Apkn. of license to sell ice cream on street, denied. J. D. Hepler. Apkn. of L.H. Norman for permit to install underground storage granted. Complaint of D.A. Jackson regarding guy wire of Edison Co. in alley, referred to City Engineer. June 9, 1947 The City Council of the City of Newport Beach met in regular session in the City Council Chambers at the City Hall at the hour of 4 o'clock on above date with Mayor Reed presiding. The roll was called, the following Councilmen answering present: Allen, Isbell, Robertson, Siler, Reed. The Mayor asked if any of the Councilmen or anyone in the audience wished the minutes of the previous meeting, or any part thereof read; no one responded and the reading of the minutes was dispensed with. REPORTS OF HEADS OF DEPARTMENTS The report of the City Treasurer was read, and on motion of Councilman Allen, seconded by Councilman Isbell, and carried, the report was ordered filed. The reading of the reports of other departmental heads was dispensed with and all the reports ordered filed. On motion of Councilman Siler, seconded by Councilman Allen and carried, the regular order of business was changed in order to hear from persons in the audience on certain requests, one being the consideration of the letter of the secretary of the Tournament of Lights Association requesting an appropriation of $3,500.00 toward the expense of holding the Light Parade. H. F. Kenny spoke on the matter and on motion of Councilman Isbell, seconded by Councilman Allen the request was laid over until the next meeting of the Council. H. F. Kenny brought up the necessity of slowing down the traffic on the state highway and suggested that the Council make an urgent appeal to the State Highway Commission regarding the placing of signs at certain points as a means of controlling the traffic, also it was brought out that the excesive speed of motor- ists made it dangerous to cross the highway thus hampering business along the highway. Lew H. Wallace also addressed the Council on the subject advising of the action taken by the chamber of Commerce regarding of placing signs at stragetic points. On motion of Councilman Isbell, seconded by Councilman Allen and carried, City Administrator Sailors and Chief of Police Hodgkinson were delegated to investigate and report on the traffic problem. Sam Meyer spoke to the Council concerning the beautifica- tion of Central Avenue requesting an appropriation of $500.00 from the city stating that 41,000 would be raised by poplar subscription to carry out the plan. On motion of Councilman Robertson, seconded by Councilman Isbell the donation was granted by the following roll call vote, to wit: AYES, COUNCILMEN: Allen, Isbell, Roberton, Siler, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None On motion of Councilman Isbell, seconded by Councilman Allen, and carried, the regular order of business was resumed. REPORTS OF SPECIAL COMMITTEES Chief of Police Hodgkinson reporting on the application of A. A. Tennis for a license to operate the Beach City Merchant Patrol advised that the references of the applicat were satisfactory and recommended the granting of the license and on motion of Councilman Isbell, seconded by Councilman Robertson and carried, the report of the Chief of Police was accepted and the license granted. REPORTS OF STANDING COMMITTEES: None COMMUNICATIONS The application of Constance V. Smith for a license to sell merchandise from the public piers was on motion of Councilman Allen, seconded by Councilman Siler and carried, denied. The application of Fritz Werner Lang for a license to rent motor scooters was on motion of Councilman Allen, seconded by Councilman Siler and carried,cenied due to an ordinance pro- hibiting same. The application of James D. Hepler for a license to sell ice cream on the street was on motion of Councilman Allen, seconded by Councilman Siler and carried, denied. The application of L. H. Norman for a permit install underground storage for petroleum products, having been approved by the Fire Chief, was on motion of Councilman Allen, seconded by Councilman Siler and carried, granted. The complaint of D. A. Jackson regarding a guy wire of the Edison Company which it was alleged provided a hazard to traffic in an alley between Amethyst and Apolena Streets on Balboa Island was on motion of Councilman Allen, seconded by Councilman Robertson and carried, referred to the City Engineer for investigation. 40 `J 0 A 1 i 11 E E The letter of Robert DeGrasse relative to his applica- tion for a permit to construct a pier fronting on his property on Balboa Island was on motion of Councilman Allen seconded by Councilman Siler and carried, referred to the Harbor Committee. The request of Paul A. Palmer on behalf of the Griffith Company for permission to extend certain propose structures over the water in the vicinity of the turning basin of the North Channel was on motion of Councilman Isbell, seconded by Council- man Siler and carried, referred to the Harbor Committee. The request of Ralph P. Maskey, Chairman of the Park Commission for an additional appropriation of $350.00 for the planting project in Park Avenue, Balboa Island was presented and after considerable discussion of the matter it was moved by°Councilman Allen that the appropriation be granted, the motion being loit for lack of a second. The letter of Harold D. Arthur calling attention to the lack of a road leading to his property Lot 7, Block 47, River Section and asking the city to participate in paying a share in the cost of providing such a road due to the fact that it is understood that the city isthe owner of certain property in that vicinity. City Treasurer Gant spoke to the Council on the subject and on motion of Councilman Allen, seconded by Councilman Isbell and carried, the letter