HomeMy WebLinkAbout11/20/1944 - Adjourned Regular Meeting236 Newport Beach, November 20, 1944 The CAty Council or the City of Newport Beach met An adjourned regular session in the 1ty Council Chambers at the City Hall at the hour of 4:00 o'olock p.m. on above date with Mayor Hall presidsing, The roll was called, the following Councilmen answering present: Allen Roll Call Stanley, Isbell, Hall. Absent, Councilmen: Reed. The Mayor asked if any of the Councilmen or anyone in the audience wished the minutes of the previous meeting, or-any part thereof, read, no one responded and the reading of the minutes was dispensed with. REPORTS OF SPECIAL COMMITTEES. None. REPORTS OF STANDING COMMITTEES. None. COMMUNICATIONS Fred C.Wilkins The applicatiai of Fred C. Wilkins for a license to conduct a cafe at license granted 6600 Coast Highway, formerly Riddle °s, having been approved by the Health Officer, was on motion of Councilman Allen, seconded by Councilman Stanley and carried, granted. Fred W.Hogan The request/o f Fred W. Hogan for permission to sell sweet potatoes, request to sell grown himself at 7012 Coast,Highway, was on motion of Councilman Allen, seconded home -grown sweet by Councilman Isbell and carried, referred to the City Attorney for a ruling in potatoes referred the matter, to City Attorney The report of the Newport Harbor Chamber of Commerce on the water situation with a recommendation that the City Council call an election at an Npt.Chamber of early date to vote on the question of Joining the Metropolitan Water District Com, report re: on the basis of a separate district within the Metropolitan Water District, was Metropolitan. presented and read and after some discussion of the matter, Councilman Stanley Water District moved that the Mayor'make a written.application to the Metropolitan Water District to ascertain upon what terms and conditions the City would be able to Join the District. The letter of W. H. Hitehman, Chairman of the Sixth War Loan requesting W.H.Hitchman the purchase of war.bonds by the City, was presented and on motion of Councilman letter re;WarBond Allen, seconded by Councilman Isbell and carried, same was ordered filed• The claim of Charlotte E. Hollingshead, presented by Attorney Grainger Charlotte E. Hyer for damages suffered by her and alleged to have been due to a defective Hollingshead sidewalk in the vicinity of Central Avenue and 22nd Street, was on motion of claim Councilman Allen, seconded by Councilman Isbell and carried, referred to the City °s insurance carrier. UNFINISHED BUSINESS. None. NEW BUSINESS Mutual Aid Plan The Mutual Aid Plan presented by Chief of Police Hodgkinson, was presented by introduced and after reviewing the Plan in which the Council was addressed by Chief of Polipe the Chief of Police, it was moved by Councilman Stan ley, seconded by Councilman Hodkinson Isbell and carried, that same be referred to the City Attorney for approval and b preparation of the necessary resolution if acceptable. Min. Res. quitclaim deeds on tax redeemed property Councilman Allen moved the adoption of a resolution, being a resolution- authorizing the Mayor and City Clerk to execute on behalf of the City of Newport Beach, the following quitclaim deeds to the following people and covering the following described property: D. E. Lane Lot 11, Block 43, River Section Harry N. Welsh Lot 43, Tract 682; Corona del Mar The motion was duly seconded by Councilman Isbell and the resolution adopted by the following vote, to wit: AYES; COUNCILMEN: Allen, Isbell, Stanley, Hall. NOES, COUNCILMEN: None. ABSENT, COUNCILMENo Reed. City Engineer • City Engineer Patterson presented the matter, of the vacation of certain Patterson present-streets and alleys in Corona del Mar and submitted affidavits of posting and ed matter re: publication in connection with same and was advised by the City Clerk that no vacatim of streetsprotests had been filed against the proposed abandonment of said streets and and alleys C.D.M.all`eys, whereupon, it, was moved by Councilmna Allen, seconded by Councilman Isbell and carried, that a public hearing be held on the 4th day of December 1944, for Hearing date set the purpose of considering any objections to the abandonment of said streets and alleys. State Retirement The State Retirement System was brought up and discussed, whereupon System discussed Councilman Isbell moved that the Heads of Departments take the matter up with the different City employees with a view of explaining the various details as to cost, age limits, length -of time of employment, etc., and advise the Council if an election on the question is desired. The motion was duly seconded by Councilman Stanley and carried. . Conditional Sales Councilman Isbell moved the adoption of a resolutim , being a resolution Contract with authorizing the Mayor and City Clerk to execute on behalf of the City a Conditional Theo Robins for Sales Contract between the City of Newport Beach and Theodore Robins for the _new trash truck purchase of a trash truck for the Street Department, The motion for adoption was duly seconded by Councilman Allen, the resolution designated Resolution No. 3095 and was passed by the following roll call vote, to wit: AYES, COUNCILMEN. Allen, Isbell, Stanley, Hall. NOES, COUNCILMEN: None. ABSENT, COUNCILMEN: Reed. I] n lJ ,7 .1 ,7 0 0 0 0 L City Engineer Patterson mentioned the matter of disposing of some of the City's old automobile equipment as trade in value on newer equipment which suggestion seemed advisable, no definite action being.taken, Councilman Stanley reporting on the sewer outfall question advised that the matter seemed to be deadlocked, but that a definite proposition would likely be forthcoming after a meeting of the .Joint Outfall Sewer Directors to be held November 21st. Councilman Isbell suggested that if no definite action be sub- mitted by Monday, November 27th, that the City should go back to the original agreement in the matter. City Auditor Gant addressed the Council with a. suggestion that.the City purchase certain property in the vicinity of•the XI ty °s Street Department garages, which on motion of Councilman Stanley, seconded by Councilman Allen and carried, the City Auditor was authorized to buy on behalf of the City. ADJOURNANT On motion of Councilman Allen, seconded by Councilman Isbell and carried, an adjournment was taken to 4 o'clock p.m., November 27, 1944.
