Councilman Claire reported that there was no special need for a license collector at this time but they did need extra police- men, one of whom could put in part time collecting licenses later on, and the Committee would request that.two temporary policemen be employed at a salary of $125.00 per month. On his motion seconded by.Councilman Ellsworth and carried, the request was granted. There being no further business on motion of Councilman Ellsworth seconded by Councilman Hilmar and carried, the meeting adjourned Sine Die. �1 APPROVED.: February 2, 193: (�XJ� City Clerk. City Hall, Newport Beach, Feb. 2, 1931- The City Council of the City of Newport Beach met in regular session at 7:30 o'clock P. M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing the full Council present. The minutes of the previous meeting were read and approved as read. The reports of the heads of the departments were read and on motion of Councilman Claire seconded by Councilman Ellsworth and carried, the reports were accepted and ordered filed. Councilm ��. sworth reported in regard to the bait con= cession on the Newpp IJier, that he would like to have the Clerk write to the different applicants and have them send in a letter to the Council giving some idea of how they would propose to run the business and also as to the type of equipment they would use, as an aid to the Committee in getting up the specifications for the bidders. City Attorney Thompson stated the Oouncil would have the right to con- fine the bids to people living in Newport Beach. City Attorney Thompson stated he was not ready to report on the ownership of The Hudson and he was granted additional time. He also reported progress in the matter of the sewer in the abandoned alley along the Tibbets property, and would try and have a complete. report for the next meeting. Councilman Hilmar stated the Water Committee were not ready to report on the offer made by Mr. Plavan to exchange water rights for the surface rights on water bearing land, and they were granted additional time. The communications were read and acted upon as follows: The Resolution passed by the City of Pasadena asking for an extension to April 15th in which to make application for electric energy from Hoover Dam, and asking us to adopt a similar one, was cbn- sidered, and on motion of Councilman Ellsworth seconded by Councilman Garfield and carried, the same was ordered filed and the Clerk in- structed to notify them we were not going to apply for our allotment. On motion of Oounbilman Claire seconded by Councilman' Garfield and carried, the invitation to the Metropolitan water District dinner, Feb. 5th was filed. The communication from the City Clerk of San Jacinto asking that we pass a resolution opposing the selling of milk in Southern California from dairies north of the Tehachapi was considered, and on motion of Councilman Ellsworth seconded by Councilman Claire and carried, the communication was referred to the Water Committee for report. 284 The communication from the City Clerk appointing Miss Harlon C Turner as his deputy in place of Miss Peters at a salary of $125.00 per month, was considered, and on motion of Councilman Hilmer seconded by Councilman Garfield and carried, the appointment was approved. The communication from the League of Calif. Municipalities asking if we would favor an amendment raising the tax limit from $1.00 to $1.25 per 100 valuation, was laid on the table for the present. On motion of Councilman Hilmer seennded by Councilman Garfield and carried, the appointment by Mr. Patterson of Mrs. R. P. Rainbolt to take Mrs..Anderson °s place, in the Water•.Department, was approved. The communication from H. M. Lane protesting the closing of any streets or alleys where the Refinery is located, was laid on the , table to next meeting. The communication from the Chamber of Commerce in regard to publishing a statement of expenditures of the different funds was considered, but as the monthly report is printed and the records are open for inspection on motion of Councilman Garfield seconded by Councilman Claire and carried, the communication was filed. On motion of Councilman Garfield seconded by Councilman Ellsworth and carried, the application of Richard C. Johnson for license to operate a night patrol, was referred to the Police Committee for report. UNFINISHED BUSINESS City Engineer Patterson brought up the matter of the bide on the River Avenue work as contemplated by Resolution of Intention No. 621, and asked for a continuance until next meeting, which wqs granted. NEW BMINESS City Engineer Patterson reported on the l9th Otreet Pier that the float was in very bad shape and he would suggest that a new, gloat be constructed. The matter was consldered, and Councilman Hilmer introduced a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ' NEWPORT .BEACH ADOPTING PLANS AND SPECIFICATIONS FOR THE CONSTRUCTION OF A WOODEN FLOAT AT 19TH STREET. The Resolution was read, considered, designated IZSOLUTION N0. 