The uizy Council of the City of Newport Beach met in
regular session in the City Council Chambers at the City Hall
at the hour of 4 o'clock p.m. on above date with Mayor Reed
presiding.
The roll was called, the following Councilmen answering
present: Allen, Robertson, Reed. Absent, Siler, Isbell.
The Mayor asked if any of the Councilmen or anyone
in the audience wished the minutes of the previous meeting, or
any part thereof, read; no one responded and the reading of
the minutes was dispensed with.
REPORTS OF HEADS OF DEPARTMENTS
On motion of Councilman Allen, seconded by Councilman
Robertson and carried, the report of the City Treasurer was read
and ordered filed. The readin of the reports of other departmental
heads was dispensed with and all the reports ordered filed.

COMMY NICATIONS
The application of Wilhite and Austin for a license
to operate a Taxi Service at 1501 West Central Avenue, having
been approved by the Chief of Police, was on motion of Council-
man Allen, seconded by.Councilman Robertson and carried, granted.
The application of Shell Oil Company, Inc., for a permit
to install underground storage for the handling of petroleum
products at the Northwest corner of State H1 hway and San Ber-
nardino Avenue, having been approved by the ire Chief was
on motion of Councilman Allen, seconded by Councilman kobertson
and carried, granted.
The request of R. Wayne Wilhite and C. P. Austin for
permission to establish Taxi Stands at'21st Place and McFadden
Place, Newport and at Marine Avenue off Park Avenue, Balboa.
Island was presented to the Council whereupon Chief of Police
Hodgkinson spoke in opposition to the Newport location but
In approval of the Balboa Island location on a temporary basis.
Councilman Allen voiced his objection to the granting of the
Island location but.on motion of Councilman Robertson, seconded
by Mayor Reed that the permit be granted on a temporary basis
only, the permit was granted. Councilman Allen voting No on
the question.
The complaint of Edward F. Mansfidd, Manager of The
Lido Isle Community Association regarding the condition of the
beaches around the Island was on motion of Councilman Allen,
seconded by Councilman Robertson and carried, referred to City
Administrator Sailors.
The letter of Sandy F. NKay regarding the insurance
carried on the new City Hall was on motion of Councilman Allen,
seconded by Councilman Robertson and carried, referred to City
Administrator Sailors.
The inquiry of Attorney Oswald concerning a Demand
made upon the City for the transfer of Funds to a certain bond
series was on advice of City Attorney Thompson ordered to be
notified that the Demand had been denied on motion of Councilman
Allen, seconded by Councilman Robertson and carried.
The communication of Warden Duffy of San Quentin
prison advising that it would be impossible to furnish certain
furniture required for the new City Hall was on motion of
Councilman Allen, seconded by Councilman Robertson and carried,
ordered filed.
The resignation of Rex Albright as a member of the
Police Department effective this date, was on motion of Council-
man Allen, seconded by Councilman Robertson and carried,
accepted with regret.
The recommendation of City Administrator Sailors for
the appointment of a committee to study and recommend a solution
to the mooring problem in the Commercial mooring area between
15th Street and the Rhine was preented, whereupon Mayor Reed
appointed the following as the committee: Walter Longmoor,
Bert Mills and Ken Wilson. On motion of Councilman Allen,
seconded by Councilman Robertson and carried, the appointments
were confirmed.
The letter of City Administrator Sailors advising that
the committee to which it was referred recommended the approval
of the request of the Lido Isle Yacht Club for�ermission to
stage Inboard Power Boat races in the North Lido Channel on
Sunday, November 2, 1947 On motion of Councilman Robertson,
seconded by Councilman Allen and carried, the request of the
Lido Isle Yacht lub was granted.
The request of Street Superintendent Covert for the
Employment in Street Dept.
employment of Martin Terwilliger in the Street Department at
the rate of .88¢ per hour, effective September 11, 1947 was
on motion of Councilman Allen, seconded by Councilman Robertson
and carried, granted.
The request of Street Superintendent Covert to urchase

The application of Paul Lorentzen for a permit to construct
a pier and float fronting on Lot 1, Block I, Balboa Eastside Addition
having been approved by the Harbor Committee, was on motion of
Councilman Robertson, seconded by Councilman Allen and carried,
granted subject to no commercial boats being tied up on the east,
or residential side of the pier.
The monthly Demands having been duly audited by the
Finance Committee were on motion of Councilman Allen, seconded by
Councilman Robertson, were allowed and Warrants ordered drawn
by the following roll call vote, to wit:
