Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Ben Davis, Associate Civil Engineer, bdavis@newportbeachca.gov PHONE: 949-644-3317 TITLE: Spyglass Hill Reservoir Mixing System —Award of Contract No. 7428- 1 (19W15) ABSTRACT: Construction bids have been received for the Spyglass Hill Reservoir Mixing System Project to improve water circulation and quality of potable water in the Spyglass Hill Reservoir. Staff requests City Council's approval to award the construction contract to Humphrey Constructors of Diamond Bar, California. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) Class 2, (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Award Contract No. 7428-1 to Humphrey Constructors, for the total bid amount of $165,400.00, and authorize the Mayor and City Clerk to execute the contract; d) Establish a contingency of $24,810.00 (approximately 15% of total bid) to cover the cost of unforeseen work not included in the original contract; and e) Approve Budget Amendment No. 19BA-032 transferring $92,000.00 from savings in Utilities Yard Spill Control/Tipping Floor project (Account No. 70201932-980000- 18W14) to the Spyglass Hill Reservoir Mixing System project (Account No. 70201932- 980000-19W15). FUNDING REQUIREMENTS: Upon approval of the proposed budget amendment, sufficient funding will be available for the award of this contract. The proposed budget amendment transfers $92,000.00 (Water Fund) of savings from the Utilities Yard Spill Control/Tipping Floor project into this project, thus avoiding any impact on the fund balance. 10-1 Spyglass Hill Reservoir Mixing System —Award of Contract No. 7428-1 (19W15) March 26, 2019 Page 2 The following fund will be expensed: Account Description Account Number Amount Water Capital - NMP 70201932-980000-19W15 $ 192,000.00 Total: $ 192,000.00 Staff recommends establishing approximately fifteen (15) percent for contingency purposes for unforeseen conditions associated with construction. The reservoir is located underneath Spyglass Hill Reservoir Park and holds approximately 1.5 million gallons of potable water. The scope of work includes installing underground power and communication lines from the reservoir to the control building, installing a new mixer control panel, and installing a submersible mixer in the reservoir. The need for this project is to assist with maintaining proper water quality as identified by the Utilities Department. At 10 a.m. on March 5, 2019, the City Clerk opened and read the following electronic bids for this project: The City received multiple bids for this project and the low bid is approximately 10 percent above the Engineer's Estimate of $150,000.00. The low bidder, Humphrey Constructors, possesses a California State Contractor's License Classification "A" and the subcontractor, Big Bear Electric, possesses a "C-10" License as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for other public agencies. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
