The City Council of the City of Newport Beach met in adjourned
regular session in the City Council Chambers at the City Hall at the hour
of 4 o'clock p.m. on above date with Mayor Hall presiding.
The roll was called; the following Councilmen answering present:
Allen, Stanley, Isbell, Reed, Hall.
The Mayor asked if any of the Councilmen or anyone in the audience
wished the minutes of the previous meeting, or any part thereof, read; no
one responded and the reading of the minutes was dispensed with.

Application of license for transfer of ownership of the Newport
and Costa Mesa Cab Company located at 608, 101 Coast Highway from J. C.
Martin Gilson to Mrs. Elizabeth M. Batterton, approved by Chief of Police
Hodg'_kinson, was on motion of Councilman Allen, seconded by Councilman Isbell
and carried, approved.
Application of K. L. Nichols for a business license to operate
a do -nut and waffle shop at 305 Marine Ave., Balboa Island, was on motion
of Councilman Allen, seconded by Councilman Isbell, and carried, approved,
subject to the approval of the Health Department.
Letter of Mrs. Jurgen H. Lorentzen protesting the parking meters
in Balboa, was on motion of Councilman Allen, seconded by Councilman Isbell
and carried, ordered filed.
Letter from the Orange County Harbor Commission requesting Council
to invite John Phillips to appesr and act for this area at the hearing before
the Senate Committee on February 5, 1946 when the question of Federal Control
of Tidelands will be considered. The Mayor informed Council that he had
already written John Phillips requesting his presence and on motion of
Councilman Allen, seconded by Councilman Isbell, and carried, the action
of the Mayor was confirmed.
Communication of John J. Sailors informing Council that the
Veteran's Service Committee of the Local American Legion Post have suggested
that the City attempt to secure one or more surplus barracks from the Army
or Navy to be.used as housing for Veterans with suggested location in the
City Camp Ground. It was the opinion'of Council no action be taken on the
City's part to purchase these barracks, as there is pendin the possiblity
of converting the City Camp Ground into a Trailer Park. On motion of
Councilman Allen, seconded by Councilman Reed and carried, the American
Legion was authorized to use the leased property they have in the City Camp
Ground for the temporary barracks.
Communication of John J. Sailors regarding the removal of the
"Mindanoa" and a barge owned by Smith Brothers Boat works, saying he wrote
the respective owners on Nov. 20, 1945 and to date no reply had been received
from either party. The City Attorney advised that the matter should be
turned over to the Harbor Master, and on motion of Councilman Allen,
seconded by Councilman Reed andcarried, it was referred to Harbor Master
Craig.
The report of John J. Sailors regarding the fog horn located
at the entrance of the channel, and stating that the Police Department
has been looking after the operation of the horn, recommended that they
continue to do so. On mot_on of Councilman Allen, seconded by Councilman
Reed, and carried, the recommendation of J. J. Sailors was approved.
Application of L. V. Phebus for reinstatement in the Police
Department effective February 1, 1911 -6, was on motion of Councilman Allen,
seconded by Councilman Reed, and carried, approved on a temporary employ-
ment basis.
Letter from the Orange County Harbor Commission requesting the
Uity to cooperate in having the St_..te Highway Commission make a study on
plans for the High -level bridge across the Upper Bay in the vicinity of
the present Highway 101a was read, and on motion of Councilman Stanley,
seconded by Councilman Allen, and carried the City Engineer was instructed
to communicate with the Highway District Engineer and request that they
being studies on plans for a High -level bridge across the Upper Bay.
At the request of Chief of Police Hodgkinson the matter of
traffic regulation through Corona del Afar, be turned over to Mr. Sailors
as the Chief stated no definite action has been taken regulating the speed
at 35 miles per hour.
Letter of Clarence Stanyer, Chairman Balboa Island Taxpayers
Ass n, urging Council to rescind their action pertaining to the pier
situation of Balboa Island, namely the granting of one pier to each two
lots, until the Balboa Island Taxpayers Ass'n and the Bay Front Owners
group can work out their differences, was on motion of Councilman Allen,
seconded by Councilman Reed and carried, Laid on the Table until the matter
comes up on February 4.

City Attorney Thompson to confirm the chanrl•e in the Resolution by a letter
to Council.
