November 19, 1945
The City Council of the City of Newport Beach met in adjourned
regular session in the City Council Chambers at the City Hall at the hour
of 4 o'clock p.m. on above date with Mayor Hall presiding.
The roll was called; the following Councilmen answering present:
Allen, Isbell, Reed, Hall, Stanley.
The Mayor asked if any of the Councilmen or anyonein the
audience wished the minutes of the previous meeting, or any part thereof,
read; no one responded and the reading of the minutes was dispffised with.

COMMUNICATIONS
The application of Arthur Vetch for a license to operate a
Taxi service from 440 Heliotrope Avenue, Corona del Mar was on motion of
Councilman Allen, seconded by Councilman Isbell and carried, referred
to the Chief of Police and Police Commissioner.
The application of Beckner and Purdy for a license to engage
in the Pet Food and Supplies business at 111 Agate Street, Balboa Island,
was on motion of Councilman Allen, seconded by Councilman Reed and carried,
granted, subject to the approval of the Health Officer.
The letter of Hugh M. Wilcox, Scout ExecutiNe requesting a 25
year lease on City owned property between highway 101 and the North Channel
was read, whereupon Mr. Wilcox addressed the Council on the question and
exhibited sketches of proposed buildings to be erected on the premises.
Thejmethod of financing the project was gone into as well as the escrow
proceedings. The plan met with favor with the Council, the City Attorney
advising on the legal phases of the matter regarding the lease held by the
Union High School proposed to be assigned to the Sea Scouts. On motion
of Councilman Allen, seconded by Councilman Reed and carried, the Mayor
was requested to appoint.a Committee to confer with a Committee from the
Sea Scouts to prepare a tangible`lplan to present to the Council.

On motion of Councilman Stanley, seconded by Councilman Allen
and carried, the proper authorities to be notified to remove the Lookout
station at Corona del Mar.
The request of Chief of Police Hodgkinson for the temporary
employment of Walter K. Kelly as patrolman at a salary of.$175.60 per
month and Vincent Cusumano as Dog Officer at a salary of $175.00 per month
effective November 15, 1945 was on motion of Councilman Allen, seconded
by Councilman Reed granted by the following roll call vote, to wit:

UNFINISHED BUSINESS
The question of joining the Metropolitan Water District came
up for discussion, Mayor Hall advising that it would be necessary to
petition the Coastal District for annexation, various methods of joining
the District being advanced. A letter from the Metropolitan Water District
which up to this time had not been received, but said to be to the effect
that the only means of securing the Metropolitan water would be through
annexing to the Coastal District and on motion of Councilman Allen, seconded
by Councilman Reed and carried, steps were ordered taken upon receipt
of the letter from the Metropolitan Water District toward joining the
Coastal Area.
On motion of Councilman Allen, seconded by Councilman Reed and
carried, the hearing scheduled for this�time in connection with the vacation
of certain alleys in Tract 907 was ordered continued until the next meeting
of the Council due to certain Easement Deeds to the.City not having been
received.
NEW BUSINESS
Resolution No. 3256 was presented and read in full by City

Agreement with U. S. Clerk to execute on behalf of the City of Newport Beach a certain

The application of Dr. J. J. Niemeyer for a permit to construct
a pier fronting on Lot S, Block 19, Balboa Ea "stside Addition having been
approved by the Engineering Department was on motion of Councilman Allen
seconded by Councilman Reed and carried, gra rted.
The application of W. E. Donald for a permit to construct a
pier fronting on Lot 5, Harbor Island, having been approved by the Engineer-
ing Department was on motion of Councilman Allen, seconded by Councilman
Reed and carried, granted.
Councilman Stanley brought the question of the State Highu>�ay
Department establishing grades on Highway 101 through Corona del Mar, lack
of which is proving a deterrent to building operations, and on motion of
Councilman Stanley, seconded by Councilman Allen and carried, the Engineering
Departrrent was directed to request that the State Highway Department furnish
the elevations in that district.
Assistant Engineer Webb brought up the question of fees charged for
sewer connections and calling attention to discrepancies in the present
ordinance which does not provide for adequate return to the City for making
said connections. On motion of Councilman Allen, seconded by Councilman
Isbell and carried, the City Attorney was authorized to prepare the necessary
amendment to the ordinance.
ADJOURNMENT
On motion of Councilman Allen, seconded by Councilman Reed and
carried, an adjournment was taken Sine Die.
