Newport Beach, October 14, 1940. •
The City Council of the City of Newport Beach met in adjourned regular ,
session.in the City Council Chambers, at the City Hall, in the City of Newport
Beach on above-date with Mayor Gordon presiding.
Roll call The roll was called, the following Councilmen answering present: Reed,
Claire, Allen, Brown, Gordon. Absent, Councilmen None.
On motion of Councilman Allen, seconded by Councilman Reed and carried
the reading of the minutes of the previous meeting was dispensed with.
I, Frank L. Rinehart, City Clerk of the City of Newport Beach, hereby
certify that the above and foregoing Resolution was passed and adopted by the
City Council of the City of Newport Beach an adjourneegular meeting thereof
held on the 14th day of October, 1940. !/ �

Res. 2025 It was moved by Councilman Claire, duly sedonded by Councilman Allen,
sale of lot that the following Resolution No. 2025 be adopted.

First Addition to Newport Heights, in the City of Newport Beach, as shown on a Map
recorded in Book 4, page 94 of Miscellaneous Maps, records of Orange County,

WHEREAS, the said price is a fair and adequate price as and for the .
purchase price of said lot; and ,
WHEREAS, the City Council of the City of Newport Beach deems that it
is for the beat interests of said City that said property be sold for the said sum

REPORT OF SPECIAL COMMITTEES
Pier
Councilman Reed reported on the pier insurance bonds submitted, and
insurance
advised that there was some difference in the bids. The matter was discussed
.in which some members of the Council expressed opinions against insurance on the
piers at this time, and,on motion of Councilman Brown, seconded by Councilman
Claire and carried, the bids were ordered filed for future reference.
Councilman Reed reported on the Automobile Fleet insurance, and advised
Auto Ins.
that there were three bids which were lowest and which were identical. Lew H.
Wallace addressed the Council concerning his bid, as did C. F. Dennison and
Richard Hourigan, after w',,ich the bids were referred to the City Engineer for
checking and recommendation.
Pumping plant
Councilman Brown reported on the sale of the Diesel equipment of the
equip, at
Corona del Mar Pumping Plant and the purchase of a 100 Horsepower Electric motor

to replace same, and recommended that bids be advertised for on both, and moved

that the City Clerk be instructed to do so, the motion was seconded by Councilman
Reed and carried, Councilman Claire voting No.

COMMUNICATIONS

W.A.Kirk
The letter of William A. Kirk offering to rent the building at 409 -
rental
29th Street to.the City for automobile storage, was read, and on motion'of
Councilman Allen, seconded by Councilman Brown and carried, same was ordered filed.
Gun signals
The letters of Councilman Allen and Walton Hubbard, Jr., Fleet Capthtn
of the Newport Harbor Yacht Club, regarding the firing of signal guns for the
starting of races and other purposes and the use of a loud speaker system at the
Club were read, the letters requesting permission for the use of same. Grainger
Hyer addressed the Council on the question and after some discussion it was moved
by Councilman Claire, seconded by Councilman Reed and carried that the requests be
granted and that the letter of Councilman Allen be laid on the table pending future
applications from other Yacht Clubs.
Street
The detailed report of City Engineer Patterson in connection with the
Sweeper
purchase of a Street Sweeper, addressed to Councilman Reed, Chairman of the Street
Department, was read, and the question of a mech&nical sweeper versus hand sweeping .
gone into and it was moved by Councilman Reed, seconded by Councilman Allen and
carried, that the report of the City Engineer be filed for further study.
Fire
Councilman Brown brought up the matter of purchasing an additional Fire
Truck
Truck which was discussed at a previous meeting. On motion of Councilman Claire,
seconded by Councilman Allen and carried, same was laid on the table until the
meeting of October 29th.

Bach a quitclaim deed in favor of Ralph P. Maskey and covering Lot 2, Block 537,
Canal Section, as shown on a Map recorded in Book 4, page 98 of Miscellaneous gaps,
records of Orange County, California. The motion was duly seconded by Councilman
Allen and the resolution passed by the following vote, to -wit:

being a licensed realtor of the City of Newport Beach.

City Attorney Thompson presented the specimen Trespaee Ordinance and

of same. Whereupon it was moved by Councilman Claire, seconded by Councilman Reed
that the ordinance be passed to the second reading. The motion was carried by the
following roll call vote, to -wit:

At this juncture City Engineer Patterson reported on the bids submitted
