HomeMy WebLinkAbout07/12/1948 - Regular Meetingi37 July 12, 1948 The City Council of the City of Newport Beach met in regular session in the City Council Chambers at the City Hall at the hour of 7:30 o'clock P.M. on the above date with Mayor Drake presiding. ' The roll was called, the following Councilmen answering present: Greeley, Robertson, Blue, Isbell and Drake. The Mayor asked if any of the Councilmen or anyone in the Reading of Minutes of audience wished the minutes of the previous meeting, or any part thereof, previous meeting read. Councilman Robertson moved that the reading of the minutes be waived. dispensed with, which motion was seconded by Councilman Blue and carried. �. Councilman Isbell moved that the Monthly Demands, having been Approval of Monthly duly audited by the Finance Committee, be approved, which motion was Demands. seconded by Councilman Robertson and carried.by the following vote, to -wit: AYES, COUNCILMEN: Greeley, Robertson, Blue, Isbell and Drake NOES, COUNCILMEN: None ABSENT COUNCILMEN: None. REPORTS OF HEADS OF DEPARTMENTS - None REPORTS OF SPECIAL COMMITTEES - None REPORTS.OF STANDING COMMITTEES - None Councilman Robertson moved that the regular order of business be dispensed with in order that the subject of the Elliott 011 Lease transfer,which had been scheduled for this meeting, could be discussed. The motion was seconded by Councilman Isbell and carried. Mayor Drake announced that additional time was required to investigate the proposed transfer and after Attorney Grainger Hyer had stated that the Committee appointed by the Mayor would be prepared to report in two weeks, on motion of Councilman Isbell, seconded by Coucil- man Greeley and carried, the subject was laid over until July 26, 1948. A letter f om the Corona Del Mar Civic Association urging action in the China ove matter was read by the City Clerk, and Council- man Blue moved that the City Attorney be authorized to enter into escrow the transfer of certain city -owned lands between 14th and 15th Street, subject to certain restrictions and reservations. The motion was seconded by Councilman Robertson and carried by the following vote, to -wit, AYES, COUNCILMEN: Greeley, Robertson, Blue, Isbell and Drake NOES, COUNCILMEN: None ABSENT COUNCILMEN: None. Councilman Robertson moved that the City Engineer furnish Mr. Thompson with a full legal description of the property involved in the transfer.: The motion was seconded by Councilman Greeley and carried. Stanley, Chairman, was read, pointing out that in the opinion of the Committee the City Council was not in a position to refuse the permit. After statements Attorney - William J. Clark from the floor by Ralph Wilmot, for the Perkins Theatre Corp., contractor, Miss May Vertrees, Gerard Van Hall, Mr. E. N. Smith, Mr. Wallace Burton and Mr. Ray Copeland, motion was made by Councilman Robertson, seconded by Councilman Isbell to deny the application, and lost by the following vote, t o -wit: AYES, COUNCILMEN: Robertson and Isbell NOES, COUNCILMEN: Greeley, Blue and Drake ABSENT COUNCILMEN: None On motion of Councilman Blue, seconded by Councilman Greeley, the application of the Perkins Theatre Corp. was granted, and carried by the following vote, to -wit: AYES, COUNCILMEN: Greeley, Blue and Drake NOES, COUNCILMEN: None ABSENT COUNCILMEN: None Regular Order of business dispensed with. This being the time and place for the opening of bids for publication of the City's legal notices during the ensuing year, the following bids were opened and read: Newport- Balboa News - Times, 0.80 per column inch for first publication and $.75 per column inch for subsequent publication. Newport - Balboa Press, being identical, it was moved by Councilman Blue that since the News Times had carrel the advertising during the past year the publication be awarded to the Press this year, which motion was seconded by Councilman Greeley and carried by the following vote, to -wit: AYES, COUNCILMEN: Greeley, Robertson, Blue, Isbell and Drake NOES, COUNCILMEN: None ABSENT COUNCILMEN: None This being the time and place for the opening of the bids for a Maintainer or Power - Grader, the following bids were opened and read; Lee & Thatro Equipment Co. $2v975-00 Brown -Bevis Equipment Co. 4,250.00 Smith, Booth, Usher Company 4,890.00 Shaw Sales & Service Co. 2,785.00 There being differenc6s in equipment and accessories requiring technical investigation, the awarding of the contract was referred to the City Engineer on motion of Councilman Isbell, seconded by Councilman Robertson and carried. This being the time and place for the opening of bids for a Track Laying Tractor and Bulldozer Attachments, the following bids were opened and read: M. Eltiste & Co. Shaw Sales & Service Co. $6,470.00 6,658.25 There being difference in equipment and accessories requiring technical investigation, the awarding of the contract was referred to the City Engineer on motion of Councilman Isbell, seconded by Councilman Blue and carried. This being the time and place for the opening of bids for top soil for the new City Hall site, the following bids were opened and read: R. W. McClellan & Sons 0. M. Campbell $2.20 per cubic yard 2. 0 per cubic yard Upon motion of Councilman Isbell, seconded by Councilman Blue and carried, the bids were referred to the City Engineer for investigation with a report back to the Council This being the time and place for receiving bids for moving house and buildings near 33rd street and Coast Boulevard, the following bids were opened and read: Ralph Hoyle Construction Co. $8,416.00 Gordon B. Findlay . 62-350.00 On motion of Councilman Drake, seconded by Councilman Greeley and carried, the bids were referred to the City Engineer with instructions to report back to the Council. The Mayor then announced a five minute recess. Councilman Isbell, seconded by Councilman Blue and carried, moved that the Council return to the regular order of business. The Monthly Report of Receipts and Disbursements was read by the City Clerk, and upon motion of Councilman Isbell, seconded by Councilman Robertson and carried, the report was filed. The Monthly Reports of the Police and Harbor Departments and the City Court were approved on motion of Councilman Robertson, seconded by Councilman Greeley and carried. COMMUNICATIONS: A letter from the State Board of Public Health stating that the beach in the vicinity of the Outfall of the Orange County Joint Outfall Sewer District, qugrantine of which was authorized on June 18, would not be quarantined at this time, was read, and upon motion of Councilman Isbell, seconded by Councilman Blue and carried, the matter was ordered filed. The application for license of the Rossmore Cafe at 2800 West Central Avenue, Newport Beach, having been approved by the Health Officer, was granted upon motion of Councilman Robertson, seconded by Councilman Greeley and carried.
