconded by Councilmann Garfield and carried, the communication from the United Commercial Co. Inc., wanting to furnish steel for our new sewage disposal plant, was filed. On motion of Councilman Claire seconded by Councilman Garfield and carried, the communication from the War Department in regard to an extension to a pier west of Huntington Beach, was filed. On motion of Councilman Hilmer seconded by Councilman Ellsworth and carried, the communication from the Orange County Coast Assn. commending the Council for their co—operation with them was filed. The communication from the Harbor Master stating that the floats at the Qoral and Opal Street piers rest on the bottom at low tide and asking to have some dredging done around same. The matter was considered and on motion of Councilman Claire seconded by Councilman Garfield and carried, the dredging as requested was allowed out of the harbor maintenance fund at not to exceed $50.00 each. On motion of Councilman Olaire seconded by Councilman Hilmar and carried, the Oity Engineer was instructed to make an estimate and report on the cost of an extension to the 19th Street pier, lowering the height of the deck and building a larger float. On motion.of Councilman Garfield seconded by Councilman Hilmar and carried, the communication from the Newport Harbor Outboard Assn. stating that they were through with Newport Beach, was filed. On motion of Councilman Olalre seconded by Councilman Hilmar , and carried, the communication from Martha Medlock opposing the, out- board motor boats on the bay, was filed. UNFINISHED BUSINESS City Engineer Patterson referred to the bide for the improvement of River Avenue and certain other streets, alleys and ease- ments as contemplated by Resolution of Intention No. 621, and asked that they might be taken under advisement for another week, which was - granted. NEW BUSINESS City Engineer Patterson presented a letter from A. V. Oagtlidge Attorney with Mr. Ellis, 'stating that in Acquisition and Improvement District No. 2 of the City of Newport Beach, it would be necessary to have a title search made and wishing authority to procure same. The matter was considered and an motion of Councilman Claire seconded by Councilman Kilmer, authority was granted Mr. Ellis to have the search made by the Orange County Title Co. of Santa Ana, by the following vote, to —wit., AYES, Councilmen Hilmer, Claire, Ellsworth, Garfield, Johnson. NOES, Councilmen None. ABSENT, Oouncilmen.None. ' Councilman Garfield presented a written report in regard to hater contacts for use of water outside the city, and on his motion seconded by Councilman Hilmar and carried, all present contracts with water consumers outside the corporate limits of the City of Newport Beach, be renewed at the expiration thereof, provided that the City of Newport Beach has sufficient water on hand to provide for outside consumers, and that the contracts be renewed for the period of one year.upon the same conditions and terms as the present contracts, that 1 0 2 8 >. is to say,'on a month to month basis during a period of one year, and that at the.expiration of the said one year renewal period, if the contracts are not sooner terminated, that no further contracts be entered into, and the furnishing of water to said.outside con- sumers be discontinued permanently. Councilman Claire reported that there was no special need for a license collector at this time but they did need extra police- men, one of whom could put in part time collecting licenses later on, and the Committee would request that.two temporary policemen be employed at a salary of $125.00 per month. On his motion seconded by.Councilman Ellsworth and carried, the request was granted. There being no further business on motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the meeting adjourned Sine Die. /,­i APPROVED: February 2, 193: City Clerk. City Hall., Newport Beach, Feb. 2, 1931- The City Council of the City of Newport Beach met in regular session at 7:30 o'clock P. M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing the full Council present. The minutes of the previous meeting were read and approved as read. The reports of the heads of the departments were read and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the reports were accepted and ordered filed. Councilma$ �jsworth reported in regard to the bait con= cession on the Newpo ier, that he would like to have the Clerk write to the different applicants -and have them send in a letter to the Council giving some idea of how they would propose to run the business and also as to the type of equipment they would use, as an aid to the Committee in getting up the specifications for the bidders. City Attorney Thompson stated the Council would have the right to con- fine the bids to people living in Newport Beach. City Attorney Thompson stated he was not ready to report on the ownership of The Hudson and*he was granted additional time. He also reported progress in the matter of the sewer in the abandoned alley along the Tibbets property, and would try and have a complete. report for the next meeting. Councilman Hilmar stated the Water Committee were not ready to report on the offer made by Mr. Plavan to exchange water rights for the surface rights on water — bearing land, and they were granted additional time. The communications were read and acted upon as follows: The Resolution passed by the City of Pasadena asking for an extension to April 15th in which to make application for electric energy from Hoover Dam, and asking us to adopt a similar one, was con- sidered, and on motion of Councilman Ellsworth seconded by Councilman Garfield and carried, the same was ordered filed and the Clerk in- structed to notify them we were not going to apply for our allotment. On motion of Coun011man Claire seconded by Councilman' Garfield and carried, the invitation to the Metropolitan Water District dinner, Feb. 5th was filed. The communication from the City Clerk of San Jacinto asking that we pass a resolution opposing the selling of milk in Southern California from dairies north of the Tehachapi was considered, and on motion of Councilman Ellsworth seconded by Councilman Claire and carried, the communication was referred to the Water Committee for report.
