E. Haddock, Ltd. to lease certain City owned J. E. Haddock, Ltd property in Tract No. 919 lying between State Highway '(101 -A) and the North for lease of City Channel of Newport Bay, for the constructing of reinforced concrete floating owned property dry docks for the United States Navy. for U. S. Navy The roll. -was called, the following Councilmen answering present: dry docks. Allen, Isbell, Reed, Kirk, Hall. Absent, Councilmen None. The Call was read by the Clerk and on motion of Councilman Allen, seconded by Councilman Isbell and carried, the-call was ordered filed. Mayor Hall explained the purpose of the meeting, advising that while the Council was not in favor of industry in that section of the City, nevertheless if the United States Navy wanted that particular site for the war effort, it would have first consideration. Protests against granting the lease were read by the Clerk, whereupon the Mayor asked for the report of Councilmen Kirk and Reed as to their interview with the Navy Officials at San Diego regarding the matter, which was to the effect that the Navy was not particularly interested in the location, that it was a matter between the contractors and the City and that no demand would be made for any certain site for the construction of the docks, the report being concurred in by both Councilmen Reed and Kirk. P. A. Palmer addressed the Council expressing the views of theā€¢ residents on Lido Isle as being very much opposed to the project. Albert Sparkes, of the Newport Dredging Company, addressed the Council, stating that although the Navy had requested this site, other sites were available. After some discussion of the matter, it was moved by Councilman Kirk, seconded by Councilman Allen and carried, that the City Attorney be instructed not to prepare the lease asked for by the Haddock Company. P. A. Palmer requested that if the question came up again that a few days notice be given in order to prepare the necessary-protests against the project. ADJOURNMENT On motion of Councilman Allen, seconded by Councilman Reed.and carried, an adjournment was taken Sine Die.
