TITLE: MacArthur Boulevard and University Drive Pavement Rehabilitation
— Award of Contract No. 7183-2 (18R23)
ABSTRACT:
Staff has received construction bids for the MacArthur Boulevard and University Drive
Pavement Rehabilitation project and requests City Council's approval to award the
construction contract to R.J. Noble Company, Inc.
RECOMMENDATIONS:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301, Class 1, (b), (c) (maintenance of existing public facilities
involving negligible or no expansion of use) of the CEQA Guidelines, because this
project has no potential to have a significant effect on the environment;
b) Approve the project drawings and specifications;
c) Award Contract No. 7183-2 to R.J. Noble Company, Inc. for the total bid price of
$2,319,580.00, and authorize the Mayor and City Clerk to execute the contract;
d) Establish a contingency of $232,000.00 (approximately 10 percent of total bid) to
cover the cost of unforeseen work not included in the original contract; and
e) Approve Budget Amendment No. 19BA-035 appropriating $940,907.00 from the CIP
General Fund unappropriated fund balance and new revenue and expenditures from
the Irvine Ranch Water District and Mesa Water District into the project account.
FUNDING REQUIREMENTS:
The Budget Amendment appropriates $940,907.00 in increased expenditure
appropriations from the CIP General Fund unappropriated fund balance. This fund
receives project savings from completed capital projects throughout the fiscal year to be
used for other capital projects as needed.

The Budget Amendment also appropriates $13,576.00 in additional revenue from the
Irvine Ranch Water District (IRWD) and $13,576.00 in increased expenditure
appropriations; and appropriates $2,298.00 in additional revenue from Mesa Water
District (Mesa) and $2,298.00 in increased expenditure appropriations. Revenue sources
from IRWD and Mesa will be posted to the Contributions account in the Capital
Improvement Program (CIP) budget, 13501-431220-18R23 and 13501-431221-18R23,
respectively, and are being collected to cover the cost of work associated with their
facilities. Said work for IRWD and Mesa will be expensed to the Contributions account in
the CIP budget, 13501-980000-18R23.

Staff recommends establishing $232,000.00 (approximately 10 percent of total bid) for
contingency purposes to cover the cost of unforeseen conditions associated with
construction.
DISCUSSION:
Design plans for both MacArthur Boulevard and University Drive pavement rehabilitation
projects are complete. The Fiscal Year 2018-19 Capital Improvement Program included
funding for only the construction of MacArthur Boulevard pavement rehabilitation project,
while the rehabilitation of University Drive was originally scheduled to occur in summer of
2019 (next fiscal year). Therefore, funding was not appropriated for University Drive and
a budget amendment is needed.
As the design and project schedules were further developed, staff recognized the
opportunity for potential cost and time savings by combining MacArthur Boulevard and
University Drive as one construction project since the locations of these two arterials are
close to one another and involve similar pavement rehabilitation methods.

In addition, construction at both of these locations requires encroachment permits from
Caltrans due to ramp closures on State Route 73. Combining the two projects also helped
expedite the Caltrans encroachment permitting process as just one permit was needed
rather than two.
This project is also part of the City's CalRecycle Rubberized Grant Program (Program).
The Program promotes the use of rubberized asphalt concrete made from recycled waste
tires generated in California. The Program aims to decrease the adverse environmental
impacts created by disposing and stockpiling waste tires. Through CalRecycle, the City
will be reimbursed up to $10/ton of rubberized asphalt concrete used on this project.
At 10 a.m. on March 20, 2019, the City Clerk opened and read the following electronic
bids for this project:
The low bid amount is 14.1 percent below the Engineer's Estimate of $2,700,000.00. The
low bidder, R.J. Noble Company, possesses a California State Contractor's License
Classification "A" as required by the project specifications. A check of the contractor's
references indicates satisfactory completion of similar projects for the City of Newport
Beach and other public agencies. R.J. Noble Company also recently completed the Irvine
Avenue Pavement Rehabilitation project.
This proposed project involves surface milling and overlaying the existing asphalt street
pavement on MacArthur Boulevard, from Ford Road/Bonita Canyon Drive to SR 73, and
on University Drive, from Jamboree Road to the easterly City limit, with new rubberized
asphalt concrete pavement. Deteriorated sidewalks, median curbs, curbs and gutters,
and access ramps will be reconstructed as part of the project. Impacted utilities structures
will be adjusted to grade. New pavement striping will also be installed.
Pursuant to the Contract Specifications, the Contractor will have 80 consecutive working
days to complete the work. Due to the high volume of vehicular traffic on MacArthur
Boulevard and the required Caltrans ramp closures, most of the paving operation will be
completed during night hours to minimize public inconvenience and freeway traffic
backup. Public notices will be distributed prior to the start of construction, which is
expected to begin in late May. Construction is scheduled to be completed by September
2019.