was ordered filed. The letter of City Judge Gardner regarding Assembly Bill No. 977 relating to military service of local members of the State Employees Retirement System was on motion of Councilman Allen, seconded by Councilman Siler and carried, referred to the City Attorney. The letter of Harold L. Moore registering a protest against the locating of the Balboa Angling Club at the bay end of 'A' Street was on motion of Councilman Allen, seconded by Councilman Isbell and carried, ordered filed. The request of City Engineer Webb for the employment of W. George Harski as Senior Engineer Aide at the rate of $205.00 per month was on motion of Councilman Allen, seconded by Councilman Isbell, granted by the following roll call vote, AYES, COUNCILMEN: Allen, Isbell, Robertson, Siler, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None The request of Chief of Police Hodgkinson for the probationary appointment of Merel Coe, effective May 15, 1947 and Don R. Bursall effective May 17, 1947 as patrolmen at salaries of $196.00 per month to fill the vacancies of John J. Bloom, resigned and R. N. Johnston, injured. The request was granted on motion of Councilman Isbell, seconded by Councilman Allen, and carried by the following roll call vote, AYES, COUNCILMEN: Allen, Isbell, Robertson, Siler, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None The request of Street Superintendent Covert for the employment of Denver C. King as truck driver in the Street Department at the rote of $171,00 per month effective May 20, 1947 was on motion of Councilman Siler, seconded by Councilman Allen, granted by the following roll call vote, to wit: AYES, COUNCILMEN: Allen, Isbell, Robertson, Siler, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None The request of Water Superintendent McMillan for the temporary employment of Joe Lucio Contreras, David E. Gonzales, Joe R. Singh and Gildardo R. Gomez at the rate of .92¢ per hour effective June 5, 1947 was on motion of Councilman Allen, seconded by Councilman Robertson, granted by the following roll call vote, to wit: AYES, COUNCILMEN: Allen, Isbell, Robertson, Siler, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None UNFINISHED BUSINESS The hearing set for this date in connection with the vacation of certain alleys in Block A -37, Corona del Mar was on motion of Councilman Allen, seconded by Councilman Siler and carried, postponed to June 23, 1947- NEW BUSINESS The recommendation of City Administrator S ilors for a new job classification to be known as "Civil Engineer I" with salary ran¢e No. 13, $236.00 to $284.00 assignment to this classification and further.that the standing of other job classifications in the Engineering Department that the job classification known as Civil Engineer Assistant, be assigned a new title of "Civil Engineer II" and the job classification 600 Letter of Robt. DeGrasse X relative to apkn. for permit to construct nierD referred to Harbor Committee. Request of Griffith Co. for permission to extend certain structures over the water, referred to Harbor Committee. Request of R.P. A -37, postponed until June 23, 1947- Recommendation for new job classification known as "Civil Engineer I, II and III" approved. 5013 Res. No. 3485 Creating new ,fob classification " Motorcyle Patrolmen" Res. Nos, 3486, 3487 and 3488 Water Contracts. known as Civil Engineer be re- designated as "Civil Engineer III" with no change in salary ranges for the two latter classifications. The recommendations were considered by the Council whereupon Councilman Isbell moved the adoption of a resolution, being a resolution confirming the recommendations as outlined. The adoption of the resolution was duly seconded by Councilman Allen and same was passed by the following roll call vote, to wit: AYES, COUNCILMEN: Allen, Isbell, Robertson, Siler, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None Councilman Isbell moved the adoption of a resolution, being a resolution creating a new job classification assigning a salary range, indicated as Motorcycle Patrolmen (10) 205 -215- 225- 236-247, and further providing for the filling of vacancies and promotions. The motion for adoption of the reaDlution was duly seconded by Councilman Allen, the resolution designated Resolution No. 3485 and was adopted by the following roll call vote, to wit: AYES, COUNCILMEN: Allen, Isbell, Robertson, Siler, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None Resolution Numbers 3486 to 3488 inclusive, bring resolution authorizing the renewal of water contracts to the following concerns: Res. No. 560 The ordinance amending Section 18 of ordinance No. amending license fee for 548 came up for final passage, being an ordinance making the conducting dancing academy to license fee for conducting a dancing academy where 25 students $25.00 or less are.instructed at one time, $25.00 per annum effective the First day of July, 1947. On motion of Councilman Allen, the ordinance, which was designated Ordinance No. 560, and duly seconded by Councilman Siler was adopted by the following roll call vote, to wit: AYES,'COUNCILMEN: Allen, Isbell, Robertson, Siler, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None Appointments to Beach City On motion of Councilman Isbell, seconded by Councilman Merchant Patrol, confirmed. Allen and carried, the appointments of Clyde P. White and Estle Ingle Shall as Merchant Patrolmen of the Beach City Merchant Patrol were confirmed. Chief of Police requested to Councilman.Robertson requested that the Chief of make investigation of violations Police, who was present, that an investigation be made of of the Zoning Ord, in vicinity possible violations of the Zoning Ordinance in the vicinity of Grey Goose Apts. of the Grey Goose Apartments near Adams Street and the Bay Front.
