It was moved by Councilman Ellsworth, seconded by Councilman Gordon and carried, that the - Masonic Homes of California claim for tax exemption for 1933 be filed with the;City Assessor. It was moved by Councilman Claire; seconded by Councilman Ellsworth and carried that-the resignation of Councilman Gordon as Chairman of the Police Committee be accepted; It was moved by Councilman Gordon, seconded by Councilman Claire and carried that the petition requesting the Council to ' legalize unmuffled speed boat racing be laid on the table. This teing the time set for opening bids for the sale and disposal of garbage collected-within the City of Newport Beach, and no bids having been filed with the City Clerk up to 7:30 o'clock p. m. of March 6, 1933, it was moved by Councilman Ellsworth, seconded by Councilman Garfield and carried, that the Street Superintendent be empowered to enter into a contract for the disposal of said garbage upon the best terms possible. There being no further business to come before the Council it was moved by Councilman Ellsworth, seconded by Councilman Claire and carried that an adjournment be taken Sine Die. proved: e,- J. Rwtfta =1 Mayor of the City of Newport Beach Newport Beach, March 23, 1933- MINUTES OF SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH, HELD ON THURSDAY THE 23rd DAY OF MARCH, 1933, at the HOUR OF FOUR O'CLOCK P.M. A special meeting of the City Council of the City of Newport Beach was held pursuant to notice given as required by law, on the 23rd day of March, 1933, at the hour of four o'clock p.m. at the Council Chambers of the City Council of the City of Newport Beach. Upon roll call the following Councilmen answered present: Irvin George Gordon, Lloyd Claire, Paul B. Ellsworth, A. J. Garfield, and Hermann Hilmer, representing the full Council. The notice pursuant to which the meeting was held was duly read by the Clerk of the Council and on motion of Councilman Claire, seconded by Councilman Ellsworth and carried, the notice was ordered filed. The meeting having been called for the purpose of enacting an Ordinance relating to the construction of buildings and repairs thereto. Considerable discussion was had by various parties concerned therewith. Upon a motion by Councilman Gordon that an emergency now exists iri the City of Newport Beach due to damage done to buildings by the earthquake of March 10th and that such emergency requires the passage of a building ordinance suitable to meet the situation. The motion was duly seconded by Councilman Claire and carried unanimously, whereupon Councilman Gordon moved the adoption of the building ordinance which was read, considered and designated Ordinance No. 410, and upon being duly seconded by Councilman Claire was passed by the following roll vote, to -wit: AYES: Councilmen, Gordon, Claire, Ellsworth, Garfield, Hilmer. NOES: Councilmen None. ABSENT: Councilmen. None. All matters having been disposed of for which-the special meeting was called; it was moved by Councilman Claire, seconded by Councilman Garfield and carried that the Council adjourn. App oved; City Clerk Mayor of the City of Newport Beach Newport Beach, April 3, 1933- 459 The City Council of the City of Newport Beach met in regular session at 7:30 o'clock p. m. on above date at the City Council Chambers of the City.of Newport Beach, with Mayor Hilmer in the chair. The roll was called showing the full Council present. The minutes of the regular meeting of March 6th and-the the minutes of the_..Special meeting of March 23rd were read and approved as read. The reports of Heads of Departments were read and on motion of Councilman Claire, seconded_ by Councilman Ellsworth and carried, the reports were accepted.and ordered filed. City Engineer Patterson presented a detailed report of the damage done by the earthquake of March 10th to the City's utilities, together with estimate of expenditures up to and including March 31, 1933. The report svas' read and on motion of Councilman Claire, seconded ' by Councilman Ellsworth and carried, the same was ordered filed. COMMUNICATIONS A letter from the IltepArtment of Public Works of the State of California relative to State aid in making repairs to roads damaged by earthquake, was read, action on same being deferred until the transaction of new business. The City of Signal Hill in a letter to the Council and City Engineer extended an invitation to attend the opening of their Sewage Treatment plant on April 5th, and on motion of Councilman Claire, seconded by Councilman Ellsworth and carried, the same was referred to the Sewer Committee. The letter from the Bureau of Sanitary Engineering regarding projects held up for lack of funds, was on motion of Councilman Claire, seconded by Councilman Gordon andcarried, referred to the City Engineer. Heinz Kaiser's application for renewal of water contract, was on motion of Councilman Garfield, seconded by Councilman Claire and carried, ordered filed. The Los Angeles Athletic Club called attention to damage to bulkhead fronting on their property in Section 5, Balboa Island, and on motion of Councilman Garfield,'seconded by Councilman Gordon and carried, the matter was referred to the City Engineer. A. J. Twin: presented a letter protesting against any proposed 'rezoning of East Newport property for business, and on motion of Councilman Claire, seconded by Councilman Gordon and carried the letter was referred to the Planning Commission. Letters from Severen Anderson and G. W. Kitzmiller complaining of certain requirements contained in the 'Chimney Ordinance' were on motion of Councilman Ellsworth, seconded by Councilman Garfield and carried, ordered filed. Catherine E. Stow in a letter to the Council asked if the discarded brick from fallen walls and chimneys could not be used to build incinerators on the beach, and it was moved by Councilman Claire, seconded by Councilman Ellsworth and carried, that the City Clerk inform the writer that the City is already maintaining incinerators on the beach.
