HomeMy WebLinkAbout11/13/1933 - Adjourned Regular Meeting1.7 Newport Beach, November 13, 1933 The City Council of the City of Newport Beach met in regular adjourned session at the City Council Chambers of the City of Newport Beach at 7:30 o'clock p. m. on above date with Mayor Hilmer in the chair. The roll was called showing the full Council present. REPORTS OF SPECIAL COMMITTEES None. REPORTS OF STANDING COMMITTEES None. ' COMMUNICATIONS The Corona Del Mar Property Owner's Association in a letter to the City Council called attention to the matter of a certain lot in that district adjoining the Irvine property being used as a dumping ground for tin cans and other rubbish and requested that the City post signs prohibiting that practice. On motion of Councilman Claire, seconded by Councilman Garfield and carried the matter was referred to the Street Superintendent with power to act. R. S. Norton, Chairman of the Auerican Legion Welfare Committee requested that the City furnish that organization with five sacks of beans for distribution to the local needy and on motion of Councilman Claire, seconded by Councilman Ellsworth and carried, the request was granted. The application of C. G. Crawford for a license to operate a lunch stand at the corner of Colton Street and the State Highway was, on motion of Councilman Claire, seconded by Councilman Garfield and darried, allowed subject to the approval of the Health Officer. UNFINISHED BUSINESS The matter of the request of certain property owners in the Corona Del Mar district for a comfort station which *as laid on the table 'at the last meeting of the Council was brought up together with a petition bearing sixty -five names of residents and property owners in that district. Considerable discussion was had concerning the subject, Mr. Pullen and others addressing the Council. It was moved by Councilman Ellsworth, seconded by Councilman Garfield and carried that a Committee consisting of the Chairman of the Finance Committee and the City Engineer be appointed by the Mayor to report at the next meeting on all phases of the matter. On motion of Councilman Claire, seconded by Councilman Garfield and carried, the regular order of business was suspended in order to allow City Engineer Patterson to present a communication from the Harbor Master, together with a resolution in connection with the Harbor Improvement project. The Resolution was read, considered and designated Resolution No. 803, its adoption being moved by Councilman Ellsworth, duly seconded by Councilman Garfield and was passed by the following roll call vote, to-wit: AYES, COUNCILMEN: Gordon, Claire, Ellsworth, Garfield, Hilmer. NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None. On motion of Councilman Claire, seconded by Councilman Gordon and carried, the regular order of business was resumed. The installation of groynes as a means of protecting the property from beach erosion in the Seashore Colony District was brought up for discussion, having been laid over from a previous meeting; several of the residents from that locality addressing the Council. City Engineer Patterson presented a report together with estimates as to the cost of the proposed work and on motion of Councilman 'Gordon, seconded by Councilman Ellsworth and carried, the matter was laid on the table until the property - owners of that section could get together regarding the financing of the project. City Attorney Thompson presented a resolution and license agreement respecting certain concessions granted by the City to George C. Hiner on the Newport pier. After due consideration the Resolution which was designated Resolution No. 904 and its adoption having been moved by Councilman Claire and seconded by Councilman Gordon, was passed by the following roll call vote, to -wit: AYES, COUNCILMEN: Gordon, Claire, Ellsworth, Garfield, Hilmer. NOES, COUNCILMEN: None. ABSENT, COUNCILMEN: None. City Attorney Thompson reported on the meeting held in Los Angeles on Friday November 10th at which attorneys representing various municipalities considered the matter of a rehearing on the decision of the California State Supreme Court regarding the "1915 Improvement Act ". Adjournment There being no further business to come before the Council a motion to adjourn Sine. Die was made by Councilman Claire, seconded by Councilman Ellsworth and carried.
