H. L. Perez addressed the City Council regarding the pay being
offered by the Southern Counties Gas Co. for certain work being done by
them, it being out of the jurisdiction of the City, no action was taken.
L. L. Booth and G. W. Kitzmiller each addressed the Council
in regard to plans for the improvement of alleys on Balboa Island, and
at the suggestion of City Engineer Patterson a meeting was arranged to
go over the matter.
A. B. Hohenshell an operator of Live Bait boats from the
Newport pier asked that the Council adopt certain schedules in regard
to the boats, and on motion by Councilman Claire, seconded by Councilman
Ellsworth and carried, the Police Committee was appointed to meet with
the boat owners with a view of working out some satisfactory arrangement.
City Engineer Patterson reported that 135 feet of pipe
costing $215 would be required for installation on the State Highway and
it was moved by Councilman Ellsworth, seconded by Councilman Claire and
carried that the Water Superintendent be authorized to install same.
There being no further business to come before the Council it
was moved by Councilman Claire, seconded by Councilman Ellsworth and

carried that an adjournment be taken until 7:30 o'clock P..M. June 20,'1932.

The City Council of the City of Newport Beach met in regular
adjourned session at 7:30 P. M. on the above date. The meeting was called
to order by Mayor Hilmer.
The roll was called showing the full Council present.
The minutes of the previous meeting of June 6th were read and
approved as read.
Councilman Ellsworth as Committeeman to report on certain
requests embodied in a communication from H. H. Williamson of the Tourna-
ment of Lights Committee, asked for more time to consider the matter.
Councilman Ellsworth reported favorably in regard to a float
being entered in the Tournament of Lights by the City and on motion of
Councilman Ellsworth seconded by Councilman Claire and carried, the City
Engineer and the City Electrician were appointed to design and build same.
Councilman Gordon reporting for the Police Committee in connectio.
with a complaint from Yr. Saynton regarding the parking of cars in his
driveway said the matter had been satisfactorily disposed of.
Councilman Gordon asked for more time to report on the fishing
boat schedule now under consideration. He also advised that there was no
report on the application to operate a roller skating rink in Balboa, no
specific location having been given by the applicant. It was moved by
Councilman Claire, seconded by Councilman Garfield and carried that the
reports be accepted.

A letter from E. L. Burris in which he objected to certain work
alleged to have been done by the City in competition with himself and
other local contractors. This was followed by oral discussion on the
part of Mr. Burris and members of the Council, and on motion of Councilman
Claire, seconded by Councilman Gordon and carried the matter was laid on
the table.
A Resolution adopted by the Orange County Council of the Arierican
Legion urging that all labor performed and.materials'purchased be done
within the boundary of this County, and on motion of Councilman Claire,
seconded by Councilman Garfield and carried, the letter was ordered filed.

