City Hall, Newport Beach, Oct. 3, 1932•
The City Council of the City of Newport Beach met in regular
session at 7;30 P- m, on the above date with Mayor Hilmer in the chair.
The roll was called showing the full Council present with the
exception of Councilman Garfield.
The minutes of the previous meeting were read and approved as
read.
It was moved by Councilman Claire, seconded by Councilman
' Ellsworth and carried that the regular order of business be suspended in
order to consider the report of the Planning Commission.
The City Planning Commission submitted a report recommending the
inclusion of Lots 15 and 16 in Block 1 and Lots 17 and 18 in Block 20 all
in Section 4, in business district No. 2 of Balboa Island, and also that
10 feet from each of these lots be deeded to the City for the purpose
of widening Marine Avenue to conform with that portion now in the business
zone.
Councilman Claire moved that a Resolution be adopted whereby the
owners of Lots 15 and 16, Block 1, Section 4 and Lots 17 and 18 Block 2
Section 4 of Balboa Island deed to the City 10 feet from each of said
lots fronting on Marine Avenue and that the City Attorney be requested
to prepare an amendment to the present zoning ordinance providing for
the inclusion of the above- mention6d lots in the business zone, subject
to the aforesaid deeds being made to the City. The motion was seconded
by Councilman Gordon and carried.
It was moved by Councilman Ellsworth, seconded by Councilman
Claire and carried that the map of Tract 906 as submitted by the City
Planning Commission be approved.
It was moved by Councilman Ellsworth, seconded by Councilman
Gordon and carried that the City Planning Commission's recommendation of
re- zoning'Block 15 of Balboa Eastside Addition for single residences
only be approved.
1 REPORTS OF HEADS OF DEPARTS:T;NTS:
The reports of Heads of Departments were read and on motion of
Councilman Claire, seconded by Councilman Gordon and carried, the reports
were accepted and ordered filed.
REPORT OF SPECIAL COMMITTEES:
Councilman Ellsworth advised that no report was ready'in
regard to gasoline being furnished for trucks of the welfare organizations.
It was moved by Councilman Ellsworth, seconded by Councilman
Gordon and carried that the City Auditor go over all the leases,
contracts, and agreements now in force with various parties and ascertain
if same are being carried out.
It was moved by Councilman Claire, seconded by Councilman
Ellsworth and carried that the City Attorney be instructed to make a
report on private pier rentals, and if necessary that he prepare an
Ordinance effecting the legality of same.
COMMUNICATIONS:
Norman Wilson's communication asking for a lease from the City
of 100 feet of Bay frontage on the north channel, was on motion of
Councilman Claire, seconded by Councilman Ellsworth and carried,
referred to the Realty Board for appraisal for rental purposes that
would be in line with privately owned property similarly situated.
Fire Chief Crocker requested permission to attend the Inter -
National Association of Fire Chiefs convention at San.Diego, October
17th to 21st; it was moved by Councilman Claire, seconded by Councilman
Ellsworth that the letter be filed, an amendment to the motion by
Councilman Gordon that the Fire Chief be granted permission to attend
the Convention at hie'own expense, the motion was carried.
Alixa L. Goodwin's letter protesting the re- zoning of a certain
section of Balboa Island for business purposes was on motion of
Councilman Claire, seconded by Councilman Ellsworth and carried, ordered
filed.
City Attorney Thompson reported that the City had received
more than one hundred sacks of beans as rental for certain lands belonging
to the City and suggested that the same be given to the unemployed of
Newport Beach, distribution of same to be made through welfare organizations
and on motion of Councilman Gordon, seconded by Councilman Ellsworth
and carried, the beans were ordered to be given to those in need.
The matter of a new lease from the City to D. A. Bear, was
on motion of Councilman Claire, seconded by Councilman Gordon and carried
referred to the City Attorney who was instructed to prepare the same.
Regarding the agreement to be entered into between the City and
the Newport Beach Fishermen's Protective Association, Councilman Gordon
moved that the 19th Street, 24th Street, and 30th Street piers be included
with other concessions to be. granted. The motion was seconded by Councilman
Claire and the same was carried.
The monthly demands on the City having been duly audited by
the Finance Committee, were on motion of Councilman Claire, seconded by
Councilman Ellsworth and carried, allowed and warrants for their
payment ordered drawn.
It was moved by Councilman Claire, seconded by Councilman
Ellsworth and carried that gutter down spouts be installed on the
Newport Fire Hall at an expenditure of $32.42, the same being necessary
in order to protect adjacent property from damage.

