Newport Beach, September 20, 1943.
The City Council of the City of Newport Beach met in adjourned regular
session in the City Council Chambers at the City Hall at the hour of 4 o'clock
p. m. on above date, with Mayor Hall presiding.
The roll was called, the following Councilmen answering present: Allen,
Isbell, Reed, Kirk, Hall. Absent, Councilmen: None.
Mayor Hall asked if any member of.the Council, or any one in the
audience wished the Minutes of the previous meeting of the Council, or any Part
thereof read, no one responded, and the reading of the Minutes was dispensed with.
On motion of Councilman Allen, seconded by Councilman Reed and carried,
the regular order of business was suspended in order to take up the opening of
bids submitted for the construction of sanitary sewer mains.
The Clerk notified the City Council that this was the time and place
fixed for the opening of bids, pursuant to the Notice Inviting Bids for the
construction of Sanitary Sewers and appurtenances in Central Avenue and other
streets and alleys in the City of Newport Beach, as contemplated by Resolution
of Intention No. 2851; and also reported that he had received seven bids, which
bids were opened, read, examined and publicly declared, as follows:

Reference is he made to the bids on file with the City Clerk for
all details as to the unit price and kind or class of work to be done.
On motion duly made and carried, all bids were referred to the City
Engineer for checking and report.
On motion duly made and carried, all bids were taken under advisement
for one week.
On motion of Councilman Allen, seconded by Councilman Reed and carried,
the regular order of business was resumed.

COMMUNICATIONS
The application of the Standard 011 Company for a permit to install
underground storage for gasoline at their existing marine station at "A" Street and
Bay Front in Balboa, for the use of the United States Air Corps, was presented, the
Council being addressed on the subject by a representative of the Standard 011
Company and Fire Chief Crocker, who recommended the installation, which it was
understood would revert to the storage of diesel oil when the needs of the United
States Army no longer required the service. On motion of Councilman Kirk, seconded
by Councilman Allen and carried, the permit was granted.
The application of J. S. Barrett for the re- zoning of a portion of Lot
nA", Tract 919 from the existing R -1 and C -1 classifications to C -2 classification,
was on motion of Councilman Allen, seconded by Councilman Reed and carried, referr-
ed to the Planning Commission for consideration.
The letter of E. I. Moore, Chairman of the Civil Service Commission,
relating to the resignation of H. L. Roberds from the Newport Beach fire Department
and the temporary appointment of K. W. Gorton as Assistant Chief of Police, was
presented, and on motion of Councilman Allen, seconded by Councilman Isbell and
carried, same was ordered filed.
The letter of H. Benjamin Robison, Assistant Scout Executive, requesting
permission to use the City Camp Ground for the Annual Sea Scout Rendezvous, October
2nd and 3rd, was presented, and after some discussion as to the available room in
the Camp Ground, it was moved by Councilman Allen, seconded by Councilman Reed and
carried, that the City Clerk write to Mr. Robison requesting that he cooperate with
the Camp Custodian in the matter and advise that the City Council was unanimously
In favor of the Scouts using the Camp Ground subject to the usual regulations.
The letter from the Orange County Water District requesting that a
member of the City Council and two citizens be appointed with the idea of plann-
ing post war conservation of water in the Orange County area, was presented, and
on motion of Councilman Reed, seconded by Councilman Allen and carrie4, Councilman
Kirk was appointed with authority to appoint the-citizen members of the Committee.

the Council in connection with the City

war bonds. The City Attorney advised that

City Attorney Thompson presented a request from the United States Coast
Guard for the renewal of the lease on the
IN" Street pier, and on motion of
Councilman Reed, seconded by Councilman Allen and carried, the Mayor and the City
Clerk were authorized to execute the same
on behalf of the City.
