City Hall, Newport Beach, June S, 1931.
The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. M. on above date. The meeting was
called to order by Mayor Johnson.
The roll, was called showing the full Council present.
The minutes of the previous meeting were read and approved
as read.
On motion of Councilman Ellsworth seconded by Councilman Claire
and carried, the regular order of business was suspended to take up the
opening of bids for dredging an anchorage basin and for the improvement
of Lafayette Avenue.
' The Clerk notified the Council that this was the time and
place fixed pursuant to NOTICE INVITING BIDS, for the dredging and
widening of the channel northerly of the U. S. Bulkhead line between
U. S. Stations 116 and 117 in Newport Bay, and the Clerk stated he had
received one bid, which bid was publicly opened, examined and declared
as follows:

Reference is hereby made.to the bid for all details as to
the kind and class of work to be done, the said bid being on file in
the office of the City Clerk of said City.
On motion of Councilman Claire seconded by Councilman Gar-
field and carried, the bid was referred to the City Engineer for
checking and report.
The Clerk notified the City Council that this was the time
and place fixed pursuant to the NOTICE INVITING BIDS, for the opening
of bids in the matter of the improvement of Lafayette Avenue and
certain other streets, alleys and easement in the City of Newport Beach,
as per Resolution of Intention No. 693, and also reported that he had
received three bids, which bids were publicly opened, examined and
declared as follows:

Reference is hereby made to the bids for all.details as to
the kind and class of work to be done, the said bids being on file in
the office of the City Clerk of said City.
On motion duly made and carried all bids were referred to
the City Engineer for checking and report.
On motion of Councilman Claire seconded by Councilman Hilmer
and carried, the regular order of business was resumed.
Councilman Hilmer stated he thought the voters of the City
should be given an opportunity to express themselves at an election, as
to whether they wanted to join the Metropolitan Weter District, but
before calling an election we should procure information as to the bond-
ed indebtedness of the District, assessed value of property and the
names of other municipalities in the District, and on his motion duly
seconded by Councilman Garfield and carried, the City Clerk was in-
structed to notify the Oontroller of the District that the City of
Newport Beach contemplates asking for annexation to the District, and
to ask for a statement showing the information as outlined in the
Abstract of Procedure for annexation.
City Attorney Thompson reported that City Engineer Patterson
had surveyed the land occupied by our reservoir., and they would make
' a complete report later.
Councilman Ellsworth stated he had not been able to interview
Mr. Pontius of the Pacific Electric Railway Co. in regard to the cross-
ings as yet and was granted more time.
He was also granted more time to report on the letter of E. I.
Moore in regard to the Tournament of Lights program.
The communications were read and acted upon as follows:
On motion of Councilman Claire seconded by Councilman Gar-
field and carried, the communication from the.Newport- Balboa Business
Men's Assn. asking that 7 events be staged from next year s advertising
budget,'was referred to the advertising committee.
The communication from the west Newport Improvement Assn.
complaining of the old building on the easterly 45 ft. of Lots 1 and 2,
Block 235, Lake Tract belonging to A. J. Borden, was considered, and on
motion of Councilman Garfield seconded by Councilman Hilmer and carried,
the matter was referred to the Building Inspector for investigation and
report.