650 and upon call of the roll passed by the following vote, to —wit: AYES, Councilmen Hilmer, Claire, Ellsworth, Garfield, Johnson NOES, Councilmen None. ABSENT, Councilmen None. Otty Engineer Patterson presented an insurance policy in the sum of $4,000.00 from the Orange County Harbor Realty Co. covering their pro —rata share of the insurance on city property, which was con- sidered and on motion of Councilman Garfield seconded by Councilman Hilmer.and carried, the matter was laid on the table to next meeting. A plan of a pier for Cole °s Boat Yard which would be located inside the bulkhead line and which he thought the permit for his boat shop covered, was considered, but as it extended into navigable water it was decided he should have a separate-permit for same. On motion of Councilman Ellsworth seconded by Councilman Garfield and carried, the application was referred to the City Engineer for the customary two weeks. The application of the Calif. Boat & Equipment Co. for permit to construct a pier in front of a portion of Lot L, Tract 919 was referred to the City Engineer for the customary two weeks. City Engineer Patterson brought up the matter of some of the ' trees on Corona Del Mar not being suited to this climate and therefore not doing well, which he would recommend dhanging to a different variety. The trees on three streets especially should be changed, there being about 400 trees which the Contrelctor had agreed to provide for 25 cents each. The matter was considered and on motion of Councilman Garfield seconded by Councilman Hilmer and carried, it was referred to the Street Committee. Councilman Garfield reported in regard to the new fire equip- ment that the Committee would recommend that bids be called for on specifications to be prepared. The matter was considered and on motion of Councilman Garfield seconded by Councilman Hilmer and carried, the Fire Chief and Fire Committee and City Engineer were instructed to pre- pare the specifications covering our requirements. On motion of Councilman Garfield seconded by Councilman Claire and carried, the City Attorney was instructed to prepare the proper notices for calling for bids. On motion of Councilman Claire seconded by Councilman Ellsworth and carried,•the demands which are in proper form and signed and approved by the Finance Committee, were allowed and warrants to be drawn for same. There being no further business on motion of Councilman Ellsworth seconded by Councilman Claire and carried, the meeting adjourned to 7:30 o'clock P. City Hall, Newport Beach, Feb. 16, 1931- The City Council of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on- above date. The meeting was called to order-by Mayor Johnson. The roll was called showing the full Council present. The minutes of the previous meeting were read and approved as read. ' Oouncilman Claire reported on the application of R. 0. Johnson for license as night patrolman, the Committee would recommend that if the Patrol wants a license they should file a petition asking for it from their patrons, and they should provide some kind of a uniform. On motion of Councilman Ellsworth seconded by Councilman Claire and carried, the report_of the Committee was accepted. Councilman Ellsworth reported for the Street Committee that they would recommend that the trees be replaced on the three streets on Corona Del Mar as suggested by City Engineer Patterson at the last meet- ing at a cost not to exceed $79.00 and same to be taken out of the Park fund. On motion of Councilman Claire seconded by Councilman Garfield and carried, the report was accepted. Councilman Ellsworth reported on the Butterworth eomr,,iunication that to pave Park Avenue from Marine to Onyx-it would cost about $490.00 6z $500.00, or to pave approximately 95 feet of the parkway from Marine Avenue would cost about $310.00, and on motion of Councilman Garfield seconded by Councilman Claire and carried, the report was accepted without recommendation. City Attorney Thompson stated he had been ill for the past week and therefore was not ready to report on the Tibbets matter and owner- ship of the Hudson, and he was granted additional time. Councilman Garfield reported that the Water Committee did not think it advisable to exchange the surface rights for water rights on our acreage as suggested by Mr. Plavan, and would not recommend it. On motion of Councilman Claire seconded by Councilman Garfield and carried, the report was accepted and the Clerk instructed to notify Mr. Plavan and returning the water analysis. Councilman Garfield also reported in regard. to dairies north of the Tehachipa selling milk in- Southern California, that the Committee did not consider any action necessary in regard to same, and on motion of Councilman Claire seconded by Councilman Hilmer and carried, the communication was ordered filed. The communications were read and acted upon as follows: The petition of H. Cardoza.Sloan asking the abandonment of the alley in Block 143, Canal Section laid over from a previous meeting, was considered, and on motion of Councilman Claire seconded by Councilman