Reaper D. C3h hi11 asked for permission to operate a speed boat
for hire from the County dock, and on motion of CouncilwW Claire, seconded
by Councilman Gordon and,carried, no action could be taken until permission
had been secured by the applicant from the County.
N, 9. Stea,rnp made application to operate several so- called
marble games, stating the amount of license tie desired to pay for same,
and on a motion by Councilman Claire, seconded by Councilman Ellsworth
and carried the request was allowed subject to approval by the Chief of
Police.
George EbRalston's request to operate a live bait boat from the
Crandall Boat Company's dock was allowed on a motion made by Councilman
'Claire, seconded by Councilman Ellsworth and carried.
On a motion by Councilman Claire, seconded by Councilman Ellsworth
and carried, Vern Abbott's application to transfer his vegetable stand
business license from 15th Street and Central Avenue to Marine and Balboa
Avenues on Balboa Island.was allowed.
E. &. SM@th@r@ presented an application for the installation
of underground storage tanks for hazardous fluids at 301 Marine Avenue,
Balboa Island, and on motion of.Councilman Garfield, seconded by Councilman
Ellsworth and carried the same was allowed subject to the.Fire Chief's
approval.
A. B. Hohenshell's application for the exclusive privilege to
operate live bait fishing boats from the Newport pier was, on motion by
Councilman Gordon seconded by Councilman Garfield and carried, laid on the
table until the next meeting.
Carl C. Guntert of Wilmington asked for information regarding a
fishing barge together with exclusive concessions from the Newport pier
and on motion of Councilman Claire, seconded by Councilman Garfield and
carried the City Clerk was instructed to advise the applicant that said
privilege had already been granted.
Councilman Gordon, Chairman of the Polaee Committee recommended
that-the temporary appointment of Officers Craig and Webster, and permission
to employ extra help when needed at $$4.00 per day be confirmed and on motion
of Councilman Claire, seconded by Councilman Ellsworth and carried, the
same was approved.
Secretary Laclood of the Newport Harbor Chamber of Commerce asked
for permission to fire bombs from the two ocean piers at noon July 4th
and on motion of Councilman Garfield, seconded by Councilman Ellsworth
and carried the request was granted.
UNFIiuISHED BUSINESS.
Fire Chief Crocker's report on the Allison Theater Building
indicated that the wiring and exits would be extremely hazardous for the
operation of a picture theater and on motion of Councilman Gordon, seconded
by Councilman Garfield and carried, the application of Henry Helmer was
denied, until the building was put in safe condition.
Walter Lorgan's application for permission to open a drug store
in the Irwin Building Newport Beach was on motion of Councilman Claire,
seconded by Councilman Garfield and carried, allowed.
:'EC? BUSINESS
It was moved by Councilman Claire, seconded by Councilman Garfield
and carried that certain demands which had been duly signed and approved
by the Finance Committee be allowed and warrants drawn for same.
Dr. K. H. Sutherland County Health Officer addressed the Council
in reference to the contract between the City of Newport Beach and the
County of Orange, in which the County is to take over the work in that
department for this City.
It was moved by Councilman Claire, seconded by Councilman Ellsworth
and carried, that the office of Health Officer and Police Surgeon be
vacated'as of June 30, 1932 inclusive.
Whereupon, Councilman Claire made a motion, duly seconded by
Councilman Gordon and carried, that the contract between the City of
Newport Beach and Orange County in which the latter is to assume the
duties of the Health Department for this City, and the Mayor and the
City Clerk are hereby authorized to sign and execute said contract on
behalf of the City of Newport Beach.

City Engineer Patterson having approved the application-of
Sauer and Peterman for permission to construct a pleasure pier at Lot
21, Block 18, Section 3, Balboa Island, Councilman Claire made a motion '
seconded by Councilman Ellsworth and carried that the same be allowed.
On motion of Councilman Claire, seconded by Councilman
Garfield and carried, the application of Henry S. Petersen to construct
a pleasure pier at Lot 3, Block 2, Section 4, Balboa Island, having
been approved by the City Engineer,-was allowed.
Roy Lyons application to build a slip at the Yacht Basin
north of Balboa Island was, on motion of Councilman Gordon seconded by
Councilman Ellsworth and carried, denied.
B. S. Cummings addressed the Council in regard to his application
to construct a float and approach abutting his property on the Rivo Alto
in the Canal Section. The type of construction not conforming with the
standard design required by the City causing the application to be
denied on a motion by Councilman Gordon, seconded by Councilman Claire
and carried.
City Engineer Patterson presented maps showing proposed alley
improvements on Balboa Island and it was moved by Councilman Claire,
seconded by Councilman Gordon and carried, that the City Engineer be
instructed to send out cards to the property owners effected by the
improvement to ascertain their views regarding the work to be done.
City Engineer Patterson presented for approval by the Council
the bond of Otto G. Wildey Company which carried an extension of sixtq
days in connection with the improvements now in progress in Tracts 234
and 626, on motion of Councilman Ellsworth, seconded by Councilman
Garfield and carried, the bond was approved and the extension granted.
The City Engineer brought up the matter of the condemnation '
proceedings relative tbthe proposed sewer system improvement and the
Council was addressed by Mr. i::unroe concerning the abandonment and
other phases of the matter and it was moved by Councilman Gordon
seconded by Councilman Garfield and carried the subject be laid on the
table until the next meeting of the Council.
At the request of Water Superintendent Patterson, it was moved
by Councilman Claire, seconded by Councilman Gordon and carried that
the appointment of Anne Bregar as an employee in the Water Department
be confirmed.
There being no further business to come before the Council it
was moved by Councilman Claire, seconded by Councilman Garfield and
carried that an adjournment be taken Sine Die.

The City Council of the City of Newport Beach met in regular
session at 7 :30 o'clock P. M. on the above date, with Mayor Hilmer in
the chair.
The roll was called showing the full Council present with the
exception of Councilman Gordon who arrived later.
On motion of Councilman Ellsworth, seconded by Councilman
Garfield and carried, the reading of the minutes of the previous meeting
of June 20th was dispensed with.
The reports of the Heads of Departments were read and on motion
