Newport Beach, September 23, 1936.
The City Council of the City of Newport Beach met in adjourned
regular session in the City Council Chambers of the Council at the City
Hall in the City of Newport Beach at 1 o'clock P. M. on above date with
Mayor Williamson in the Chair.
On roll call the following Councilmen responded; Gordon, Claire,
Whitsom, Garfield, Williamson. Absent; none.
REPORTS OF COh1ITTEES None.
' COHNUNICATIONS
The communication of the Secretary of the Orange County League.of
Municipalities advising of the meeting of the association to be held at
San Clemente on Thursday, September 24, 19361 was on motion of Councilman
Claire, seconded by Councilman Garfield and carried, ordered filed.
The letter of H. Cardoza Sloan requesting a re- zoning of Block
143, River Section to permit the operation of a trailer camp, was on
motion of Councilman Claire, seconded by Councilman Garfield and carried,
referred to the Planning Commission.
The communication of Harry Welch, Secretary of the Newport Harbor
Chamber of Commerce, suggesting the locating of a summer White House in
the Newport Harbor area, was on motion of Councilman Claire, seconded by
Councilman Garfield and carried, ordered filed.
The invitation of the Secretary of. the Pacific Coast Building
Officials for a representative of the City to attend the conference of
that organization in San Francisco on October 5th to 8th inclusive, was
read, and on motion of Councilman Claire, seconded by Councilman Whitson
and carried, A. M. Nelson, Building Inspector, was authorized to attend
the conference.
The communication of the Division of Parks of the State of California
asking for the Council's endorsement by resolution of Proposition No. 4
on the November 3rd election, said proposition pertaining to Tideland
' Drilling for oil, was read. On motion of Councilman Claire, seconded by
Councilman Whitson and carried, the same was laid on the table.
Supervisor West who was present at the Council meeting addressed
the Council concerning the matter of Tideland Drilling and Proposition
No. 4 on the November ballot. '
UNFINISHED BUSINESS None.
NEW BUSINESS
City Engineer Patterson reporting on the matter of the bids sub-
mitted for the construction of the Balboa Island Seawall, advised the
Council that the PWA authorities had served notice that the bid of
L. F. Dow Company had been rejected and that readvertising for bids
would be necessary. On motion of Councilman Claire, seconded by Council-
man Garfield and carried, the report of the City Engineer regarding the
bids submitted for the construction of the Balboa Island Seawall was
approved.
Councilman Claire moved the adoption of a resolution which was
duly seconded by Councilman Whitson and passed by the following vote,
to -wit:
AYES: Councilmen Gordon, Claire, Whitson, Garfield, Williamson.
NOES: Councilmen None.
ABSENT: Councilmen None.
Said resolution being in words and figures as follows to wit: RESOLUTION
NO. 993. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH,
CALIFORNIA, REJECTING BIDS AND DIRECTING THE CITY CLERK OF SAID CITY TO
RE- ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF A REINFORCED CONCRETE
BULKHEAD AND OTHER WORK IN BALBOA ISLAND IN THE CITY OF NEWPORT BEACH,
CALIFORNIA, AS PER RESOLUTION OF INTENTION NO. 918.
WHEREAS, the City Council of the City of Newport Beach, California,
;having heretofore advertised for bids for the construction of a reinforced
concrete bulkhead and other work and improvement in Balboa Island, all as
more particularly described in Resolution of Intention, passed and adopted
by the City Council of said City on the 12th day of November, 1935, and on

file in the office of the City Clerk of said City, and on the date
that said bids were to be received, to -wit, September 14, 1936,
three (3) bids were submitted by the following: Case Construction
Cc; Griffith Company; and L. F. Dow Company;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Newport Beach, as follows:
(1) That all bids received September 14, 1936 for the above
mentioned improvement, be and each of the same are hereby rejected
for the public good.
(2) That the City Clerk be and he is hereby directed to
re- advertise for bids by posting conspicuously for five (5) days
on or near the Council Chamber Door of the said City Council in
the manner and form required by law, a notice inviting sealed
proposals or bids for doing the work ordered, as per Resolution
No. 928, passed and adopted by the said City Council on the 2nd
day of December, 1935, and the said City Clerk is hereby directed
to cause said notice to be published twice in the "NEWPORT NEWS,"
a weekly newspaper published and circulated in said City and hereby
designated for that purpose by the City Council, -inviting such
proposals or bids for doing the said work and referring to the
specifications on file; the said bids to be received by the said City
Clerk up to the hour of seven thirty.(7:30) o'clock P.N. of October
5, 1936.
PASSED AND ADOPTED by the City Council of the City of Newport
Beach, California, at a regular adjourned meeting thereof held on
the 23rd day of September -, 1936, by the following vote, to -wit:
AYES: Councilmen Gordon, Claire, Whitson, Garfield, Williamson.
NOES: Councilmen None.
ABSENT: Councilmen None,

ADJOURNMENT