J. A. Linn and C. I. Monson in a letter to the City Council expressed
wed
their appreciation of the enforcement of the six mile per hour speed
regulations on the north channel of Lido Isle. It was moved by
Councilman Claire, seconded by Councilman Ellsworth and carried that
the letter be filed.
G. C. Macleod, Secretary— Manager of the Newport Harbor Chamber
bf Commerce in a letter to the City Council requested'that the City
plant trees along Coast Boulevard at the western entrance to the City.
It was moved by Councilman Claire, seconded by Councilman Gordon, and
carried that the matter be referred to the Street Committee.
Clifford Von Kennel's communication about bicycle riding on
the sidewalks at Balboa was on motion of Councilman Claire, seconded
by Councilman Gordon and carried, referred to the Police Department.

George C. Hiner in a letter to the City Council asked for a
reduction in rental for certain concessions granted him on the Newport
ocean pier and on motion of Councilman Claire, seconded by Councilman
Gordon and carried the request was referred to the Street Committee
for a report at the next meeting.
Stephen B. Dexter's letter referring to certain tide lands
was on motion of Claire, seconded by Councilman Gardon'and
.Councilman
carried, ordered filed.
The City Clerk of Monterey Park submitted a letter to the
Council together with a specimen-resolution referring to the allocation
of gasoline tax money, and it was moved by Councilman Ellsworth,
seconded by Councilman Claire and carried that the communication be
filed.
A letter from the Manager of the Armistice Day Celebration
to beheld at Fullerton, was on motion of Councilman Claire, seconded
by Councilman Ellsworth and carried, referred to the Chamber of Commerce.
The Boston Holding Company submitted an offer to lease certain
lands owned by the City for oil purposes and it was moved by Councilman
Gordon seconded by Councilman Ellsworth and carried that the matter be
referred to the City Attorney for report at the next meeting.
A. R. Smith's application for a restaurant license at 504
West Central Avenue was on motion of Councilman Claire seconded by
Councilman Gordon and carried granted subject to the approval of the
Health Officer.

UNFINISHED BUSINESS:
It was moved by Councilman Claire, seconded by Councilman
Gordon and carried that the pier application of A. B. Brown be allowed.

Resolution No:. 763 relating to A. & I. District Number 2
after being read and considered was passed by the following roll call
vote, to -wit:
AYES: Councilmen Gordon, Claire, Ellsworth, Hilmer.
NOES: Councilmen None.
ABSENT:.Councilman Garfield.
It was moved by Councilman Claire, seconded by Councilman
Ellsworth and carried that the demands on the City for legal and other
services in connection with Acquisition & Improvement District No. 2
be allowedand warrants drawn for same.
It was moved by Councilman Claire, seconded by Councilman
Gordon and carried that the insurance policies covering the City's
fleet of automobiles for Public Liability and Property Damage, issued
by Lew H. Wallace and Harry H. Williamson, be accepted, that the demands
on the City for the premium therefor be allowed and warrants drawn for
same.
It was moved by Councilman Ellsworth, seconded by Councilman
Claire and carried that the insurance policy covering certain properties
owned by the City be accepted, the demand for the premium allowed, and
warrant drawn for same.
ADJOURNMENT:
There being no further business to come before the Board,
it was moved by Councilman Ellsworth, seconded by Councilman Claire
and carried that the City Council adjourn to October 17th, 1932 at the
hour of 7:30 o'clock p.m.

MINUTES OF SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH, HELD ON THURSDAY THE 6th DAY OF OCTOBER, 1932, AT
THE HOUR THREE O'CLOCK P.M.
A special meeting of the City Council of the City of Newport
Beach was held pursuant to notice given as required by law, on the 6th
day of October 1932, at the hour of three o'clock p. m. at the Council
Chambers of the City Council of the City of Newport Beach.
Upon roll call the following Councilmen answered present:
Irvin George Gordon, Lloyd Claire, Paul B. Ellsworth and Hermann Hilmer.
Absent Councilman Garfield.
the notice pursuant to which the meeting was held was duly
read by the Clerk and on motion of Councilman Claire, seconded by
Councilman Gordon and carried, the notice was ordered filed.
It was moved by Councilman Claire and seconded by Councilman
Gordon and carried, that inasmuch as Councilman Garfield could not be
notified and was unableto attend that the Council proceed without him.
The special meeting having been called for the purpose of
considering the proposition of furnishing water to the proposed
Veteran's Hospital located near Corona Del Mar, and outside the City
limits of the City of Newport Beach, and for the further purpose of
considering the price to be charged for said water, City Engineer
Patterson submitted the rates charged for water at various cities of