A communication from R. S. Riddle, Attorney referring to
a suit filed against the City by Capt. 0. Eliasen, and desiring to
settle by grbitration was considered, and on motion of Councilman
Hilmer seconded-by Councilman Garfield and carried, the City Attorney
was instructed to answer the communication as the City has nothing to
arbitrate.
. On motion of Councilman Claire seconded by Councilman Gar-
field and carried, the application of L. C. Pettit for transfer of
his garage repair license from 31st and Central to 30th and
0oast Blvd. was allowed.
On motion of Councilman Ellsworth seconded by Councilman
Hilmar and carried, the communication from the Automobile Club of
So. Calif. in regard to the change in speed laws which would necess-
itate a change in speed signs,and quoting a price on same, was con-
sidered and on motion of Councilman Ellsworth seconded by Councilman
Hilmer and carried, the matter was referred to the Police Committee:
On motioh of Councilman Ellsworth seconded by Councilman
Garfield and carried, the invitation from the Santa Ana Post American
Legion to the Community.Flag Day Exercises in Birch Park, June 15th,
was filed.
The communication from A. 0. Bridges complaining of the
water line in the Seashore Colony Tract was presented and on motion.
of Councilman 0 %acre seconded by Councilman Ellsworth and carried, the
Clerk was instructed to notify him that all new lines are put in under
assessment districts.
UNFINISHED BUSINESS.
Ordinance No„ 385 prescribing the duties of the City
Electrician and providing for the issuance of electrical permits, was
considered, and on motion of Councilman Claire sedonded by Councilman
Ellsworth and carried, the ordinance was laid on the table to next
meeting.
On motion of Councilman Claire seconded by Councilman
Garfield and carried, the application of W. E. Jewell for permit to
construct a pier in front of Lots 34 and 35, Tract 884, was allowed.
City Attorney Thompson presented Leases from the City of
Newport Beach to the Lido Isle Community Association; covering Lots
"A" to "P" both inclusive, properly executed, and on motion of Council-
man Garfield.seconded by Councilman Ellsworth and carried; the leases
were ordered filed and the Olerk instructed to bill the Lido Isle
Community Assn. for the rental.
NEW BUSINESS .
City Attorney Thompson presented an Ordinance changing the
name of Railroad Avenue to Clubhouse Avenue. The Ordinance was read,
considered, designated Ordinance No. 395, and on motion of Councilman
Claire seconded by Councilman Garfield and carried, the Ordinance was
passed to the second reading.
City Engineer Patterson reported that he had tabulated the
bid for dredging between U. S. Bulkhead Stations No. 116 and 117,
and there being only one bid he recommended that the bid of the
Newport Beach Boat Builders, Inc, be accepted and the contract awarded
to them.
On motion of Councilman Claire seconded by Councilman Gar -
fleld,the contract for dredging approximately 27,000 cubic yards of
material from the channel northerly of the bulkhead line between U. S.
Bulkhead Stations 116 and 117 in- Newport Bay, was awarded to the Newport
Beach Boat Builders, Inc. at the price mentioned in their bid, by the
following vote, to -wit:
AYES, Councilmen Hilmer, Claire, Ellsworth, Garfield, Johnson.
NOES, Councilmen None.
ABSENT, Councilmen None.
City Engineer Patterson reported that he had tabulated the
bids for the improvement of Lafayette Avenue and certain other streets,
alleys and easement as per Resolution of Intention No. 683, and finds
that the bid of John B. Henry is the lowest regular bid submitted for
the said improvement, and recommended that the said bid be accepted.
WHEREUPON, Councilman Garfield offered Resolution•£ -. 692
awarding the contract to John B. Henry, said bid being the lowest
regular bid submitted for the hereinbefore mentioned improvement, and
moved its adoption. Which motion was seconded by Councilman Ellsworth,
and upon roll call the same was adopted by the following vote, to -wit:
AYES, Councilmen Hilmer, Claire, Ellsworth, Garfield, Johnson.
NOES, Councilmen None.
ABSENT, Councilmen None.
City Engineer Patterson referred to the application of
H. C* Ross for permit to construct a pier in front of Lot 5, Block 5,
Section 2, Balboa Island, and stated his sketch did not cover the
standard pier as adopted by this Council. The matter was considered,
and on motion of Councilman Claire seconded by Councilman Hilmer and
carried, the application was approved providing he would construct it
according to our standard specifications.
Oity Engineer Patterson stated it would be necessary for him
to emplgy 3 Carpenters at $6.00 per day and 1 Foreman at $5.00 per day
and -on motion of Councilman Garfield seconded by Councilman Hilmar and
carried, the City Engineer was, authorized to hire the help mentioned.
Mr. W. P. True verbally addressed the Council in regard to
' the pier permit which the Council had denied, and wanted to know if
there was not some way to_make it possible for him to build the pier.
The matter was discussed for some time and on motion of Councilman
Garfield seconded by Councilman Ellsworth and carried, the matter was
laid on the table until next meeting.
Fred B. Mills, who purchased the old library property from
the City, verbally addressed.the Council claiming 10 feet more
property through the dbandonment of the alley adjoining his property
on the west, on account of the Resolution abandoning the alley not
having been recorded at the time he purchased the property.
The matter was discussed considerably, and on motion of
Councilman Claire seconded by Councilman Ellsworth and carried, the
matter was referred to the City Attorney for a written report on same.
There being no further business on motion of Councilman
Claire seconded by-Councilman Garfield and carried, the meeting

The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. M. on above date. The meeting
was called to order by Mayor Johnson.
The roll was called showing the full Council present.
as. read. The minutes of the previous meeting were read and approved
Councilman Ellsworth reported that the Pacific Electric Rail-
way Co.. wanted $2,013-00 for moving their track and installing an
automatic flagman at 12th Street, and he was granted additional time to
look into the matter further.
City Engineer Patterson and City Attorney Thompson were granted
more time for their report on the reservoir site.
City Attorney Thompson was also granted more time to report on
the Fred B. Mills property in East Newport.
The communications were read -and acted upon as follows:
A petition representing 293 lots in west Newport asking that
the City Council do not renew the license of the Orange County Refining
Co. for next year was considered, and on motion of Councilman Hilmar
seconded by Councilman Garfield and carried, the matter was laid on the
table to next meeting.
A petition with 77 signatures from property owners in Corona
Del Mar asking for a ferry across the entrance channel was presented, and
on motion of Councilman Claire seconded by Councilman Garfield and
carried, the petition was referred to Councilman Hilmar and the City
Engineer for investigation and report.
On motion of Councilman Ellsworth seconded by Councilman Gar-
field and carried, the request of T. F. Hickey for a 10 minute loading
zone in front of his place of business at Balboa, was referred to the
Police Committee.
The lengthy communication from G. E. Ha.lderma.n-complaining of
the boat anchored in the channel in front of his place on Balboa Island,
was considered, and on motion of Councilman Hilmer seconded by Council-
