The roll was called, the following Councilmen answering present, Gordon,
Allen, Isbell, Reed, Hall. Absent, Councilmen: None.
On motion of Councilman Allen, seconded by Councilman Gordon and carried,
the reading of the minutes of the previous meeting was dispensed with.

Report on
Councilman Gordon reporting on the question of 'Private Beach' signs

the signs were posted on private property but suggested that the City post
'Public Street' signs at the front of "A" and "B" Streets to indicate its being
a public beach at those places.

It was also reported that fences had been erected across "B" Street

north of Central Avenue and across Bay Avenue on each side of the property at

the corner of "B" Street and the Bay Front without authority from the City, and
on motion of Councilman Gordon, seconded by Councilman Isbell and carried, the
matter was referred to the Street Superintendent.

COMMUNICATIONS

Report on docks
City Engineer Patterson presented a detailed report in connection
and slips owned
with the construction of docks and slips on City property Northerly of Lido
by City
Isle in Tract 919, outlining the cost of constructing same and the rental
expected to be derived therefrom but which had been curtailed due to many of
the boats berthed having.been taken over by the Navy and suggested that
consideration should be given to the possibility of constructing slips adjacent
to the present docks or lease the present docks to private individuals for the
operation of a yacht anchorage. After some discussion of the matter it was moved
by Councilman Allen, seconded by Councilman Gordon and carried that the City
Engineer furnish an estimate as to the probable cost and Income from the project
and report at the next meeting.
Fire Aid Plan
The Fire Aid Plan as prepared.by the County of Orange was presented
for consideration and on motion of Councilman Allen, seconded by Councilman
Gordon and carried, was referred to the Fire Chief and Fire Committee for
Investigation and report.
Minute Resolution
Councilman Allen moved the adoption of a resolution, being a resolution
quitclaim deed to
authorizing the Mayor and City Clerk to execute on behalf of the City of Newport

Edwin G. Rogers
Beach a Quitclaim Deed to Edwin G. Rogers covering Lot 11, Block 7, Resub of
Section One, Balboa Island,. The motion was seconded by Councilman Gordon and
the resolution adopted by the following vote, to -wit:
AYES, COUNCILMEN: Gordon, Allen, Isbell, Reed, Hall.
NOES, COUNCILMEN: None.
ABSENT, COUNCILMEN: None.

motion of Councilman Allen, seconded by Councilman Gordon, the resolution was
adopted by the following vote, to -wit:

was considerable discussion about the matter, the council being addressed by H. L.
Sherman on the question. On motion of Councilman Gordon, seconded by Councilman
Allen the reason for the emergency being that the United States is at war and for
the protection of the coast line in this vicinity the urgency of the measure is
necessary. The motion declaring that an emergency exists was carried by the
following vote, to -wit:
AYES, COUNCILMEN: Gordon, Allen, Isbell, Reed, Hall.
NOES, COUNCILMEN: None.

On motion of Councilman Gordon, seconded by Councilman Allen, the 'Dim -
Out' emergency ordinance was passed to the second reading by the following vote,
to -wit:

NOES, COUNCILMEN: None.
ABSENT, COUNCILMEN: None.
ADJOURNMENT
City Attorney Thompson advised that five full days must elapse before
the final passage of the ordinance,whereupon it was moved by Councilman Gordon,
seconded by Councilman Reed and carried, that an adjournment be taken to 9 o'clock
a. m. Tuesday, July 28, 1942.
