The City Oouncil of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing the full Council present. The minutes of the previous meeting were read and approved as read. The communications were read and acted upon as follows: The communication from the Newport Balboa Business Men's Assn. asking a permit to hold a Balboa Bathing Beauty Contest and ask- ' ing an appropriation of $500.00 for same, was considered, and on rpotion of Councilman Claire seconded by Councilman Hilmer and carried, the matter was referred to the Advertising Committee for a report at the next meeting. The communication from the Chamber of Commerce suggesting that we try and procure Battleships or Destroyers for three separate events during this season; Memorial Day, Tournament of Lights and the Natal Celebration was considered, and on motion of Councilman Garfield seconded by Councilman Ellsworth and carried, the Clerk was instructed to write the Commander of the Fleet at San Pedro and see if they would be_ willing to grant our request for same. The communication from the Chamber of Commerce asking the City to construct 6 barges for use in the Tournament of Lights was discussed, and on motion of Councilman Claire seconded by Councilman Hilmer and carried, the matter was laid on the table to next meeting. A communication.from the Chamber of Commerce referring to certain buoys which the Federal Government had agreed to place 250 feet out from the Huntington Beach pier to protect them from the seine fishermen, and suggesting that we try and obtain similar bouys from our piers, was considered, and on motion of Councilman Hilmer seconded by Councilman Garfield and carried, as the City Engineer was conversant with same, the matter was referred to him to take up with the Govern- ment Officials. On motion of Councilman Ellsworth seconded by Councilman Garfield and carried, the - communication from Frank E. Riddle asking for ' certain pedestrian crossings across the State Highway in the Seashore Colony Tract, was referred to the Police Committee for report. On motion of Councilman Claire seconded by Councilman Ellsworth and carried, the communication signed by 6 Millers and V. I. Williams complaining of the weeds do the sidewalks on Corona Del Mar, was filed as the Street Supt. was taking care of the matter as fast as possible, although it is the property owners place to do it. On motion of Councilman seconded by Councilman Gar- field and carried, the application of J. W. Peterson for permit to construct a Ater in front of Lot 31, Tract 742, Balboa Island, was referred to the City Engineer for the customary two weeks. The communication from the Secretary of the west Newport Improvement Assn. asking when the dredging would be under the Central Avenue bridge so.boats could get up to west Newport was considered, and City Engineer Patterson stated it would not be safe for the bridge to dredge out very much. On motion of Councilman Hilmer seconded by Councilman Ellsworth and carried, the Street Supt. was instructed to dredge what he thought would be safe for the bridge, but not to exceed an expense of $750.00. On motion of Councilman Hilmer seconded by Councilman Claire and carried, the application of Mrs. A. B. Willis to lease 200 x 125 feet on the north side of the bay, was referred back to get a plan of what she proposes to construct on it. The communication from the Southern Calif. Swimming Assn. in regard to life guards between the Newport and Balboa piers was con- ' sidered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the communication was filed and the Clerk in- structed to write them that in the. summer season and on special days when there was a number of bathers in the water, life guards were placed there as needed. On motion of Councilman Claire seconded by Councilman Ellsworth and carried, the application of the Standard Oil Co. for Permit to install an underground gasoline storage tank on the A Street pier at Balboa, was allowed subject to the approval of the Fire Chief and if in the business zone. The communication from the Board of Library Trustees re- questing that the City remove the street return in front of the library building and replace it with standard sidewalk and curb, was considered, 306 and on motion of Councilman Hilmer seconded by Councilman Garfield and carried, the matter was referred to the Street Committee. On motion of Councilman Claire seconded by Councilman Gar- field and carried, the.application of F. J. Besse for transfer of license No. 18 to Mamie Wasserman was allowed. On motion of Councilman Ellsworth seconded by Councilman Garfield and carried, the application of T. 17. Heath for transfer of his auto park license to J. W. Hues was allowed. On motion of Councilman Claire seconded by Councilman Garfield and carried, the application of H. R. Wilkens for transfer of his Flasher Heart Game license to E. N. Workman was allowed. On motion of Councilman Claire seconded by Councilman Gar- field and carried, the application of H. R. Neumann for license to operate a Taxi service at 21st and Central Avenue was allowed. On motion of Councilman Claire seconded by Councilman Ellsworth and carried, the application of Chas. B. Gardner, Jr. for license to haul passer ara for sightseeing from boat from K Street pier and 19th Street nler, was allowed. On motion of Councilman Claire seconded by Councilman Gar- field and carried, the application of W. L. Harvey for transfer of his service station license,at State Highway and Walnut Street to Potts & Laughlin, was allowed. On motion of Councilman Claire seconded by Councilman Gar- field and carried, the application of Ida Brinkman for transfer of her Restaurant license at 703 Bay Front to M. Brinkman was allowed. On motion of Councilman Ellsworth seconded by Councilman Garfield and carried, the application of A. Ramon for transfer of her real estate license from 609 East Central to 605 East Central was allowed. UNFINISHED BUSINESS Councilman Hilmar reported in regard to the request of the Balboa Beach Amusement Co. for a parking place on the ocean front that they find upon investigation they do not own the property and the lease given them.some time ago was not for the purpose for which they intend to use it. Thereupon on motion of Councilman Hilmer seconded by Councilman Ellsworth and carried, the application of Mr. Burlingame was denied. NEW BUSINESS This being the time set for No. 2 in the City of Newport Beach, the publicly opened, examined and.declared said work, which bids were as follows: CONTRACTOR opening bids for fire station City Council in open session all sealed bids received for TOTAL ESTIMATED AMOUNT OF BID Irvin George Gordon,- - - - - - - - - 03,530.56 J. M. Shannon,- - - - - - - - - - - - 3.590.00 Thereupon on motion of Councilman Claire seconded by Council- man Garfield and carried, the bids were referred to the Fire Committee for report at the next meeting. The matter of changing the parking regulations on Balboa Island was brought up and Councilman Garfield introduced a Resolution prohibiting parking on the west side of Marine Avenue between Park Avenue and the North Bay. . The Resolution was read, considered, designated RESOLUTION N0. 680 and upon call of the roll passed by the following vote, to -wit: AYES, Councilman Hilmer, Claire, Ellsworth, Garfield, Johnson NOES, Councilmen None. ABSENT, Councilmen None. Councilman Claire introduced a Resolution permitting parking on the westerly side of the alley east of Block 2, Newport Bay Tract. The Resolution was read, considered, designated RESOLUTION N0. 681 and upon call of the roll passed by the following vote, to -wit: AYES, Councilmen Hilmar, Claire, Ellsworth, Garfield, Johnson. NOES, Councilmen None. ABSENT, Councilmen None. �.V C 0 >07 City Engineer Patterson presented a letter recommending that the City install an aeration tank to eliminate the odor and un- leasant taste of our drinking water which he estimated would cost about 4550.00 to be paid out of the water fund, and also the plans and specifications for same. The matter was considered and on motion of Councilman Garfield seconded by Councilman H1'lmer and carried, the plans and specifications were approved. On motion of Councilman Ellsworth seconded by Councilman Hilmar and carried, the communication was filed. Councilman Ellsworth introduced a Resolution directing and instructing the City Clerk to advertise for bids for the erection and construction of an aeration tank for the City of Newport Beach. The Resolution was read, considered, designated RESOLUTION •N0. 652 and upon call of the roll passed by the following vote, to -merit: AYES, Councilmen Kilmer, Claire, Ellsworth, Garfield, Johnson. NOES, Councilmen None. ABSENT, Councilmen None. On motion of Councilman Claire seconded by Councilman Hilmer and carried, the two demands having been signed and approved by the Finance Committee „ were allowed and warrants to be drawn for same. On motion of _Councilman Garfield seconded by Councilman Hilmar and carried, the Royal Insurance Policy No. 210574 from Lew H. Wallace was accepted. There being no further business on motion of Councilman Claire seconded by Councilman Hilmer and carried, the meeting adjourned Sine Die. i1 APPROVED: May 4, 1931- City Clerk. On motion of Councilman Garfield seconded by Councilman Ellsworth and carried, the regular order of business was Duepended to take up the opening of bids for an aeration tank. The Clerk notified the Council that this was the time and place fixed pursuant to NOTICE INVITING BIDS, for the opening of bids for the construction of a cement concrete aeration tank on portions of Lots 1013 and 1213 of the First Addition to Newport Mesa Tract, and the Council in open session publicly opened, examined and declared'all sealed bids received for said work, which bids were as follows: TOTAL_ ESTIMATED CONTRACTOR AMOUNT OF BID.
